KJARTAN TURMO
"Coleman Vocational School Graduate has taken the road less traveled and it has made all the difference."
Most of us only dream about the adventures that Kjartan Turmo has lived. Born 92 years ago, Kjartan (pronounced CHAR-ten) spent his life tied to vocational and technical education and it took him around the world.
During his time at the Coleman Vocational School, he caught the eye of John Coleman himself. Coleman took him under his wing, as he did many others; encouraged him to study, and helped him find a niche at school. In fact, Kjartan credits much of his successes he has obtained in his lifetime to John Coleman.
In 1950, VEND funding was cut and Kjartan went to work for Honeywell in Minneapolis as a quality control inspector. But it was in 1952 when he made his most dramatic career change. He interviewed in Washington D.C. with Dr. John Wright, Assistant Commissioner for Vocational Education, who is considered one of the three grandfathers of vocational education. Under President Truman's Point IV Program, Wright had been assigned by the U.S. Government to organize vocational training sites in foreign countries and see that vocational education was improved. Kjartan was hired on the spot by Wright and was sent off to South America to set up the first site.

  • Mary Kellogg Rice, art director for the WPA Milwaukee Handicraft Project from 1935-1941, has written a book on this WPA project, which employed over 5,000 women in the manufacture of toys, dolls, books, quilts, fabrics, weavings, and furniture for use in schools, WPA nurseries, hospitals, orphanages, and state institutions. The book includes 34 color photographs of the products made and 130 historic black and white photographs of the workers and of children using the products. Contents: The Department of Administrative Leadership offers a graduate program of studies with two emphases: one on educational administration and supervision and the other on adult and continuing education leadership. The emphasis on educational administration and supervision prepares the student for a career as a school district administrator, elementary, middle, or secondary school administrator, director of special education and pupil services, school business manager, or curriculum director. Through this program of studies, the student can fulfill professional education requirements for administrative and supervisory licenses in Wisconsin and most other states. The emphasis on adult and continuing education leadership prepares the student for positions of leadership in post-secondary programs including vocational and technical education, university extension, continuing professional education, in-service training and human resource development, adult basic education, adult literacy, and educational leadership and program development in health, religious, manpower and other agencies and community educational programs.

"Attitudes are not born, they are acquired by experiences. Nor are habits born, they are acquired by training." With these words of inspiration and high expectation, Wakelin "Ranger Mac" McNeel, an early school forest visionary, sent students and teachers out across the state to reclaim cut-over, burned-over land with shovel and seedling. McNeel, a state 4-H leader in the 1920's, had a vision for Wisconsin's resources - for both land and youth. And so, through sweat and dedication, Wisconsin school children became conservation stewards, or caretakers, as they replanted a Wisconsin their children and grandchildren could be proud of. The idea of school forests was not a new one. It was borrowed from Australia and introduced to Wisconsin in 1925 by the late Dean Russell of the University of Wisconsin-Madison College of Agriculture. While visiting Australia, Russell watched school children planting trees on public tracts of land as an educational project. Improving School-to-Work Transition for All Students
ISSUE: Too many students leave high school without the occupational and academic skills to succeed in the workplace or in postsecondary education. School-to-work transition initiatives offer a promising approach to this issue and require major school restructuring. OVERVIEW: A report by the Commission on the Skills of the American Workforce, America's Choice: High Skills or Low Wages! (1990), states that "America may have the worst school-to-work transition system of any advanced industrial country." (p. 4) The curriculum of the typical American high school is geared toward preparing students for four-year colleges and universities.
Lynn Peters, director of Business-Education Partnerships for the Fox Cities Chamber of Commerce and Industry, discusses how high schools in Wisconsin often direct most of their efforts toward the 25 percent of kids who graduate from college.

The determination of taxable revenue for sales tax purpose is the responsibility of each department within the University System. Each department should carefully review its procedures to be sure that all required sales tax is collected and reported. Collecting the state, county and stadium sales tax and showing it correctly on the Report of Registrations and Collections (RRC) and the invoice forms is a responsibility of the department that has generated the revenue. Cashier Services will forward the information received from those departments to the Peterson Processing Center, which in turn will provide the information to the Department of Revenue. Tangible personal property and services that are subject to the 5% state sales and use tax are also subject to the 1/2% county sales and use tax where counties have adopted this tax and the 0.1% stadium tax in the five Wisconsin counties that have adopted that tax (see Appendix 1 for a list of these counties). The county and/or stadium tax may not be imposed on any types of personal property or services that are not subject to the 5% state tax. If property or services are exempt from the 5% state tax, they are also exempt from the 0.5% county tax and the 0.1% stadium tax.
