State Education Departments and Boards
State departments and boards of education are generally responsible for supporting public early childhood, K-12 secondary, higher education, technical and community educational institutions. Usually they:
  • Manage state and federal grant funds Maintain educational standards through uniform testing and professional certification Develop curricula Coordinate statewide planning Promote excellence in education
Education websites may contain directories of educational institutions, public school rankings and profiles, other educational statistics and reports and proceedings of the state's board of education. Visitors will often find information on educational policy, financial aid, college savings and planning programs, educational initiatives such as reading and child nutrition programs, grants available to professionals, educational and assistive technology, and school construction.

ONLINE SERVICES This article was updated November 5, 2001 Inclusion remains a controversial concept in education because it relates to educational and social values, as well as to our sense of individual worth. Any discussion about inclusion should address several important questions:
  • Do we value all children equally? Is anyone more or less valuable? What do we mean by "inclusion?" Are there some children for whom "inclusion" is inappropriate?
There are advocates on both sides of the issue. James Kauffman of the University of Virginia views inclusion as a policy driven by an unrealistic expectation that money will be saved. Furthermore, he argues that trying to force all students into the inclusion mold is just as coercive and discriminatory as trying to force all students into the mold of a special education class or residential institution. At the other end of the spectrum are those who believe that all students belong in the regular education classroom, and that "good" teachers are those who can meet the needs of all the students, regardless of what those needs may be.

Dan Clancy currently serves as Interim President and State Director of the nationally recognized Wisconsin Technical College System, which has 16 technical college districts throughout Wisconsin , offering more than 300 programs awarding two-year associate degrees, one- and two-year technical diplomas and short-term technical diplomas. In addition, the system is the major provider of customized training and technical assistance to Wisconsin 's business and industry community. One out of every nine adults in Wisconsin receives education from the state’s 16 technical colleges. Prior to his appointment as Interim President, Mr. Clancy served as Vice President for Finance and Policy with the Wisconsin Technical College System since September 1996. In that capacity he directed a wide range of WTCS Board functions including budget development, legislative relations and policy analysis, district financial oversight, state and federal aid administration, tuition and material fee setting, facilities planning and approval, and data reporting and systems management. From 1979 to 1996, Mr. Clancy served as Program Supervisor and Fiscal Analyst with the State of Wisconsin Legislative Fiscal Bureau . In those capacities he was responsible for analyzing budgets of the state’s educational agencies.

CURRICULUM AND INSTRUCTION
Health Education
Wisconsin Statute (1999) requires schools to provide instruction in health education; however, grades, instructional time, and curriculum materials are local decisions. Statute (1997) requires the State Department of Public Instruction to establish a program on "health problems instruction" in order to provide assistance to local districts.
The Department of Public Instruction has published Wisconsin's Model Academic Standards for Health Education (1997), which are voluntary. Schools are not required to use a specific curriculum program.
Students in Wisconsin are not required to pass a statewide exam on health topics.
HIV, STD, and Pregnancy Prevention Education
Statute encourages instruction in sexually transmitted diseases, including HIV and human growth and development, with all decisions as to grades in instruction time falling to the school districts. Statute (2001) also encourages instruction in grades kindergarten through 12, as appropriate, covering topics such as the discouragement of adolescent sexual activity; human sexuality, including natural family planning and HIV. The only requirement the state has placed on instruction is that local school districts that choose to offer such instruction must include marriage and parental responsibility as topics.

Sustaining the Unique Role of State Boards of Education

National Association of State Boards of Education Recent elections have helped propel education reform - and specifically the governance of education - into the forefront of state legislative agendas. Whether the debate is over clearer lines of responsibility, elected or appointed boards, ways to select chief state school officers, organizational restructuring, or elimination of state boards altogether, in many state legislatures bills are being introduced to make shifts in the state governance of education. In a recent member survey, the National Association of State Boards of Education found a surge of pending legislation, but no clear trend toward any one model of governance. While Governor Pataki in New York has proposed eliminating the Board of Regents, a commission appointed by Governor Thompson in Wisconsin (currently the only state without a board) has recommended creating a state board. For every state where there is a legislative proposal to change the current elected board to an appointed one, there's another state where the proposal is just the opposite. Much of the furor seems to be political rather than the result of a thoughtful analysis about what will ultimately work best for America's students and their families.
