c. Writing/Communication requirement: Communication is both the medium and the message in the department’s program. Students read, write, listen, and speak as they bridge theory and practice. They compose education autobiographies, propose and articulate their developing philosophies of teaching and learning. Students are called upon to write formally and informally, individually and collaboratively in nearly every course. From the beginning of their program until and throughout their capstone experiences, students construct comprehensive portfolios of their work, which are reviewed by department faculty. 2. CHAPTER PI 34 AND THE WISCONSIN TEACHER STANDARDS
The national movement to develop standards for both pre-kindergarten through grade 12 schools and higher education and the demand for greater accountability of teachers and students to demonstrate what they know and are able to do are primary forces behind the creation of the new Chapter PI-34, Wisconsin Administrative Code. The section of PI 34 that deals with teacher program approval became effective on July 1, 2000. The section that deals with teacher licensing will be effective on July 1, 2004. Accrediting Agencies and Associations Recognized
by the Secretary, U.S. Department of Education
The Secretary of Education is required by statute to publish a list of nationally recognized accrediting agencies and associations which the Secretary determines to be reliable authorities as to the quality of training offered by educational institutions and programs. The National Advisory Committee on Accreditation and Institutional Eligibility assists the Secretary in determining which accrediting bodies should be listed. Accrediting bodies that achieve recognition are reviewed at least every 4 years thereafter. The commissions of the regional associations and the national institutional and specialized accrediting agencies which are recognized by the Secretary have no legal control over educational institutions or programs. They promulgate standards of quality or criteria of institutional excellence and approve or admit to membership those institutions that meet the standards of criteria.

AN IDEAL TEACHING JOB
After successfully teaching at the school for three years, Irene applies for a research grant that would allow her to study medicinal plants on the Galapagos Islands. Her principal offers her a nine-month sabbatical to conduct the research as long as she promises to return to the school for at least another two years. She gladly accepts the offer and develops a curriculum based on her research and travels. While on leave, she works with another teacher on a science unit exploring ways to test the validity of herbal home remedies used by students and their families. Are you still reading to see where this school is located? So am I. As a teacher who has worked in urban and suburban schools, I know very few schools that offer what is described in this sadly fictitious scenario. LICENSE TO TEACH Although this policy may be successful in forcing some school districts to cut back on the number of teachers with emergency certifications, it does not acknowledge other factors that make teachers successful in the classroom. NCLB does not provide the support needed for sound professional development, nor does it help districts fill hard-to-staff positions.

In concert with a rising interest in history education, there is concern about the quality of education and certification of history
teachers. Many researchers, theorists, and specialists have weighed in on the issue of teacher preparation and certification. To what extent are history teachers prepared and certified to teach the discipline? This Digest discusses (1) general findings about out-of-field teaching, (2) findings about state teacher certification requirements, (3) findings about content standards for teacher preparation and licensure, and (4) recommendations for improving preparation and certification requirements for history teachers.
OUT-OF-FIELD TEACHING IN HISTORY AND SOCIAL SCIENCES
According to the U.S. Department of Education's National Center for Education Statistics School and Staffing Survey, in 1999-2000 71% of middle school history teachers lacked a college major in history or certification in history; 11.5% lacked a college major, a college minor, or certification in history. At the high school level, 62.5% lacked a college major or certification in history and 8.4% lacked a college major, college minor, or certification. The results for social science teachers were not quite as dismal, but they were notable nonetheless. Most striking is that the percentage of middle and high school teachers who had neither a college history major nor certification increased since 1987-1988. The high school increase was slight-62.1% to 62.5%. But at the middle school level, out-of-field teachers increased from 67.5% to 71% (Gewertz 2002).

Jack Kean The positive ones pretty much mirror provisions of PI 34, said Jack Kean of the state Department of Public Instruction. And fortunately for Wisconsin teachers, the list of allowable uses for ESEA funds for highly qualified teachers is a close match to PI 34 provisions. Had the implementation of PI 34 not been under way when the newly revised ESEA came along, the state would have been forced to rewrite the rules, Kean said. And those changes may not have been to the liking of state educators, Jetty said, suggesting the state might be looking at a system with a lot more red tape.

    More teachers are finding national certificate a boon

    of the Journal Sentinel staff Last Updated: Jan. 7, 2001 A veteran teacher, Wendy Rowley had two college degrees, a teaching certificate and worked both days and nights, but nonetheless felt compelled to take on a new challenge to gain the professional respect she felt was lacking. So in 1998 she applied for certification from the National Board for Professional Teaching Standards to show that while she might work for "a failing school" - where she no longer works and declined to name - she was not a "failing teacher." Two years and 300 hours of worklater, Rowley in November became the first teacher in the Milwaukee Public Schools - and one of only 33 Wisconsin teachers - to earn the recognition many call prestigious but some view skeptically.
