What is the Wisconsin School Performance Report?

State Superintendent DPI Menu Content The Wisconsin School Performance Report (SPR) was created in 1991 with the passage of State Statute .  It serves as the state's annual public school report card, and represents the department's most comprehensive resource for data on school performance and student achievement. Information in the School Performance Report comes from three sources:
  • Wisconsin's 426 public school districts and its two state schools (Wisconsin School for the Deaf and Wisconsin School for the Visually Handicapped)
  • Private firms that administer assessments to Wisconsin's students (ACT, AP, etc.)
  • DPI data collections other than SPR (PI- 1505 Annual Report, PI-1202 Fall Staff Report, and PI-1215 Curriculum Report)
The contents of the School Performance Report are organized into two broad categories: Student Performance Indicators and Opportunity-to-Learn Indicators. Student Performance Indicators give readers a look at eight different measures of achievement:
  • Advanced Placement Test
  • American College Test (ACT)
  • Graduation Statistics
  • Postgraduation Intentions
  • Wisconsin Reading Comprehension Test (formerly Third Grade Reading Test)
Opportunity-to-Learn Indicators offer insight into the classes and experiences available to public school pupils. This section is divided into a District Profile and a Student Profile.

Keys to Effective Special Education Services

ince the early 1970s, school districts across Wisconsin and across the United States have spent countless hours struggling with the requirements of state and federal law in providing special education and related services to children with disabilities. Though the federal Individuals with Disabilities Education Act (IDEA) and Wisconsin law have both undergone numerous revisions, the fundamental requirement that districts figure out how to best provide a free appropriate public education (FAPE) for children with disabilities remains. The Wauwatosa School District embarked on the journey of improving our programs for children with disabilities to fully realize the intent of the law 10 years ago. We have learned some lessons along the way. Like other school districts in the state, Wauwatosa developed an intricate system for special education during the 1970s and 80s in response to requirements of the law. Though Wauwatosa had a long history of providing special education services to children with mental retardation as early as the 1950s and 60s, the procedural requirements of the law were new. Over the next 20 years, Wauwatosa, along with school districts across the state, developed parallel, separate systems of general and special education.

The Policy of All: How Can We Assess the Learning of Students with Cognitive Disabilities?

quick review of school district mission statements adopted by school boards in Wisconsin reveals a general belief that all children can learn and each public school district will endeavor to help every student become successful in school. Some go further by noting that all children can achieve at high levels. President George W. Bush recently put it another way when he called on the nation's public schools to leave no child behind. "What does 'all' mean? ... Adults have been arguing about the definition of 'all' for a long time," said Stephen Elliott, a professor of educational psychology at the University of Wisconsin-Madison, who is recognized nationally for his work on student assessment. Elliott's query opened a recent training seminar for educators who are facing the task of applying the "public policies of all" in classrooms and schools. While there has been much discussion lately about the challenges of those policies in terms of closing the so-called achievement gap between students from affluent families and children from disadvantaged backgrounds, very little public discussion has taken place about what may be an even more challenging application of the word all in the era of standards, accountability and testing: educating students with cognitive disabilities.

When a school administrator announces that they are considering block scheduling for the future, one of the first things music educators want to know is how this will affect the music program. Up until now there has not been a significant body of data to answer this question. Richard Miles from Morehead State University in Kentucky and Larry Blocher from Wichita State in Kansas have provided the best research available so far by examining music programs in four states where some form of block scheduling is currently being implemented. Their work is fully described in a recently released book titled Block Scheduling: Implications for Music Education. The Wisconsin Music Educators Association supported this study, which was conducted in Wisconsin schools last spring. For participating in the research, Miles and Blocher gave WMEA permission to publish results for Wisconsin schools. Participants included 65 high schools in Kentucky, 42 in Indiana, 58 in Michigan and 28 in Wisconsin for a total of 193 schools using some form of block scheduling during the 1995-96 school year. Wisconsin has the fewest number of schools with block scheduling among these states. The following are excerpts taken from Block Scheduling: Implications for Music Education: The questionnaire was designed to gather information about the type of block scheduling currently in use, how long it had been in use, student enrollment information in performance classes (band, chorus and orchestra) before and after block scheduling implementation, class conflict information, and general school demographic information. A final section of the questionnaire invited open-ended comments from respondents.

Over the past decade, there have been numerous studies which have concluded that a significant proportion of the nation's school buildings have problems related to inadequate maintenance, obsolescence, environmental hazards, overcrowding, and unsound structure. Buildings with these characteristics are most likely to be found in urban and rural school districts. Because not much was known about Wisconsin's school buildings, the Association of Wisconsin School Administrators (AWSA) and the Wisconsin Education Association Council (WEAC) jointly participated to gather information in three areas:
  • Building Characteristics, Student Programs and Services, and Working Conditions.
  • Questionnaires were developed and sent to all building principals during the spring and fall of 1994. The final data set included questionnaires from at least one principal in 345 of the state's 427 districts (a "district return rate" of 81%). As for the buildings themselves, information was collected for slightly fewer than 60% (1,127) of the total number of buildings in the state.
    The Bottom Eight and One-Half Percent
    In general, principals report that most school buildings in Wisconsin are in reasonably good shape. However, slightly more than ten percent of the buildings (10.2%) were identified by the principals as being in poor physical condition. Statewide, this represents about 206 buildings. Likewise, about one-fourth of all buildings (27.3% or 552 throughout the state) were judged as not meeting student and program needs.

ONLINE SERVICES In response to a request from Senator Fred Risser, Attorney General Peg Lautenschlager issued an opinion finding that the federal government is requiring state governments to spend their own money to implement the law, in violation of federal statutes and the Constitution. The opinion encourages school boards and the state government to challenge the law in court. Johnson said the ESEA forces a one-size-fits-all approach on children, regardless of their learning differences and needs. "The education community is focused on what children really need: smaller classes, quality teaching, more parental involvement, and up-to-date books and materials.” Johnson said the opinion may encourage other states to stand up and demand that the law be fixed and funded.     Wisconsin's attorney general has concluded that the Elementary and Secondary Education Act (ESEA) the so-called "No Child Left Behind" federal education law is being administered unconstitutionally and illegally in Wisconsin. NEA agrees with Lautenschlager that it's likely that the State of Wisconsin and many of its local school districts already are spending more funds than the federal government provides, and that this amount will grow dramatically over the next few years. Wisconsin Education Association Council, an NEA affiliate, reports "This is the first ruling of its kind in the United States," said Stan Johnson, WEAC's president. "We urge school districts or the state to go to court and correct this injustice." Milwaukee Journal Sentinel reported , "The impact of Lautenschlager's opinion is not likely to be clear soon." According to the Journal Sentinel's report, Lautenschlager "wrote that there were three major areas where federal funds were insufficient to cover costs required by the law: a testing program that includes a requirement to test all third- through eighth-graders each year in reading and math; thea costs of implementing sanctions against school that do not meet the law's requirement that they demonstrate annual progress in raising the performance of weaker students; and the cosdt of sufficient funding to 'permit virtually every student in every school to reach 'proficiency' levels on standardized tests.'"

    Highlights of Wisconsin's French Connections Fair University of WisconsinMilwaukee Campus May 7, 1998 The "Wisconsin's French Connections" Sesquicentennial project is made possible in part by a grant from the Wisconsin Humanities Council.
