    WYOMING
    The musical name, "Wyoming," was used by J.M. Ashley of Ohio, who, as early as 1865, introduced a bill to Congress to provide a "temporary government for the territory of Wyoming." It was to be formed from portions of the Dakota, Utah and Idaho territories. The bill was referred to a committee where it rested until 1868. During debate on the bill in the U.S. Senate in 1868, other possible names were suggested, such as Cheyenne, Shoshoni, Arapaho, Sioux, Platte, Big Horn, Yellowstone, Sweetwater and Lincoln. "Wyoming" was already commonly used and remained the popular choice. The name Wyoming was adopted from two Delaware Indian words, MECHEWEAMI-ING. To the Indians it meant "at the big plains," or "on the great plain," certainly appropriate for Wyoming.

Rock Art Class GENERAL INFORMATION Western Studies in the Real West Spend your summer learning and exploring at the doorstep of Yellowstone National Park. Since 1979, the Larom Summer Institute in Western American Studies has invited nationally renowned scholars to the Buffalo Bill Historical Center. These scholars bring new insights into the historical and contemporary issues that have both transformed and beleaguered the West. The Larom Summer Institute in Western American Studies is an interdisciplinary group of courses designed to explore the various histories and diverse cultures that have contributed to our understanding of the American West.     The Wyoming Legislature's website, at the address below, contains information on school finance. This site provides a synopsis of school financing, school finance legislation, Education Committee interim activities, and various studies and reports on school finance reform. School Finance Information Under what circumstances can a student qualify for homebound instruction? In general, a school district must offer homebound for any student who is hospitalized or homebound for more than one week due to injury or illness. In some cases, homebound instruction must also be offered for a student who is hospitalized or placed in as state accredited or certified treatment facility in another school district for more than one week. In such cases, the student's home district can either offer the instruction directly, or contract with the district in which the facility housing the student is located.     Background
    The Wyoming Constitution establishes education as a fundamental right of Wyoming citizens. Historically, local property taxes comprised a significant source of funding for our state's schools, a situation that created huge disparities around the state in education spending per student.
    A series of lawsuits over the past 30 years nudged the Legislature toward reworking the state's school funding system to provide a more equitable distribution of resources statewide, a task that was finally undertaken in earnest (under court deadline) in 1997.
    Lack of leadership in both the executive and legislative branches, along with numerous political undercurrents - e.g., mistrust of local school district management despite rhetoric exalting "local control" - has since impeded reasonable and efficient resolution of school finance issues.
    In the Wyoming Supreme Court's 2001 decision in State of Wyoming, et al. v. Campbell County School District, et al. (Campbell II), the Court validated the Legislature's new approach to school funding - a statewide education resource block grant model based on historical costs and adjusted for various factors - saying that the model was capable of supporting a constitutional funding system. However, the Court invalidated numerous components of the model as flawed, often because of insufficient or poor quality data.

Bills are listed in numerical order, with the latest action on the bill listed in the far right column. Mineral Audit Period HB 12 LSO Bill Info HB 12 today passed the House Committee of the Whole. A few years ago, the Legislature amended the tax code to shorten the allowable time for amending mineral tax returns from five to three years, and also shortened the time for the Department of Audit to audit these returns by the same amount. HB 12 clarifies that if the taxpayer files an amended return, the audit period is similarly extended to allow time to audit the changes.

Cable Access Delivery Methods Distance Education and Lifelong Learning credit courses are available to individuals who want to improve their academic or vocational skills or to develop new skills for advanced job opportunities. Distance Education credit courses may be provided via traditional classroom instruction, telecourse, videotape, computer-assisted instruction, CD-Rom or live interactive instruction. Each delivery method is discussed below. DELIVERY METHODS
    Traditional Classroom Instruction. The CWC Distance Education and Lifelong Learning Centers offer courses in a variety of geographic areas in the traditional instructional manner. Classes meet at published times in a traditional classroom setting and students are expected to attend class regularly. Instructors are physically present during the scheduled class time. Telecourses. Telecourses are generally transferable college credit courses and are aired on KCWC-TV two times every week. For students outside the KCWC broadcast area, tapes of the telecourse broadcasts can be leased from RMI Productions by contacting them at 1-800-745-5480 or at http://www.rmimedia.com.
