118.40 Charter Schools.
(1) NOTICE TO STATE SUPERINTENDENT.
Whenever a school board intends to establish a charter school, it shall notify the state superintendent of its intention. Whenever one of the entities under sub. (2r)(b) intends to establish a charter school, it shall notify the state superintendent of its intention by February 1st of the previous school year. A notice under this subsection shall include a description of the proposed school.
(1m) PETITION.
(a) A written petition requesting the school board to establish a charter school under this section may be filed with the school district clerk. The petition shall be signed by at least 10% of the teachers employed by the school district or by at least 50% of the teachers employed at one school of the school district.
(b) The petition shall include all of the following:

A guide to violence prevention programs and policies suggests that educators adopt programs and policies tailored to their school's unique needs, resources, and safety goals. Educators most concerned with responding to emergencies and restoring campus safety might place priority on developing crisis management plans. In other schools, unannounced locker searches, metal detectors, surveying trouble areas with closed-circuit television, and security officers may be more appropriate, write researchers Robert Linquanti and Beth Ann Berliner. In less dire situations, educators might implement programs that teach students prosocial behaviors and skills. Conflict resolution programs, for example, teach students to work cooperatively, make fair decisions, and solve problems peacefully. Multicultural and bias identification programs target the racial and ethnic prejudices that are often at the core of violence. Some curricula emphasize students taking responsibility for their actions and caring for one another. Instruction may also focus on building students' moral reasoning and decision-making skills.

History
BBE was formed from two Supreme Court Boards: the Board of Continuing Legal Education and the Board of Bar Commissioners. The Board of Continuing Legal Education was created effective January 1, 1976, to administer the Wisconsin Supreme Court's mandatory continuing legal education requirements for lawyers. Effective January 1, 1978, the Board of Continuing Legal Education was renamed the Board of Attorneys Professional Competence and continued to be charged with administering mandatory continuing legal education.

Day Two News Summary
Congressmen update regents on Higher Education Act
U.S. Reps. Ron Kind (left) and Tom Petri (right) spoke to the Board of Regents Friday about their work on the reauthorization of the Higher Education Act. They are pictured with Regent President Toby Marcovich of Superior. U.S. Reps. Tom Petri (R-Fond du Lac), and Ron Kind (D-La Crosse) told the board that their work on the reauthorization of the Higher Education Act is intended to help alleviate some of the fiscal pressure universities are experiencing as a result of budget cuts. Kind also noted that for the first time in 10 years, Congress is expected to freeze the level of funding provided by Pell grants for the next fiscal year. Regent Peggy Rosenzweig of Wauwatosa asked if public outcry may be able to influence a change in that plan, but Kind said the decision is almost certain to be voted on when the House returns to session next week. Petri said the House is forwarding the Higher Education Act as seven separate bills, which has allowed them to devote more attention to the provisions. He said the House has already passed four of the seven bills, while the Senate is expected to pass the measures as one package.

PARLIAMENTARY PROCEDURE OTHER INFORMATION BOARD MEETINGS The Board of Education meets regularly on the second and fourth Monday evenings of each month at 7:30 pm (central standard time) in the Middle School Step Room (located just inside the main doors) at 10173 Highway 14, Mazomanie Wisconsin. The Superintendent and President of the Board of Education usually set the meeting agenda on the Monday prior to the next scheduled meeting. Individuals who wish to be on a meeting agenda (i.e., want to have more than five (5) minutes allowed during the public portion of the Board meeting agenda) are asked to contact the Superintendent. HELPFUL LINKS Each agenda includes a time for public participation; individuals wishing to speak during this time are limited to five (5) minutes. Community members who wish to address the Board during the public portion of the meeting are asked to sign in on the sheet near the door. During the public portion of the meeting, the President of the Board will invite those who signed up to speak. Please remember that the Board of Education is a deliberative body, not a forum. Accordingly, the Board receives all information, both written and oral, as background for decision-making. The Board will not comment on information shared a a Board meeting. The President will thank the individuals who took the time to share their perspective and proceed with the rest of the meeting.

The Wisconsin Rapids Board of Education welcomes public participation in its meetings and encourages citizens to express their views on subjects related to the Wisconsin Rapids Public Schools. Wisconsin School Boards deal with local conditions and decide local issues. Their power and authority, as established in the Wisconsin Constitution, is derived from the state. Wisconsin laws provide specific direction for the organization of school boards in school districts such as Wisconsin Rapids. School Board powers are limited to matters for which there is specific statutory authority or to matters, which are essential to the accomplishment of the purposes for which the school district was created. Numerous state and federal laws also affect or limit the way a school board may exercise its power. The following officials have been appointed by Governor Jim Doyle to serve on the Governor’s Task Force on Educational Excellence. Michael J. Spector Kathleen Adee : Washburn, four-year old kindergarten/early childhood special education teacher. Adee helped develop the four-year-old kindergarten program in Washburn. William Andrekopoulos Milwaukee, Superintendent of the Milwaukee Public School System. Andrekopoulos has worked in Milwaukee Public Schools since 1973, spending seven years working in special education. Barbara Arnold : Madison. Arnold served on the Madison Metropolitan School District Board of Education for nine years, including three as its president. Smith served as a member of the Rusk County Transition Advisory Council, which devised an Interagency Agreement to support the transition of students with disabilities into the community. Mark Bugher : Madison, Director, University Research Park. Bugher is a former Secretary of the Departments of Revenue and Administration. Judith Crain : Green Bay. Crain served on the Green Bay Board of Education for sixteen years, including five years as president. She is currently the President of the Board of Directors of the Wisconsin Council on Children and Families.
