Teacher License Renewal
Wisconsin teachers licensed under PI 3 (teachers who have been licensed before August 2004) have five options to renew their teaching licenses
  • The semester credit option. The teacher completes six semester credits of undergraduate- or graduate-level courses taken at a baccalaureate or graduate degree-granting college or university accredited by an agency recognized by the US Dept. of Education. This option pertains to those renewing a 5-year license. Credits completed at one of the 2-year UW Colleges also are acceptable, as are Independent Learning courses offered through UW Learning Innovations. The course work must be “directly and substantively related to one or more of the licenses you hold, or is related to your professional competence.” Click here for more information. Equivalency clock hours used for renewal must have been completed by June 30, 2004. Combination of semester credits and DPI-approved equivalency clock hours (1 and 2 above). Exception for National Board for Professional Teaching Standards (NBPTS) certification.

The Impact of Alternative Certification in the Midwest Policy Issues No. 12 (November 2002)
This edition of Policy Issues focuses on alternative teacher certification in the NCREL region (Illinois, Indiana, Iowa, Michigan, Minnesota, Ohio, and Wisconsin). A brief literature review is presented, and the results of an analysis of the latest Schools and Staffing Survey (SASS) are discussed. Information on alternative certification programs in the seven states is reviewed, including the results of a survey of more than 1,000 principals in the region regarding their experiences with alternatively certified teachers.
Alternative Certification: A Review of Theory and Research
Alternative teacher certification is one approach to expanding the pool of applicants for teaching positions. This literature synthesis explores the theory and research supporting alternative certification.
    Alternative Certification Evaluation Template
The Alternative Certification Evaluation Template allows teacher certification programs to perform self-evaluations in order to determine the extent to which they address key issues. It lists components of effective alternative certification programs and includes a scoring rubric allowing these programs to measure their progress. New or developing programs may wish to use the template as they shape their approaches to alternative certification. Extant programs could benefit from the self-evaluation by identifying issues that they have not sufficiently addressed.

    AWARDS
MMSD Milken Family Foundation Winners - Recently, James C. Wright Middle School Principal Edward Holmes received a National Educator Award of $25,000 from the Milken Family Foundation. This was the third award of its kind presented to an educator in the Madison public schools in the past four years. Since the 2001-01 school year, Madison staff have received three of the ten awards given in Wisconsin. Since its inception in 1985, 1,170 elementary and secondary school teachers, principals and other education professionals in 35 states have received Milken Family Foundation National Educator Awards totalling nearly $30 million. The program strives to attract, retain and motivate talented people to the teaching profession and acknowledge educators' important contributions to our nation. Typically only 100 awards are given each year. One of the unique features of this program is not only the sizable unrestricted financial award, but also the surprise approach used in delivering the award. None of the honored educators know that they are recipients until the moment their names are announced, usually in front of their classroom or school. Deb Mercier received her award in the year 2000. Leading up to her award, she brought parents and staff together to create a strategic plan for restructuring the school, earning Franklin Elementary a Comprehensive School Reform grant. Through this grant, Mercier transformed the school and improved student achievement. She has reduced class size, eliminated pullout programs, and supported the ethnic diversity of her student population by encouraging more teachers to receive certification in English-as-a-Second-Language (ESL). She led the pilot Summer Reading Academy and served on the District's Class Size Committee and the Leadership Academy Planning Committee. She continues to be an exemplary leader, working on behalf of her school and the entire district.

CHAPTER PI 34 AND THE WISCONSIN TEACHER STANDARDS The national movement to develop standards for both prekindergarten through grade 12 schools and higher education and the demand for greater accountability of teachers and students to demonstrate what they know and are able to do are primary forces behind the creation of the new Chapter PI-34, Wisconsin Administrative Code. The section of PI 34 that deals with teacher program approval became effective on July 1, 2000. The section that deals with teacher licensing will be effective on July 1, 2004. A list of the standards is availble as an Adobe PDF file, please post. You will need an Adobe Reader that is free from Adobe at their web site. Wisc. Teacher Standards

Environmental education encourages students to examine
    the world at close range.
T he issue: a proposed mine. The setting: Mark Goings' fourth grade classroom at Robbins Elementary School in Eau Claire, Wisconsin. Pupils have been studying the matter in and out of class for over two weeks. Three teams of students now face the center of the room.
The first speaker stands up and convincingly describes the benefits a mine will bring to the area. When she's finished, a second student stands up and counters with the environmental drawbacks of mining. The third team observes and takes notes as the other two teams exchange views. When both pro and con teams have exhausted their arguments, Goings questions all students on the debate, asks if their views toward the mine have changed, and asks students to discuss possible compromises that may need to be made.
This real example shows just one way that Wisconsin teachers deal with controversial environmental issues. The educators strive to ensure balanced presentations. They encourage students to think critically. It's the kind of teaching you'd want your children to experience. It's typical of what I've heard from teachers since I started a career in environmental education 20 years ago.

Certification or licensure, is the formal recognition of completion of the legal requirements for performing a professional service. Certification is not automatic. Students must apply for a teaching license which is valid for five years. Wisconsin Certification The Wisconsin Department of Public Instruction issues and revokes all certificates or teaching licenses. Candidates are licensed based on the recommendation of the certifying officer who verifies program completion and signs the application for a teaching license. The Director of Teacher Education, serves as the certifying officer for St. Norbert College. On May 13, 1994, a new law took effect in the State of Wisconsin which mandates that prospective teachers will be subject to a background check. Candidates convicted of criminal offenses involving drugs or harm to children or others will not be issued a teaching license. If you have ever worked, resided or attended college outside of Wisconsin within the past 20 years, after age 17, you are required to submit completed fingerprint cards with your license application. Fingerprinting can be done in the Education Office by calling 403-3004 to set up an appointment.

    Education (EDUC)
Education is both an academic discipline and a professional program that prepares students for secondary, middle, elementary and pre-school teaching careers. The goal of teacher education at St. Norbert College is the production of self-educating men and women, who will carry on the Norbertine tradition of scholarship and educational service by transmitting a heritage of wisdom, skills and moral commitment to the next generation. By studying both professional education and traditional academic subjects, students grow intellectually. Commitment to Christian service and the process of learning how to fulfill that commitment through teaching, help young adults grow personally and morally. Through various teacher education programs, students prepare for teaching careers and become active and effective participants in community life. Teacher education at St. Norbert College includes preparation in the natural sciences, mathematics, the humanities, foreign languages, fine arts, and social science, as well as professional education. All of the teacher education programs combine study in traditional academic subjects with theory courses, field experiences, methods courses and student teaching. While our faculty takes pride in its ability to integrate theory with applied or practical knowledge, St. Norbert students gain additional practical knowledge through working directly with cooperating teachers in local public or parochial schools through numerous course activities, practicum experiences, and student teaching. Teacher training may also incorporate an international experience through student teaching opportunities in Great Britain, Ireland, Scotland, Wales, Australia, New Zealand, St. Lucia, Ghana, South Africa, or Japan.
