Methods of Gathering and Verifying Data
A central goal of this project was to develop a snapshot of precollegiate history education in the 50 states and Washington, D.C. Hired by the Organization of American Historians as the lead researcher for this OAH/AHA project, Sarah Drake Brown requested information in the following categories:
  • certification requirements for history teachers at the elementary, middle, and high school levels
  • standards in history for teachers
  • standards in history for the K-12 curriculum
  • high school graduation requirements and exit examination requirements in history
  • state criterion-referenced examinations in history
  • statewide resources for history teachers and contact information for state history/social studies specialists
  • statewide associations for teacher membership This proved to be a massive amount of data, so the information was collected in separate steps: independent searches for data, preliminary public presentations of initial findings, and early contact with numerous representatives in history education from each of the states and the District of Columbia. Preliminary data was then collected from the web sites created and maintained by the various departments of education and certifying bodies in each of the states. This information was then compiled into reports for each state, organized into sections based on the categories listed above.

    KOHL SECURES $100,000 IN BUDGET FOR UW-PLATTEVILLE ONLINE TEACHER CERTIFICATION PROGRAM WASHINGTON U.S. Senator Herb Kohl announced today that he secured $100,000 for a UW-Platteville online program that will help certify new, qualified teachers in Wisconsin. The funding is included in the fiscal year 2005 omnibus budget, which Congress approved this weekend. Kohl is a member of the Senate Appropriations Committee and its Subcommittee on Labor, Health and Human Services, and Education, and had identified the project as a priority for funding. "Qualified and motivated teachers remain vital to a student's education. We are fortunate to have thousands of excellent, dedicated teachers throughout Wisconsin, but many more await certification. This program will help qualified teachers obtain the certification needed to get into the classroom," Kohl said. The No Child Left Behind Act requires all teachers to be highly qualified and encourages the development of alternative methods of becoming a teacher so that experienced professionals can become teachers more quickly. There are currently over 1,100 teachers in the State of Wisconsin who are employed on emergency licenses and in need of full certification. In consultation with the Wisconsin Department of Public Instruction, UW-Platteville plans to develop and deliver an online teacher preparation curricula, which will provide licensure for persons either employed with emergency licenses in schools or seeking an alternative method for obtaining licensure because they are time or place bound.

    Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

Abstract This paper is a descriptive study that addresses student attrition in two Title VII Bilingual Education Career Ladder Programs for Hmong paraprofessionals and traditional-age college students working towards teacher certification in Wisconsin. The U.S. Department of Education (USDE) funded these projects. One project is now in its fourth programmatic year, and the other is in its third year. After reviewing the literature regarding Hmong Americans and providing an overview of the two projects, the authors assess the primary factors leading to student attrition in the two USDE projects. The required human relations component of teacher certification includes tutoring special students for a minimum of 50 hours, and enrolling in designated courses. The burden of the responsibility for carrying out these activities lies with the student, under faculty direction and with faculty approval. EDU 373 Field Experience in Education includes 50 hours of tutoring. Student teachers must meet all statutory requirements for their teaching license prior to enrollment in student teaching coursework. Adequate preparation in environmental education is required for licenses in early childhood, middle childhood to early adolescence, science, and social studies. Social science majors and minors (except psychology) also need adequate instruction in cooperative marketing and consumer cooperatives, which may be satisfied by taking cooperative marketing as a non-credit course.     Wisconsin Teacher Interview Day
    What is Wisconsin Teacher Interview Day? This is an opportunity for Wisconsin certified teachers and prospective teachers to meet and interview with school administrators from throughout Wisconsin. Each school administrator will determine his/her own style and content for the event. Most will conduct brief screening interviews for actual or anticipated teaching vacancies for the 2005-2006 school year, while others may have a video presentation and/or provide handout materials. Large group information sessions will be presented by some school districts. The format for WTID will be arena style, with school administrators set up at booths. Anticipate some long lines and keen competition. Career Services personnel will be available to assist participants in making the most of "The Day." There will be no scheduling of interviews prior to April 8th. For some districts this day may be the only means of screening candidates for positions. In concert with a rising interest in history education, there is concern about the quality of education and certification of history teachers. Many researchers, theorists, and specialists have weighed in on the issue of teacher preparation and certification. To what extent are history teachers prepared and certified to teach the discipline? This Digest discusses (1) general findings about out-of-field teaching, (2) findings about state teacher certification requirements, (3) findings about content standards for teacher preparation and licensure, and (4) recommendations for improving preparation and certification requirements for history teachers.
    OUT-OF-FIELD TEACHING IN HISTORY AND SOCIAL SCIENCES
    According to the U.S. Department of Education's National Center for Education Statistics School and Staffing Survey, in 1999-2000 71% of middle school history teachers lacked a college major in history or certification in history; 11.5% lacked a college major, a college minor, or certification in history. At the high school level, 62.5% lacked a college major or certification in history and 8.4% lacked a college major, college minor, or certification. The results for social science teachers were not quite as dismal, but they were notable nonetheless. Most striking is that the percentage of middle and high school teachers who had neither a college history major nor certification increased since 1987-1988. The high school increase was slight-62.1% to 62.5%. But at the middle school level, out-of-field teachers increased from 67.5% to 71% (Gewertz 2002).

ONLINE SERVICES Wisconsin is now home to 266 teachers who have earned National Board for Professional Teaching Standards certification, the teaching profession's highest accreditation. The board released Tuesday (November 30, 2004) the names of 63 Wisconsin teachers who achieved certification in 2004. "National certification is a rigorous performance-based assessment that measures what accomplished teachers should know and be able to do," WEAC President Stan Johnson said. "Teachers voluntarily spend at least one year going through the process. They dedicate many hours of their own time to improve their skills and knowledge." The certification process can take up to three years and involves an in-depth analysis of the applicant's teaching practices, a subject-specific standardized test, and a demonstration of the applicant's contributions to the profession and the community. Applicants also submit student work samples and videotapes that illustrate classroom teaching methods and student learning. "National certification is a high honor in the teaching profession and shows teachers' willingness to improve their performance in order to create classrooms that work," Johnson said. "Their accomplishment is especially impressive at a time when the Qualified Economic Offer law and state-imposed revenue controls are threatening the ability to provide a great school for every child."
