Troops to Teachers Program (TTT)
  • TTT is a joint program of the U.S. Departments of Defense and Education that assists departing active duty military personnel, veterans and certain members/retirees who are associated with the reserve components, to transition to new careers as public school teachers.
The program provides information, referral and financial assistance to eligible individuals who are interested in gaining certification and employment as teachers. These services are provided through a network of state offices across the country and a national office in Pensacola, Florida.
In Wisconsin the TTT Office is located within the Wisconsin Department of Veterans Affairs (WDVA) in Madison. Contact information is provided below.
Teacher licensure/certification authority for the State of Wisconsin rests with the Department of Public Instruction (DPI). Current DPI standards require all applicants for licensure/certification to have a minimum of a bachelor's degree. Actual employment decisions are made exclusively by school districts.

Important Changes in Teacher Education Programs
Return to Top In recent years, teacher education programs have changed in response to ongoing reviews and changes in Wisconsin Administrative Rules. These changes will be required for individuals who will be certified in the state of Wisconsin effective August 31, 2004. Because these changes affect the total program structure, they will apply to all students as implemented; this may affect students completing programs before August 2004. Some of the expected changes are highlighted below; additional changes may be forthcoming. License categories and titles.

    a. 3-10 artifacts. Each of the Ten Wisconsin Teacher Standards must be supported by one of the artifacts. These artifacts must come from the grid created for your program by faculty, and each must have been approved by a faculty member.

    d. An introductory page that provides your name and contact information and links to the above items.
    e. Note that the artifact you submit for Standard One will show that you know HOW TO TEACH content knowledge. Your completion of your major/minor and your success on Praxis II show that you have the content knowledge itself. Therefore, artifacts that display your content knowledge NEED NOT be included in the portfolio.
No one can be licensed who has not turned in a Teacher Certification Portfolio, completed all relevant coursework successfully, including student teaching, and received a qualifying score on the Praxis II. A date when portfolio checking will begin will be announced each semester. It will be AFTER the first student teachers complete their student teaching semester. You should not ask your cooperating teacher to complete the evaluation rubric before your student teaching ends.

Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

Posted: Aug. 8, 2004 After three years of college, Jessica Halstead got the first big test to fulfill her dream of becoming a first-grade teacher - literally. Advertisement
This wasn't just any test, though. In March, Halstead took the Praxis II, one of the nation's leading exams for prospective teachers and one that, starting next month, all new teachers in Wisconsin will need to take before they can qualify for their initial licenses to teach. The testing requirement, one of many long-awaited changes to the state's educator certification system that go into effect next month, adds Wisconsin to a growing list of states nationwide requiring public school teachers to pass exams for subjects they will teach.

    The Certification Connection
    by MARY E. DIEZ
I recently came across a flyer from the National Private Schools Association offering, among other things, certification for private school teachers. Intrigued, I went to the association’s website and discovered these requirements: provide information, all self-reported, on your academic background, teaching experience, and character; obtain a reference from an employer or colleague who will nominate you for certification (although no criteria for such nomination are provided); and pay $50 (your school also must pay an annual fee of $75 for you to be eligible). While the existing system of licensure for public school teachers is more rigorous than simply rubber-stamping someone’s self-report on competence, most thoughtful people agree that the system is in need of a major overhaul. As a result, the processes and institutions that license teachers are changing, and many of the changes promise to ensure that teachers enter the classroom well equipped to work effectively with learners. The problem with many states’ licensure requirements has been that they have not been thoughtfully developed as a coherent picture of what teachers need to know in order to be effective.
