This information is necessarily provisional because states frequently revise their requirements; in some cases precise details have been difficult to find. Corrections and updated information are welcome.

View Print Friendly Version Close Window David Blount , Editor Supply and Demand: Virginia Teachers and Administrators Increasing student enrollments, the attraction of potential teachers to other professions and a predicted flood of coming teacher retirements have all contributed to widespread concerns about our public schools having an adequate number of teachers. As noted in the Supply and Demand issue briefing, the issues surrounding the pool of available teachers are varied and complex, and recently, have received increased attention from state policymakers. In the mid-1990s, the General Assembly directed the Board of Education and State Council of Higher Education to study ways to relieve teacher shortages and to encourage students to pursue teaching careers, and to examine strengthening teacher education and supporting experienced teachers as mentors for beginning teachers. In 1996, the General Assembly approved HB 327, which directed local school boards to adopt policies and practices to promote the employment and retention of the highest quality instructional personnel. Reciprocal Certification
All of the programs in teacher education at UM are fully accredited and lead to teacher certification in the State of Maryland , which is reciprocal in most other states. 2004 Archive Five InSTEP Teachers Earn National Board Honors

Sat Nov 27 2004 Another five graduates of the InSTEP National Board for Professional Teaching Standards certification. InSTEP, created and operated through a grant from the U.S. Department of Education, is a professional development program aimed at science, technology, engineering, and math teachers. Beginning its fourth year, the program has reached more than 8,000 West Virginia teachers since 2001. Participants in the program are invited to achieve national board certification as part of their work in InSTEP, which stands for Integrating Strategies and Technology in Education Practice. Five graduates of the InSTEP program last year achieved national board certification, and three InSTEP participants have just begun the certification process. Here are the teachers who just received notification of certification last week:
  • Mary Lou Hutchins of Wheeling, WV, a K-4 science, math, and technology teacher at Steenrod Elementary in Wheeling. She received her certification as an early childhood generalist.

Procedures for Certification
Because of the drastic shortage of technology education teachers in West Virginia, we have three ways that you can become certified to teach certain Technology Education courses:
  • The first, and most desirable option is to have a four-year degree from an accredited institution in Industrial Arts or Technology Education.
      a.
      Fairmont State College is currently the only institution in West Virginia offering a degree program in Technology Education Teacher Preparation. Call Gary Bolyard at 304-367-4105 or e-mail him at gbolyard@mail.fscwv.edu for more information. b.
      Several colleges in surrounding states also offer technology education programs. c.
      There are several scholarships for students wishing to become technology education teachers.
  • The second option is a Full-Time Permit for teaching. This provision allows for a person with a minimum of a bachelor’s degree to obtain a certificate to teach any Technology Education courses for one year. They must complete a minimum of 6 semester hours in technology education. Teachers may renew the permit for 5 years while completing all of the college requirements for the certification. Currently, it takes 36 credit hours from Fairmont to obtain the single teaching field endorsement in Technology Education.
  • The third option is to obtain an Authorization for teaching the foundation course, Foundations In Engineering. This provision allows for a person holding a Professional Teaching Certificate in specific subject areas to obtain a certificate to teach only Foundations in Engineering course for one year. They must complete two WVDE sponsored workshops (1 week each). Teachers may renew the permit annually provided they attend WVDE sponsored professional development activities.
  • 89. NBC Support Sessions
    Currently, 204 west virginia teachers are National Board Certified with 107 awaiting notification by December 31, 2005.

    Be it enacted by the Legislature of West Virginia:
    ARTICLE 3. TRAINING, CERTIFICATION, LICENSING, PROFESSIONAL DEVELOPMENT.
    (a) The education of professional educators in the state shall be under the general direction and control of the State Board of Education after consultation with the Secretary of Education and the Arts and the chancellor for higher education who shall represent the interests of teacher preparation programs within the institutions of higher education in this state as those institutions are defined in section two, article one, chapter eighteen-b of this code.
    The education of professional educators in the state includes all programs leading to certification to teach or serve in the public schools including: (1) Those programs in all institutions of higher education, including student teaching in the public schools; (2) beginning teacher internship programs; (3) the granting of West Virginia certification to persons who received their preparation to teach outside the boundaries of this state, except as provided in subsection (b) of this section; (4) any alternative preparation programs in this state leading to certification, including programs established pursuant to the provisions of section one-a of this article and programs which are in effect on the effective date of this section; and (5) any continuing professional education, professional development and in-service training programs for professional educators employed in the public schools in the state.

    ACT is an Accelerated Certification for Teaching ACT is an online certificate program designed for individuals who hold a bachelor’s degree and seek to qualify for state teacher certification. ACT provides an alternative pathway into teaching for individuals who have not completed a teacher preparation curriculum but who have considerable life experiences, career achievements, and academic backgrounds that are relevant for teaching in grades 5 through 12. Wheeling Jesuit University's teacher preparation program is designed to meet the “highly qualified” requirements of the federal No Child Left Behind Act. The teacher preparation course content is nationally accredited and in good standing with the Teacher Education Accreditation Council (TEAC) and the West Virginia Department of Education. The online ACT program is aimed at individual qualification for a West Virginia Teachers’ Certificate with reciprocity to other states.
