The Wisconsin Pharmacy Examining Board developed a self-assessment called the Pharmacy SelfInspection Project. Its purpose was to be an effective continuing education and communication vehicle for pharmacists in a positive rather than adversarial environment. Eighty-six percent of the 1080 eligible managing pharmacists in Wisconsin participated in the statewide self-inspection process. Participants evaluated the Project favorably and agreed that the self-inspection should be conducted again in the future. Pharmacists who participated in the self-inspection were more compliant with pharmacy regulations, made more changes in their practice, and had more favorable attitudes towards the Project than those who did not participate.

Public Education
The effects of the voucher program show that vouchers have not worked as promised. While the state has yet to see gains in student achievement, it has seen vouchers drain millions from public schools, give preferential treatment to private school students and the brightest public school students, and place students in substandard schools.
  • A state-commissioned, five-year evaluation of the Milwaukee program found that public school students performed at least as well as voucher students.[4] No comprehensive academic data has been collected on the program since 1995. In 1995, the legislature eliminated funds for data collection and program evaluation when it expanded the voucher program to include religious schools.
Milwaukee's program fails to taget populations it purports to help.
  • The integrity of the voucher program lies in the promise that eligible students will be selected at random to receive scholarships. A review during the 1998-99 school year, however, found that some voucher schools were in fact giving preference to parishioners or admitting students based on religious, academic or other considerations.[6] Less than one in four students receiving vouchers in the 2003-04 school year actually attended Milwaukee public schools the previous year.[7]

EC PHARMACY UPDATE
There is currently no known activity promoting direct pharmacy access to EC. In March 2005, the University of Wisconsin Health Services ran a series of ads for spring break, one which encouraged condom use and having EC in advance. The ads sparked outrage from conservative groups, and State Rep. Dan LeMahieu planned to draft legislation to ban any state university health center from advertising or distributing EC. The Attorney General noted that this proposal was likely unconstitutional. WFPRHA has been identified as a one possible source to support and lead an EC pharmacy access initiative. The Association has developed a toll-free hotline (877-975-9858) to help women access EC. Callers are connected to a nurse who either directs them to the nearest family planning clinic or prescribes EC after conducting an assessment. EC can be mailed to a woman's home overnight if she lives far away from a pharmacy or clinic. WFPRHA has worked with various college campuses in the state to educate students about EC and include informational materials in orientation packets.

Local Efforts Many local districts are working on distance learning technology projects in the state. Approximately 22 groups are planning fiber optics-based systems. An additional 20 Instructional Television Fixed Services (ITFS) sites are in operation, and local districts are planning the expansion and operation of several of these sites. The state has decided not to create a state-level, distance learning system or network, but to allow projects to be created at a local or regional level. Then a backbone infrastructure would be created to link these projects. State Efforts The Wisconsin Educational Communications Board (ECB), the licensee of six of the state's eight public television stations, coordinates telecommunications planning efforts among state education institutions. ECB works with the University of Wisconsin system, the Department of Public Instruction, and the Vocational, Technical, and Adult Education (VTAE) system. In August 1989, the state legislature created a 15-member Information Technology Advisory Board (ITAB) to manage a comprehensive study and make recommendations for improving Wisconsin's data processing and telecommunications systems, including education services. The ITAB published a report in November 1990 entitled Information Technology Management in Wisconsin. One of the report's major recommendations was the formation of a statutory board on information technology under the governance of the Department of Administration. Another priority identified in the ITAB report is the implementation of strategic business and information technology planning throughout all state agencies. A recommendation affecting education was to provide a centralized support for the independent, regional educational telecommunications initiatives that have been established throughout the state.

Summary Report on the NCREL Capacity Building Conference on No Child Left Behind

September 18, 2002 This conference was designed to help state and local education agencies, as well as education service providers, move the comprehensive NCLB legislation into the field with as much ease as possible. Over 100 participants, representing a variety of stakeholders from throughout the NCREL region, gathered to discuss strategies for effectively putting NCLB into practice. State-level educational representatives shared implementation plans with districts; topical experts contributed their insight on building capacity to respond to NCLB; and education professionals met with others with similar responsibilities to discuss options to leverage resources in response to NCLB. This summary includes an overview of participant questions from your states and customized responses from the corresponding state education agencies. Gina Burkhardt, Executive Director of NCREL, opened the meeting with a welcome address and a meeting outline. Paul Kimmelman, Special Advisor to the Executive Director at NCREL, presented an overview of NCLB regulations and guidelines. Susan Sclafani, Counselor to the U.S. Secretary of Education, Rod Paige, gave the keynote address, in which Dr. Sclafani provided an overview of the strengths of the NCLB legislation. She emphasized that the new legislation is serious that no child will be left behind. The four pillars of No Child Left Behind are accountability, local control and flexibility, parental choice, and doing what works. The goal of the legislation is that all students be proficient by 2014. She said that while she understands that change is difficult, the old ways of public education are no longer acceptable.

It does not apply to employer-directed course work or training, approved course work or training under the faculty or academic staff professional development programs covered in ACPS 3.0-3.4 or employer-directed meetings, conferences and workshops, i.e., training which is paid directly by the employer.
