    2003 General Session Sponsor: Joint Appropriations Interim Committee
    HB 1 and SF 1 were mirror bills introduced in the House and Senate that provided appropriations for the operation of state government.
    The process of developing this huge budget bill to fund state government began with former Governor Geringer, who submitted his recommendations to the Joint Appropriations Interim Committee in December 2002.
    Next, the Joint Appropriations Committee of the House and Senate held hearings on the bill. During these deliberations, the Joint Committee heard from newly elected Governor Freudenthal, state agency heads, and others. After the Committee hearings, the bill was presented in identical form to the House and to the Senate.
    Then each chamber started its own amending process as the bill progressed through three readings (votes). During floor debate, any legislator could offer amendments to add or subtract to any item in the budget bill.
    When the two bills passed Third Reading (final vote) in each chamber, they were no longer identical, as different amendments were offered and passed or failed in each chamber. At that point, a conference committee, consisting of five members from each chamber, was appointed to resolve the differences between the House and Senate versions of the bill.

    Program Description: Beaver Island State Park is located along the Niagara River. The Niagara River has been classified as a nationally significant bird migration area. Every spring miles of wetland trails turn into a beautiful combination of bird songs and wildflower blossoms. Migrating Tundra Swans annually visit the park shoreline in search of food, and local Niagara River Islands are home to the area's most incredible Great Blue Heron rookery. A trained State Parks naturalist is available to answer questions, present nature programs, provide children's activities, or lead nature walks.       Denver Schools across Wyoming are getting safer due to an ongoing partnership between the U.S. Environmental Protection Agency and the Wyoming Department of Education (WDE) to assess, remove, dispose and prevent the future accumulation of dangerous chemicals in school laboratories.
    The WDE program also requires school districts to match funding and implement best practices to reduce chemical inventories and limit the accumulation of dangerous chemicals in schools in the future. The Wyoming Department of Environmental Quality provided assistance in preparing best practices guidelines. EPA staff may also assist in inventorying and identifying hazardous chemicals for proper disposal at some schools To date, more than 400 pounds of chemicals at three schools have been collected and sent to commercial facilities for proper disposal under the EPA grant. The hazardous chemicals removed included strong oxidizers like white phosphorus, and toxic substances like mercury, arsenic, sodium cyanide and potassium cyanide.

    Who Can Participate

    The Wyoming Regional Science Bowl competition is open to any Wyoming high school wishing to participate. Teams are made up of five students, four team players plus an alternate, and one coach. The coach can be a teacher, parent, or community volunteer.
    Many of the schools that have participated in the past have formed science clubs to provide the organizational and administrative structure to support each of their Science Bowl teams.
    The 2006 Wyoming Regional Science Bowl will be held on Saturday, February 11, 2006, in Casper (location to be determined). The teams compete by answering questions on scientific topics in astronomy, biology, chemistry, mathematics, physics, earth, computer and general science.
    For those students participating in the Science Bowl, science exhibits, hands-on demonstrations, and brain-teaser problems are offered during the competition breaks and lunchtime. Students also have the opportunity to study and strategize for the next round of competition.
    The winning Regional Science Bowl team will go on to compete at the National Science Bowl to be held April 27 - May 1, 2006, at the National 4-H Center in Chevy Chase, Maryland. Prizes awarded in 2005 included money to the science departments of the top 18 schools. The top five teams overall were provided trips to participate in hands-on science experiences at both international sites and Department of Energy facilities.

    Location and History
    Casper College is located in Casper, Wyoming near the geographic center of the Cowboy State.
    The college became Wyoming’s first junior college in 1945 and was initially located on the third floor of Natrona County High School. The first fall enrollment was 73. As enrollment continued to climb, the college hired more faculty and expanded its curricular offerings and its facilities to meet the demands of steady growth.
    The first step in the development of the Casper College campus was the construction of the Liesinger Administration Building and a vocational unit on a 30-acre tract in 1955. In 1960 a second major building, Saunders Science, was constructed west of the administration building to house arts and sciences classes. Through the cooperation of the City of Casper and the State of Wyoming, additional acreage was acquired, increasing the campus to its current size of 125 acres. Residence halls were built beginning in 1963: Bailey Hall, Morad Hall and McIntire Hall. The College Center, which provides facilities for student activities and services, was built at the same time.
