School Safety Initiatives in West Virginia
Statewide
The West Virginia Department of Education is offering both short- and long-term recommendations to school districts to help establish safe schools which protect the children and the professionals who teach them. At the top of the list is a "No Tolerance" policy on violence, where violence is defined as occurring whenever anyone inflicts or threatens to inflict physical or emotional discomfort or injury upon another person's body, feelings, or possessions. For a complete list of recommendations, contact the West Virginia Department of Education at (304) 558-2546. West Virginia State Police Troopers in each of the state's 55 counties are working in conjunction with local school districts to provide special training for teachers and administrators. The project, called Detecting and Dealing with Firearms in the School , covers what to do when a dangerous situation arises, how to handle a student with a weapon, and other subjects relating to school safety, such as method of dress, gang identification signs and symbols, managing a fight scene, motivational information, bullying behaviors, and aggression prevention and control. For more information on this effort, call the West Virginia State Police Headquarters at (304) 746-2100. Barbour County

West Virginia Projects Funded by Its 2003 Formula Grant from DOE's State Energy Program
Buildings
West Virginia adopted the 2000 International Building Code, including all chapters and provisions, as the statewide code. The 2003 International Existing Building Code was also adopted by the legislature. The West Virginia Development Office recognized the need to provide the building community with information about nationally recognized and adopted energy codes. Building code training acquainted code officials with future code modifications, instructed architects and builders on new building practices required in federally supported projects, and spurred the introduction of new building technologies. In addition, architects, code officials, and engineers are required to obtain continuing education credits to renew their licenses. West Virginia continued the cooperative effort between the Main Street West Virginia, the Historic Preservation Office of the Division of Culture and History and the Weatherization Assistance Program of the Office of Economic Opportunity to promote energy efficiency in historic buildings. The target audience is buildings in the public domain currently listed on the National Historic Register or located in Historic Districts. Rebuild West Virginia Main Street programs promoted the program. Phase 1 provided energy audits and funds that were available for the priority recommendations contained within the energy audits. Phase 2 was a matching grant program for measures with paybacks of two to eight years.

SEP Grants to West Virginia in 2002
West Virginia implemented the following projects in 2002 using U.S. Department of Energy Formula Grant funds: The staff of the Energy Efficiency Program (EEP) administered all program activities outlined, including contractual initiatives. Another activity under this program element is administrative support to the Governor's Energy Task Force, which is formulating an energy strategy and roadmap for economic growth for West Virginia and defining an energy development/energy efficiency implementation plan for the state for the next 20 years. EEP continued to administer West Virginia's Clean State Program as the primary component of the Alternative Fuels initiative. EEP will support activities designed to advance the use of alternative fuels. The State of West Virginia adopted the 2000 International Building Code, including all chapters and provisions, as the statewide code. The 2003 International Existing Building Code was also adopted by the Legislature. The state provided building code training for code officials. The state continued a contract with West Virginia University's Industrial Assessments Center to provide assessments to industries that participate in the Industries of the Future (IOF)-West Virginia program.

Retrieved [date] from http://www.umaine.edu/jrre/19-2.htm Abstract Direct Sources of Influence on Academic Development Indirect Sources on Influence on Academic Development Regional isolation sometimes prevents accessibility of information and assistance. The AAS study, conducted in rural Appalachian Ohio, reported on institutional factors acting as barriers to the attainment of higher education. These factors impacted students through their school personnel and were primarily related to the lack of information available to high school counselors, and, as a result, lack of college information available to students. High school personnel found it difficult to obtain and maintain access to admission requirements and financial aid information for various colleges. Of particular interest is the effect of poverty on all levels of the ecological system. Socioeconomic status and availability of resources greatly impact the decision-making processes of students (Freeman, 1999; Spohn et al., 1992). Bronfenbrenner (1986) documented the many areas of research that discuss the impact of economics on child development. Finances affect children in the home, in their interactions with family members, at school, and in their neighborhood play area. Elder, Nguyen, and Caspi (1985) explained:

    VIII. Logan, West Virginia
    The Tech-Prep consortium based in Logan, West Virginia, was formed in fall 1990 by administrators at the two campuses of Southern West Virginia Community College (SWVCC) and the Logan and Mingo county vocational schools. These individuals also served at the start as the consortium's steering committee. Early development of the Tech-Prep concept involved the two county vocational schools, three comprehensive high schools and five junior high schools in the two county school systems, and a four-year state college. In 1992, the consortium expanded to include three more junior high schools. Five businesses and two trade associations have also been active enough in supporting and contributing to development of Tech-Prep to be considered members of the consortium. In the Logan and Mingo economies, the dominance of coal mining and high unemployment divide the nonfarm work force of about 30,000 into three strata. The mining industry, which employs 20 to 30 percent of the work force in the two counties, pays well; people who have jobs in coal mining are generally in the upper-income stratum. Other sectors of the economy offer less attractive wages and account for a middle stratum. The unemployed form a substantial low-income group; unemployment rates were 14 percent in Logan County in 1992 and 11 percent in Mingo County. As a result of this wage and employment pattern, overall per capita income in the two counties is roughly comparable to the statewide average, but per capita income for the employed is among the highest in the state.
