The 2002 Legislature's Progress on Education Funding
The 2002 Legislature made an effort to deal with ongoing school finance reform issues, but it was an effort blunted by continuing reluctance to grapple with difficult issues and by engaging in rhetorical excess. All seven areas needing legislative action by July 1 of this year to meet Court deadlines were only partially addressed or deferred until the 2003 session with "studies;" plus, the Court-ordered payment for the kindergarten funding error was arbitrarily reduced. Many legislators seem more interested in telling off the Court than in addressing the issues that spawned the litigation in the first place. Background The Wyoming Constitution establishes education as a fundamental right of Wyoming citizens. Historically, local property taxes have comprised a significant source of funding for our state's schools, creating huge disparities around the state in education spending per student. A series of lawsuits over the past 30 years forced the Legislature to begin revamping the state's school funding system to provide a more equitable distribution of resources statewide, a task that was finally undertaken in earnest (under court deadline) in 1997. Lack of leadership in both the executive and legislative branches, along with numerous political undercurrents - e.g., mistrust of local school district management despite rhetoric exalting "local control" - has since impeded reasonable and efficient resolution of school finance issues.

SAELP National Consortium Each SAELP state working towards dramatic change in education leadership policy and practice relies on collaborative support from key state policymakers, including the chief state school officer, governor, higher executive education official, members of the state board, and members of the legislature. To help facilitate this informed collaborative work, technical assistance is provided through a National Consortium (NC) of national education organizations. The NC is comprised of the Council of Chief State School Officers, in partnership with the Education Commission of the States, the National Association of State Boards of Education, the National Conference of State Legislatures, and the National Governors Association. The NC is uniquely positioned to do this work as they are individually and collectively linked to a diverse set of major state policymakers, decision makers, and educational researchers across America. Members from the NC are able to facilitate these interactions at the state level coupled with valuable information about these education issues from a national and cross-state perspective.

US State Government Aid The Free Application for Federal Student Aid (FAFSA) is used to apply for most state loan, grant and scholarship programs, in addition to the federal loans and grants. When you submit the FAFSA to the US Department of Education, they forward the information on the form to the state student assistance agency. Each state has a different FAFSA submission deadline. If you submit your FAFSA by March 1, you will be in time for all state deadlines, other than Michigan. If you miss the deadline, you will be ineligible to receive state aid for the entire academic year. Procedures for applying for state prepaid tuition programs and the national guard differ from state to state. The amount of information provided on the state web sites varies from state to states. Some states provide comprehensive information about residency requirements , loan, grant, scholarship and prepaid tuition programs and other state aid programs. Others provide minimal information. Hopefuls face education, political mix By RENA DELBRIDGE
Star-Tribune correspondent LUSK Wyoming needs an efficient manager as much as an educator to fill the state superintendent of public instruction position vacated by Trent Blankenship, state Sen. Chuck Townsend said.
"You've got to be a manager. They don't necessarily need to have a pure educator as the superintendent," Townsend, R-Osage, said during a forum for state superintendent candidates here Wednesday.
A key question for the seven candidates attending the forum was how they will balance the educational and political aspects of the office, and what political philosophy will guide them. Along with leading the state Department of Education, the superintendent also is one of the five elected officials to serve on the State Land and Investment Board and State Building Commission, among other political duties.
