PTAs rethink fund-raising roles
Some parent groups are shifting emphasis to changing state policies By Amy Hetzner

WAUKESHA, Wis. - Long depended on in a pinch to provide a check to cover extra field trip expenses or another jungle gym for the school playground, some parent-teacher organizations are questioning - and even backing away from - their role as their schools' main fund-raising arm.
PTA and school officials say fund-raisers in general are getting closer scrutiny because of volunteer burnout, tapped-out money sources and concerns about how such funding affects equity among their districts' schools, with some better able than others to raise big bucks.
This year, the PTAs in Wisconsin districts encouraged members to convert the energy they have expended on hawking magazine subscriptions to buy school equipment into a campaign to change state policies and improve school funding.
"There have been so many fund-raisers for so many parts of kids' lives," said Nikki Beckwith, PTA council president for the Wauwatosa School District, where parents have debated how much fund-raising they should be doing and what they ought to buy.

    Should Parents Pay to Participate?
    By Evelyn Beck Some schools have made a big deal about getting rid of it. Others never had it. Some couldn't do without it. In amounts ranging from $2 at Gray's Woods Elementary School in Port Matilda, Pa., to $25 at Brandon Academy in Brandon, Fla., "it" is the PTO membership fee. And opinions vary widely on whether charging parents to join a volunteer organization is a good idea. While PTAs must pay national dues, that is not the case with PTOs, which use membership income in a variety of ways. Sometimes it is designated as seed money for the year, while other times it goes into the organization's general fund. Sometimes it's set aside for a specific need, such as insurance. At Greensview Elementary School in Upper Arlington, Ohio, $5 is collected from each member to cover both PTO membership and room party fees. At Barrington High School in Barrington, Ill., most of the PTO's $27,000 annual budget comes from membership fees, and $7,000 of this amount goes to fund the school's impressive college advisory program. The program culminates in a fair attended by 400 colleges and universities. But how does this kind of fee affect membership? The $20 membership fee charged by the Barrington High PTO certainly hasn't hurt participation, which PTO advisor Cinda Pittman estimates at 50 percent of the families of the school's 2,500 students. "In this school district, people just take it for granted," she says, adding that Illinois parents already have to pay almost $300 in book and technology fees each year. "It starts in elementary school with a membership fee of $3 to $5, then $10 at the middle school, and by the time the children get to high school, parents are used to it. They assume that to join the PTO, you have to pay a membership fee. We never hear any complaints about it, and it's not controversial."

    Spring 2003 By Joel McNally The disproportionate placement of African-American males into special education classes has created a "a ghetto within a ghetto," says Gary Orfield, co-director of Harvard University's Civil Rights Project. Orfield says that this racial disparity makes it less likely that black students receive high school diplomas, less likely they will be employed after leaving school, and more likely they will end up in the criminal justice system. "This is segregation within segregation," Orfield said. "For a lot of these kids, this is a direct path to jail. It becomes an irreversible punishment in these kids' lives. This is taking a bad problem and putting it inside another even worse problem. It's just unconscionable." Orfield is co-editor with Daniel Losen of the newly published Racial Inequity in Special Education

    F IVE YEARS AGO Ever since, Putnam has been trying to make wise use of the funds in which his social capital project has been awash, hiring scores of researchers, running high-end seminars, scrutinizing a century of survey materials while simultaneously defending the flanks of his argument from ongoing assault, misunderstanding and abuse. The result is "Bowling Alone" (the book!), subtitled "The Collapse and Revival of American Community," although there is far more here about the collapse that has actually occurred than about the "revival" Putnam so earnestly wishes for. Now, I have been both a general admirer of Putnam's thesis about social decline in the original essay and a specific critic of the way he set about measuring that decline and how he explained it. But it is hard to remain skeptical in light of the formidable survey research and explanatory work Putnam has done. Indeed, he has taken what was a useful political polemic (we're losing faith in our political and civic system and each other!) and transformed it into a powerful sociological portrait of a democracy in imminent decline-a portrait as perspicacious, deeply felt and firmly rooted in data as the classic American portraits rendered in such works as "An American Dilemma," "Middletown" and "The Lonely Crowd."
