Wyoming Firsts Wyoming boasts the world's first National Park, Yellowstone National Park, the first national forest, the Shoshone east and southeast of Yellowstone, and the first National Monument, Devil's Tower.
In 1872. Congress set aside more than 2.2 million acres, which later became the northwest corner of Wyoming, as Yellowstone National Park. Yellowstone is truly a world apart containing wonders such as Mammoth Hot Springs, Old Faithful Geyser and the Grand Canyon of Yellowstone. The Shoshone National Forest, which is east and southeast of Yellowstone and between Cody and Dubois, was the first National Forest in the U.S. Waapiti ranger station, east of Cody on the North Fork of the Shoshoe River, was the first ranger station in the U.S. President Theodore Roosevelt proclaimed Devils Tower at the nation's first National Monument in 1906, after many years of effort. Sacred to the Native American Indian, some scientists believe it to a skeleton of a volcano. Wyoming was the first state to allow women to vote.

Enzi says President Clinton's budget proposal harms Wyoming education opportunities, leaves U.S. in debt "The President and I have basic differences in our philosophies and our geography," said Enzi. "Overall this budget proposal increases taxes and increases spending. It shifts control away from people in the state and local government by taking away their revenue and pooling it in Washington to be disbursed according to the priorities of those in the federal government.
"I'll use examples from one of my committee assignments, the Health, Education, Labor and Pensions Committee. To free up money for spending on urban school districts and his own national educational agenda he wants to slash other education programs. For example, he plans to cut $375 million from Title 6, which funds innovative classes like foreign languages and computers. Wyoming schools received nearly $2 million from this program last year. The president's budget also changes the money distribution in the basic program for disadvantaged children. He would shift $1 billion to a part of the funding formula that favors concentrated areas of poverty. Wyoming's disadvantaged students are more spread out and our schools will lose money. The president also proposes a $150 million cut in Impact Aid, a program that provides more than $7 million per year to Wyoming school districts.

THE EFFECTIVENESS OF THE GENERAL EDUCATION CURRICULUM
EXECUTIVE SUMMARY This paper outlines the methods used to evaluate the effectiveness of the general education curricula of colleges and universities across the country. The introduction examines the reasons why campuses evaluate general education and what is typically evaluated. The next section provides an overview of assessment methods including standardized testing (four instruments are reviewed) and use of portfolios. The third section provides profiles of twenty colleges and universities that are actively engaged in evaluating their general education curricula. Finally, the discussion examines what strategies would be possible and useful at UC Santa Cruz. Introduction This paper outlines the methods used to evaluate the effectiveness of the general education curricula of colleges and universities across the country. In a 1992 survey of educational institutions, seventy-five percent reported they either had begun an assessment program or had an established outcomes assessment program in place. Twenty-one percent reported they were thinking about starting a program, and only four percent responded that they had no outcomes assessment program. The examples in this paper are a sampling of those institutions conducting general education outcomes assessment. The national survey, along with these examples, demonstrates the widespread use of this type of assessment. The first section introduces the types of assessment tools available. The second section presents specific examples of the strategies used by institutions to evaluate their general education outcomes.

The Wyoming Energy Conservation Office has participated in the State Energy Program and its predecessor since it's inception. While the Office has a small staff, every effort has been made to participate in each of the allowable activities available under SEP in order to foster energy efficiency and renewable energy in as broad a spectrum as possible. Every effort has been made to work with governments at all levels, as well as with school systems, industry, and the general public in order to maximize the benefits to be realized to each entity and to the state. While sometimes not shown as an SEP measure, most Stripper Well projects can trace their heritage directly to SEP. In order to promote alternative fueled vehicles and the environmental benefits to be received by using them, and to promote a local domestic fuel, Wyoming has made funding available for OEM upgrades to new vehicles, and for retrofits to older vehicles so that compressed natural gas can be used as a fuel. Discussions are ongoing with Wyoming school systems in an attempt to convert a large number of school buses to this fuel source.

    Dave Freudenthal was born in Thermopolis in 1950, the seventh of eight children. He grew up on the family farm, north of town. He earned money for college by working construction during the summers. His jobs included building tanks as a member of the National Brotherhood of Boilermakers and Blacksmiths Union. After graduating from Amherst (Massachusetts) College in 1973, he permanently returned to Wyoming to take a position as an economist for the Wyoming Department of Economic Planning and Development. Governor Ed Herschler appointed him State Planning Coordinator in 1975. As a graduate of the University of Wyoming College of Law, Dave opened his own one-man law office in Cheyenne in 1980. The office grew into a general practice firm, representing individuals and businesses. In 1994 he was appointed United States Attorney for Wyoming, a position he held until May 2001. Over the years, Dave actively participated in a wide variety of civic activites. Among other things, he has been Chairman of the Greater Cheyenne Chamber of Commerce; a founding director of the Wyoming Student Loan Corporation; a member of the Education Policy Implementation Council; a member of the state Economic Development and Stabilization Board; a member of the Laramie County Community Action Board; and a lay reader and Vestryperson in his church.
