Community Service Learning and School-to-Career Initiatives: Case Studies of School, District and Community-Based Models
In 1997, the Council of Chief State School Officers (CCSSO) published Connecting Service Learning and School-to-Career Initiatives based on the work of CCSSO's Service Learning Project, directed by Barbara Gomez . The Service Learning Project convened a series of meetings with school-to-career and service learning experts to discuss where and how connections between the these two national strategies could be made. The Project also conducted a national study of 12 exemplary school and community-based models where service learning and school-to-career programs are already connected and coordinated. The following examples from the CCSSO study demonstrate the various appporoaches school districts, schools and communities have taken to connect service learning and school-to-careers. PUTNAM VOCATIONAL TECHNICAL HIGH SCHOOL IN SPRINGFIELD, MASSACHUSETTS Dr. Ann Southworth, Principal, Putnam Vocational Technical High School describes her school before service learning and school-to-work activities began as a school in danger of losing accreditation, wrought with violence and gang activity, with low attendance (70 percent) and high drop out rates (25 percent). Now teachers and students at Putnam are actively engaged in a large number of service and school-to-career activities and the school is safe; non-violent; has students in the National Honors Society and Advanced Placement courses; has a 93 percent attendance rate and a 6 percent dropout rate; and has students engaged, learning more, working in teams, respecting themselves and wanting to stay in school.

Governor Proposes Eliminating Parent Options for High School Graduation Test by Connie Gavin and Meredith Scrivner Governor Thompson recently announced plans to eliminate a parent's right to have his or her child excused from the high school graduation test and evaluated under alternative criteria developed by the local school district. Governor Thompson believes that all students should demonstrate their mastery of Wisconsin's new academic standards by taking and passing the Wisconsin high school graduation test in order to receive a high school diploma. For as long as Wisconsin has mandated state tests, parents have had the option of excusing their children from the tests. The original supporters of the concept believed that parents know their children best. Some children simply are not good test takers, or have other extenuating circumstances. The elimination of the parent option would eliminate choices and flexibility for parents and families, as well as result in questionable public policy. Less than two years ago, inclusion of the parent option was crucial to the passage of the graduation test requirement. The high school graduation test is frequently referred to as a high stakes test, in that a student must pass it in order to receive a diploma.

What is Alternative Certification?
Alternative certification is another way to become a certified teacher with the Milwaukee Public Schools (MPS).
Currently, MPS operates several alternative certification programs which provide opportunities for people with non-education degrees to become fully certified public school teachers.
For individuals who have completed a baccalaureate degree, the alternative certification programs offer the shortest route to obtaining teacher certification.
Each alternative certification program provides extensive resources and expert mentors and coaches who work directly with the students. Each alternative certification program is uniquely designed to meet the specific needs of the students. Upon successful completion of all program requirements, graduates are eligible to apply for a Wisconsin teaching license in their subject areas.
