    Interstate Reciprocity or Using a Teaching Certificate from Another State
    New York has interstate contracts with more than 30 other states and jurisdictions. As outlined in the Interstate Agreement of Qualification of Educational Personnel, a person prepared in one of the contract states who meets the conditions of the contract is eligible for Initial certification in New York. The conditions are either (1) completion of an approved program of teacher preparation or (2) possession of a valid certificate in the contract state and service under that certificate in three of the most recent seven years. In addition, applicants must obtain qualifying scores on the New York State Teacher Certification Examinations to obtain an Initial Certificate. However, applicants who have not completed the testing requirement may obtain a Conditional Initial Certificate (see below.)

    Certification News The WVEA ’s Communications and Instructional Issues Division will utilize this section of the website to highlight new information that may affect or be of interest to WVEA members regarding the certification process. Each West Virginia educator is solely responsible for maintaining their teaching license and filing the appropriate applications for the original license, renewal and any endorsement or advanced salary classification for which he/she is eligible. Please review the information provided and make note of any changes that affect you. Your county personnel office is always your first point of contact regarding certification issues. The WVDE Office of Professional Preparation’s Website offers helpful information, or they can be contacted toll free at 1-800-982-2378. If questions or concerns still arise, contact your WVEA UniServ Consultant Alternative Certification Program for Special Education Teachers to Obtain a Content Endorsement The objective of this alternative route that was passed by the WV State Board of Education at its July 2005 meeting is to provide an alternative to the traditional preparation program for special education teachers which allows them to obtain a content endorsement to meet the definition of highly qualified teacher as mandated in the December 2004 Reauthorization of IDEA and ESEA (Elementary and Secondary Education Act). The development has been a joint effort between the WVDE's Offices of Professional Preparation and Special Education as well as stakeholders that included the WVEA.

    West Virginia Gov. Bob Wise, state schools Supt. David Stewart and members of the state board of education recently honored the 33 West Virginia teachers who achieved National Board Certification last year. “It is a great privilege to honor West Virginia’s 2002 National Board Certified Teachers (NBCTs),” said Wise. “This is a spectacular accomplishment, and, as these teachers return to the classroom, I am confident that their hard work and dedication to the teaching profession will shine through each and every student.” “National Board Certification is such a powerful tool, and I want West Virginia to have the highest percentage of National Board Certified Teachers per capita than any other state in the nation,” added Wise. “National Board Certification is such a stellar accomplishment,” said Stewart. “It’s a great bonus for the children in our schools who are being taught by educators who are at the top of their profession.”

    Be it enacted by the Legislature of West Virginia:
    ARTICLE 3. TRAINING, CERTIFICATION, LiCENSING, PROFESSIONAL DEVELOPMENT.
    (1) Possess at least a bachelor's degree from a regionally accredited institution of higher education in a discipline taught in the public schools except that the rules established by the board may exempt candidates in selected vocational and technical areas who have at least ten years experience in the subject field from this requirement;
    (2) Pass an appropriate state board approved basic skills and subject matter test in the area for which licensure is being sought;
    (3) Be a citizen of the United States, be of good moral character and physically, mentally and emotionally qualified to perform the duties of a teacher, and have attained the age of eighteen years on or before the first day of October of the year in which the alternative program teacher certificate is issued;
    (4) Have been offered employment by a county board in an area of critical need and shortage; and

    Bachelor of Fine Arts with certification
    Teacher certification in Art, K-12, may be earned with any area of studio emphasis in the B.F.A. program. Through careful counseling, individual goals are established in keeping with the student's aims and talents. A minor in Art History can also be earned along with the B.F.A. or B.F.A. + Certification degree with an additional two courses or six hours. Students wishing certification to teach K-12 in West Virginia and other reciprocal states must complete competency requirements established by the state in addition to Division of Art B.F.A. degree requirements. This unique program allows students to earn teacher certification while emphasizing a content area within the B.F.A. curriculum. Typically, the student's schedule is reviewed with an art advisor, the division Chairperson, or the art education coordinator.
    Liberal Arts and Education Requirements
    Liberal arts requirements are selected by the certifying agency of the State of West Virginia and WVU. Certification requirements are established and reviewed by state agencies. Undergraduate art students desiring certification should consult with the art education faculty to be certain of compliance with certification criteria.

    Outdoor Wildlife Learning Sites - Owls
    The OWLS Program provides grants up to $2,000 to any public or private school for the creation of outdoor learning sites at or near school grounds. OWLS sites consist of areas that are improved to attract and provide habitat for a variety of native wildlife species and to facilitate multi-disciplinary learning opportunities for students. The program involves numerous agencies, organizations and community members, all with the purpose of fostering a better understanding and appreciation of our wildlife and environment in our youth. The deadline for submitting OWLS proposals is November 1.
    Cooperative Projects
    The Cooperative Projects Program provides grants for a variety of projects, ranging from habitat improvement to the publication of books. Each project should be diverse and innovative. Projects must benefit nongame wildlife or botanical resources in some aspect of education, conservation, research, species protection, habitat management or a combination of these categories. All formally organized clubs or organizations in West Virginia, persons affiliated with educational facilities, industry, research and other profit or nonprofit organizations; government agencies; and private individuals are eligible to submit proposals. To provide flexibility in the type of projects supported, definite monetary limits have not been established.

Jenny is a faculty member of her local community college and successfully convinced various committees that quilting is a part of our community and a source of employment and income. Today, Ventura College offers quilt making, quilt pattern drafting and American quilt history to students for college credit as they work towards an Associate Degree. Jenny also teaches for her neighborhood school district at the Adult and Continuing Education School, is a charter member of the large local quilt association, and has orchestrated many quilt demonstrations and exhibits. She teaches a variety of techniques because, "One method cannot be mastered by all individuals or is appropriate for all construction situations.     Grievant Penny Coplin filed this grievance on December 6, 2002, alleging violations of W. Va. Code
      The remedy I seek is for the Taylor County Board of Education [Respondent] to post the counseling portion of the position requiring only a valid West Virginia Counselor Certificate. If I am the successful candidate upon reposting I also request any back pay and benefits due me for the time I would have been in the position.
    Having been denied at levels one and two, level three was waived, and Grievant appealed to level four, where the parties agreed to submit the matter for decision based on the lower-level record. Grievant is represented by Don Craft, WVEA UniServ Consultant, and Respondent is represented by Basil R. Legg, Jr., Esq. This matter became mature for decision upon the filing of the parties' proposed findings of fact and conclusions of law on April 25, 2003.
    Based on a preponderance of the credible evidence contained in the record, I find the following material facts have been proven:
