When Violence Becomes Inevitable
By Peterkins Manyong "Those who make peaceful change impossible, make the violent option inevitable." This adage, often used in reference to wider scale world conflicts, is particularly apt in describing the latest development in the perennial Wum farmer grazier conflict. To place the responsibility for the escalation of the conflict on the administration alone, is to ignore the force of extremism that preceded troop deployment on July 25, 2005. To heap blames solely on the farmers is to pass judgement hastily in favour of administrative "drones" who slept too long on the findings of Northwest Governor, Koumpa Issa's, commission.

Abstract
Reunification discourse has generated controversy in Cameroon since the 1990s and hinges on the issue of the degree of commitment of Anglophone and Francophone Cameroonians to its realization. This essay provides a chronological, comprehensive, and critical survey of the reunification question. Often only part of the history is presented, either inadvertently or deliberately. It is argued in this essay that reunification was a minority ideology confined largely to the Cameroon people of the Southwestern quadrant. That notwithstanding, its chief proponents were Francophones who conceived it, propagated it, and sustained it until the United Nations recognized it in the 1960s. In the 19th century and early twentieth, one of the main forms of violence was workers' violence. It led to several revolutions and to communism. Today, of all forms of violence, labor violence is minimal, even non-existent in most countries. Why? Because in order to cope with the problem, in 1919 the International Labor Organization was created in which governments, employers and labor unions are represented and have developed a host of agreements, conventions, legislations, recourses, rights and methods to resolve labor conflicts and disputes in a peaceful, non-violent way. This example speaks highly for similar arrangements in the UN and in all its specialized agencies, namely a peoples' representation at the UN and professional representatives in all agencies.

The security forces, including the military forces, remain under the effective control of the President, the civilian Minister of Defense, and the civilian head of police. The security forces continued to commit numerous serious human rights abuses. RESPECT FOR HUMAN RIGHTS Section 1. Respect for the Integrity of the Person, Including Freedom From: a. Political and Other Extrajudicial Killing There were no confirmed reports of political killings; however, the security forces continued to use excessive, lethal force against private citizens and committed numerous extrajudicial killings. On the night of January 18-19, in the Yaounde neighborhood of Cite Verte, a gendarmerie captain named Angoula shot and killed Yves Atiback following a dispute. Captain Angoula was arrested and charged with murder. At year's end, he was detained in the Yaounde Central Prison, where he was awaiting trial.

Following nearly a decade of economic decline and widening financial imbalance, economic performance has improved, with annual gross domestic product (GDP) growth averaging more than 5 percent over the last 2 years. The Government began in 1996 to implement a program of structural reforms. The majority of the population is rural. Agriculture accounts for 25 percent of GDP, while industry and the services sectors account for 22 and 35 percent, respectively. The petroleum sector accounts for less than 10 percent of public revenues. Principal exports include timber, coffee, cocoa, cotton, bananas, and rubber.

E.N. Tambi The author is Assistant Chief of the Institute of Animal Research, Bambui, PO Box 80, Bamenda, Cameroon. Compared with an average of 210 kg in the developed countries, milk consumption per caput in Cameroon is approximately 10 kg, while per caput production is only 5.11 kg. Since the difference in consumption is made up by dairy imports, which are continually increasing, special attention needs to be given to developing dairy production in the country. Holstein-Friesian and Jersey cattle were brought from the United States in 1974, 1976 and 1981, and cross-breeding took place with the local zebu (White and Red Fulani). Although some 87 pure-bred and cross-bred cattle were distributed to farmers and missions by 1982, dairying is still only carried out on a small scale. A coordinated development strategy is needed for the dairy industry to remove constraints to rural producers, ensure remunerative prices for products and promote cooperatives to integrate milk production processing and marketing within rural development.
