WOMEN AND POLITICS. qv united women who favored prohibition qv as a solution to the poverty and domestic violence that often resulted when husbands drank heavily. Temperance women quickly broadened their agenda and invaded the legislature to lobby as Christian mothers for laws authorizing a boys' reformatory to keep juveniles from being incarcerated with adult criminals (1887), requiring alcohol education in the public schools (1893), forbidding the sale of cigarettes to minors (1899), and raising the age of consent for minor girls (from ten to twelve in 1891, to fifteen in 1895, and to eighteen in 1918). At the same time, women participated more formally in Gilded Age politics by supporting third-party challenges to Democratic domination. WCTU members Jenny Bland Beauchamp and Mary M. Clardy qqv served on the platform committee of the Texas Prohibition party at the 1886 and 1890 conventions, respectively, and Beauchamp was a delegate to the national convention in 1887. Women were even more visible in the Farmers' Alliance. qv Female membership was as high as 43 percent in some local chapters, and Texas was the only state alliance that elected women to high office. Women break into African politics afrol News / Africa Recovery , 10 May Women in Rwanda now top the world rankings of women in national parliaments, with 49 percent of representation compared to a world average of 15.1 percent. This success mirrors the trend of a small, but growing number of sub-Saharan countries, where women are breaking into politics. Rwanda nevertheless is special. This year the country commemorates the genocide of 1994, when Rwandan women suffered death, humiliation, persecution and sexual abuse during a 100-day massacre that left more than 800,000 people dead.
As the country undergoes a period of reconstruction, women are taking an active role. They not only head about a third of all households, but have also taken up many jobs that were formerly the preserve of men, as in construction and mechanics.
However, their most notable achievement has been in politics. Thanks to a new constitution, 24 out of 80 seats in the lower house of parliament are reserved for women. During the country's September 2003 general election, the first after the genocide, an additional 15 women were voted into non-reserved seats, bringing 39 into the lower house. In the upper house, 6 out of 20 seats are reserved for women.

Spring, 1995 This fall, the United Nations Fourth World Congress on Women will be held in Beijing, China. Earlier meetings in Mexico City (1975), Copenhagen (1980), and Nairobi (1985) drew thousands of official and nonofficial (nongovernmental organizations, or NGOs) participants and produced programs of action which affected women and men in countries all around the world. In recognition of this special event, we focus on women, politics, and policies internationally, studying women's diverse realities and the extent to which national governments and international agencies give women voice and responsiveness.
