Title I Programs
Basic Migrant Even Start Neglected
Basic
The Federal Programs Unit in the Department of Education houses the Elementary and Secondary Education Act (ESEA) programs. The Improving America's Schools Act (IASA) of 1994 (P.L. 103-382) reauthorized the Elementary and Secondary Education Act of 1965 (ESEA). Title I of the IASA is designed to help disadvantaged children meet challenging content and student performance standards. Part A of Title I provides financial assistance through State Educational Agencies (SEA's) to Local Education Agencies (LEA's). Funds are distributed to LEA schools with high numbers of children from low-income families, for LEA programs which target individual students most at risk of not meeting the standards, and to local institutions for neglected or delinquent children. Title I supports local educational agencies in:
  • Improving teaching by promoting effective instruction for at-risk children and for enriched and accelerated programs;
  • Expanding eligibility of schools for school-wide programs that serve all children;

Parent Involvement in Promoting Arts Education

As parents who care about the quality of our children's education, we need to make sure that our schools meet high standards in all fields of study, including the arts. Each state is guaranteed the freedom to set its own standards, but this should not mean freedom for mediocrity. We all want our youngsters to receive the best education possible in math, English, and the sciences. We cannot deny them the same opportunity to learn, enjoy, and excel through access to the arts.
Get Organized. Many PTA units have a cultural arts chair who is a good source of information and who can be a powerful ally in matters of reform. Work with this person and with other groups to build a network of dedicated volunteers committed to arts education.

Comprehensive Centers Network
The Comprehensive Regional Assistance Centers program is a network of 15 regional centers funded by the U.S. Department of Education under the Improving America's Schools Act of 1994 and the Elementary and Secondary Education Act (NCLB). The purpose of the centers is to help implement NCLB in ways that support Federal, State, and local efforts to improve teaching and learning and to increase the academic achievement of all children. Activities include professional development/capacity building at the State, district, and school levels; customized consultation; and other technical assistance services to improve the quality of instruction, curricula, assessments, policymaking, and other aspects of school reform supported with funds under NCLB. Affirming Diversity and Promoting Democracy

One issue that can cause difficulties in school-community collaborations is that it can be hard to involve parents when the curriculum continues to be racist and the school wants parents to help their children choose the school culture over their home culture. Another issue is getting parents to support what is best for all children rather than just their own child. This issue brings up the link between diversity and democracy. Dr. Rios discussed the work of Walter Parker on democracy and stated that multicultural democracy can foster diversity from which unity can arise, thus making diversity a democratic virtue.
In response to a question about how to balance the home and school cultures, Dr. Rios said that it is important to help students see that academics and being successful academically is something that is happening in their communities too. Also, schools need to get out into the community and learn about its assets and what is happening in homes, and bring these things into the curriculum.
