In 1995, an indigenous campesina woman from southwestern Costa Rica, Paulina Bribri-Cabagras, made a call to Feminist International Radio Endeavours (FIRE), a woman-produced radio/Internet broadcasting station, to denounce a local transit policeman who was violently attempting to take away her ancestral land. During her call she told of death threats she and her family had received and how for over 70 years the family had fought to keep their land. She also told of how people in the community trying to support her were intimidated and harassed. FIRE ran the story and contacted various women’s and human rights organizations to begin letter-writing campaigns. Pressure was put on Costa Rica's Minister of Security who called for an investigation and demanded that local police protect Bribri-Cabagras. According to Bribri-Cabagras: Today, my ownership of the land I inherited from my family is mine and is respected! We indigenous women have a right to be respected; our right to our lands, our indigenous women’s rights to work the land have to be respected…I am thankful to these organizations, because they accompanied me, and a little path to justice was opened for me to tell people what I was going through….Mine is a voice that, so long as I am alive, no one will silence in denouncing this and other violations of our rights .

NATIONAL : As schools torn apart by Hurricane Katrina look to rebuild, and districts welcoming displaced students wonder how to pay for their education, federal officials were still mulling options for providing aid to schools. Congress is weighing several large education aid packages that would provide differing levels and methods of funding. But progress on passing relief for school districts could be snagged by a growing insistence from some Republicans for cuts elsewhere in the federal budget to offset massive spending for hurricane relief, and by controversy over President Bush’s proposal to provide private school vouchers for students displaced by the storm.

There are literally thousands of videos, texts, audio tapes and books which are mailed out to people all over the state. While the center serves families, small groups and individuals, the priority is directors and coordinators of religious education and Catholic schools. The center tries to stay current with majority of Catholic publishers and keep updated texts for review, offer supplemental resource ideas, suggest videos and offer research from the internet. However, anyone is welcome to call or come in and check out the resources.

State Library Completes Program Audit
Last year the Governor's Office of State Planning and Budgeting asked the Department of Education to conduct a program of audit of all CDE programs over a three-year time frame. The Colorado State Library conducted its audit in this, the second year, of the program. The State Library engaged Dr. Augusto Diana from the University of Denver to coordinate the audit and write the final report. During the audit, a committee composed of representatives from the State Library, Regional Systems, the Colorado Resource Center at the Denver Public Library, the Colorado Council for Library Development, the Resource Sharing Board, and the Budget Office at the Colorado Department of Education met to oversee the audit. The Audit Committee analyzed each State Library program and conducted a survey of school, public, and academic libraries around the state.
The Audit Report was submitted to the CDE Budget Office in July and was submitted to the Governor's Office with the Department's official budget request on August 1. An introductory summary of the Audit Report is available on the

Back to News Dear Friend of Reader To Reader, I hope you enjoy this newsletter about the Reader To Reader Book Project. Our success is very much due to your donations of books, postage money, and most of all your generous spirit. Please forward this newsletter and help us spread the word. We have already begun shipping boxes of books to the school libraries in towns such as Durant, Belzoni, Ruleville, Marks, Rolling Fork, Benoit, Webb, Woodville, and thirteen others, and we look forward to helping these schools for many years to come. I am pleased to report that the response from these schools has been tremendous. Here is some of the feedback we have received: Dear Mr. Mazor: Thank you very much for the books you have been sending us. It has gone a long way to updating our neglected library media center. Meager funding had resulted in the neglect and decline of our collection for the past 20 years. The materials you have been sending have breathed new life into the collection. As a result, students and faculty are rediscovering the wonders of books. It is phenomenal to observe this as it happens. All of the students at Durant High School are from economically deprived homes. They have few printed materials in the home. Durant is located in a rural area in Holmes County. Our school population is about 98% African American. The entire school qualifies for free lunch. It is hard to see so much potential in our students and know that the library media center does not have the resources they desperately need.

  • Dr. Loertscher holds a B.S. in History from the University of Utah, an M.L.S. from the University of Washington, and his Ph.D. in Library Science from Indiana with an emphasis in library science and educational technology. His Ph.D. minor was in higher education.
Professional Experience
  • Dr. Loertscher has degrees from the University of Utah, the University of Washington, and his Ph.D. from Indiana University. He has been an elementary and a secondary library media specialist in Nevada and Idaho. Dr. Loertscher has served on the faculties of Purdue University, the University of Arkansas, and the University of Oklahoma. Just prior to coming to San Jose State University, was a Senior Scientist at the University of Wisconsin and served as Vice President and Senior Acquisitions Editor for Libraries Unlimited, Inc. in Englewood, Colorado. At SLIS, Dr. Loertscher administers the school's K-12 library media teacher credential program, preparing library media teachers for the elementary and secondary schools of California.
