Two people have been arrested for looting $3,700 worth of watches from a jewellery shop in the shopping arcade beneath the World Trade Center, police in New York said. The pair, a former New York corrections office, posing as a police officer, and his friend, were arrested last week on charges of burglary, grand larceny and criminal impersonation, a police official said.
There is a small segment that came down with evil intentions. Those people are being arrested
Police spokesman They had been working as volunteers in the disaster area when they allegedly took the watches. New York Police Commissioner Bernard Kerik said that no other shops have reported looting, but he did say that some of the rescue workers at ground zero had themselves fallen victim to theft. The shopping complex is situated below the Trade Center, at the foot of an escalator rescuers used to search for survivors in the corridors beneath the debris.

Fact Sheet: Working with Volunteers
Volunteers provide the backbone to many non-profit organizations. Issues that must be considered when taking on volunteers include:
Recruitment
Typically, people decide to volunteer for an organization because they want to contribute to a good cause, they want to develop new skills, and/or they want to make new friends. Keep these reasons in mind when developing your recruitment announcements. Look to schools, other voluntary organizations, community centers, the local media, religious centers, libraries and clubs as places to recruit.
Training
All new volunteers will require not only basic training in how to meet their responsibilities, but also an overview of your organization's mission, values and daily work routine. In order for volunteers to remain interested in their work, it is also important to provide them with ongoing opportunities to learn.
Boundaries
Where a volunteer's responsibilities begin and end must be clearly delineated; otherwise, conflicts between volunteers and paid staff can arise. Just like paid workers, every volunteer should have a written job description.

TIPS FOR WORKING WITH VOLUNTEERS
The primary role of the volunteer is to support your work as a teacher by assisting students with their classroom work or other activities as requested. Your role is to direct, support and recognize the work of volunteers. If volunteers will be coming to your school on a regular basis, we strongly recommend that you provide a thorough introduction to the school site so the volunteer feels comfortable with the facilities and has an opportunity to meet other key people in the school. A simple introduction to your school might include:
  • Introductions to the principal, main office secretary, volunteer coordinator* and other school personnel;
  • Tour of the school with particular attention to rooms the volunteer might use such as restrooms, faculty room, library, resource room, phone locations;
  • Procedures to follow if the volunteer is late or absent or if teacher is absent; an explanation of school rules and emergency procedures;
  • School sign-in procedures.
