West Virginia geographically belongs to the Mississippi Valley, and the principal rivers, which are the Sandy, Guyandotte, Big and Little Kanawha, and the Monongahela, with its tributaries the Youghiogheny and Cheat, are tributary to the Ohio River, which flows for 300 miles along this state.

Agricultural The production and value of leading crops in 1910 were as follows: hay, 810,000 tons, value $12,150,000; corn, 23,290,000 bushels, value, $16,226,000; wheat, 5,125,000 bushels, value, $5,228,000; oats, 2,520,000 bushels, value, $1,260,000; rye, 155,000 bushels, value $140,000; buckwheat, 575,000 bushels, value $443,000; potatoes, 3,772,000 bushels, value, $2,527,000; tobacco, 12,800,000 lbs., value, $1,318,000. The fruit crop aggregated over $1,000,000 in value. Stock raising is also an important industry. Mineral West Virginia is richly endowed with a high grade of oil or crude petroleum. During the year 1909 the production was 10,745,092 barrels, valued at $17,642,283. This state is also very rich in high-grade coal, containing every variety except anthracite; during 1909 there were 51,466,010 tons mined, thus ranking second, after Pennsylvania, in the production of coal; coke was produced to the amount of 2,637,132 short tons. In 1908 the production of natural gas was valued at $14,837,130; and in this year the clay products amounted in value to $3,261,756.

Darrell V. McGraw, Jr.
Darrell V. McGraw, Jr. (D) was born in Wyoming County, the son of Julia ZeKany McGraw and the late Darrell V. McGraw. Reared at McGraws/Tipple, he attended John McGraw School, Pineville High School, Berea Academy, U.S. Army Leadership School and West Virginia University, where he earned bachelor's master's and juris doctorate degrees.
Judge McGraw is a Knight of the Golden Horseshoe. He is an honor graduate of the Army Leadership School and was president of the student body of West Virginia University. He was a post-graduate Fellow/Scholar funded by the Ford Foundation. Judge McGraw was a general attorney for the federal government, counsel to Governor Hulett C. Smith, and counsel to the West Virginia Legislature. He was on staff at West Virginia University, served as private counselor at law and as Justice and then Chief Justice of the West Virginia Supreme Court of Appeals. Judge McGraw is married to Dr. Jorea M. Marple, and is the father of Julia Elizabeth, Sarah Ruth Tyler McGraw-Plaster, Darrell III, Elliot Catherine ZeKany, and has one grandchild. He is a member of Rotary and the United Methodist Church. As Attorney General, Judge McGraw administers an office consisting of 69 lawyers and 99 support staff, serving the needs of seven different divisions. Those divisions are: the Consumer Protection and Antitrust Division; the Civil Rights Division; the Appellate and Opinions Division; the Health and Human Resources Division; the Administration and Public Safety Divsion; the Tax, Revenue, Education, Arts and Transportation Division; and the Employment Programs Litigation Unit. Collectively, those divisions work on thousands of cases and matters each year, represent the State and its agencies in all important litigation, and aggressively represent the interests of consumers throughout the State. The Consumer Protection Division alone generated almost $9.1 million in restitution, refunds, debt forgiveness and penalties during the past year.

Governor of West Virginia The "Board of Regents of the West Virginia Institution for the Deaf, Dumb and Blind" takes leave to submit the following as its first annual report: The donation of this property, worth over $20,000, is ample assurance that the children committed to our charge are in a generous and enlightened community. At an adjourned meeting of the Board held at Romney, July 20th, 1870, attended by every member, its grateful acknowledgement of the liberality manifested by the donors and citizens of Romney were expressed in resolutions recorded in our journal and communicated to your Excellency for preservation in the State archives. It is gratifying to recall the fact that you were present with us upon that occasion, warmly to unite in the expression of a common public gratitude, and in earnest wishes for the prosperity and usefulness of the great charity then inaugurated. At the same meeting the Board proceeded to elect a principal and the officers and teachers provided for by law. The propriety and wisdom of the selections have been, as we believe and cheerfully acknowledge, completely vindicated by the present flourishing conditon [sic] of the institution.

General Operating Support Categories
General operating support is a grant made to further the general purpose or work of an organization, rather than for a specific purpose or project. In an effort to support long-standing, stable arts organizations and to acknowledge arts services to the community, the WVCA offers general operating support to organizations falling into two categories: Major Institution Support and Mid-Size Institution Support. General operating support funds are applied toward an overall budget to supplement earned income, donations, corporate and foundation funds and other grant awards. Financial statements: Applications to General Operating Support grants must include financial statements to illustrate the fiduciary responsibility of arts organizations and their governing boards. Although certified audits of the most recently completed fiscal year are preferred, statements from a qualified reviewer of the financial policies of your organization may substitute. Organizations should consult with the Director of Arts and/or the Community Arts Coordinator to discuss the appropriate method of reporting. Major Institution Support Application Deadline: March 1

June 14, 1943, Decided MR. JUSTICE JACKSON delivered the opinion of the Court. Following the decision by this Court on June 3, 1940, in Minersville School District v. Gobitis , 310 U.S. 586, the West Virginia legislature amended its statutes to require all schools therein to conduct courses of instruction in history, civics, and in the Constitutions of the United States and of the State "for the purpose of teaching, fostering and perpetuating the ideals, principles and spirit of Americanism, and increasing the knowledge of the organization and machinery of the government." Appellant Board of Education was directed, with advice of the State Superintendent of Schools, to "prescribe the courses of study covering these subjects" for public schools. The Act made it the duty of private, parochial and denominational schools to prescribe courses of study "similar to those required for the public schools." The Board of Education on January 9, 1942, adopted a resolution containing recitals taken largely from the Court's

MAJOR GENERAL ALLEN E. TACKETT
The Adjutant General, West Virginia National Guard Major General Tackett was appointed as The Adjutant General for the West Virginia National Guard on 11 September 1995. As The Adjutant General, State of West Virginia, he provides command guidance and vision to the West Virginia Army and Air National Guard of more than 5,700 citizen soldiers and airmen. He began his military career in the West Virginia Army National Guard as a Private with the 16th Special Forces Group on 20 January 1963 and attended Infantry Officer Candidate School at Fort Benning, Georgia where he was commissioned a Second Lieutenant, Infantry, 27 June 1967. General Tackett served with the Special Forces 25 years culminating with his tour as the Battalion Commander, 2nd Battalion, 19th Special Forces Group (Airborne).

Health Education
West Virginia State Board of Education Policy (2003) requires instruction in health education for students by level, K-2, 3-4, and 5-8, but does not specify amounts of instruction. The policy also requires students to complete 1 unit in health education in order to graduate from high school.
Policy , Health Content Standards and Objectives for West Virginia Schools, (2003) provides a suggested curriculum framework that includes the topics of nutrition, physical activity, tobacco use, drug and alcohol use, injury, and sexual activity.
Students in West Virginia are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
West Virginia State Board of Education Policy (1989) requires students in grades 6-12 to receive instruction in the prevention of AIDS, either by integrating it into health education or into other programs. A Decade of Committed Effort Results in Improved Student Achievement Randolph County Vocational Technical Center has made extraordinary progress in preparing students to advance in either work or further education. The center began working with its feeder high schools in 1987 to implement key practices aimed at raising achievement, reducing the dropout rate and increasing attendance. The journey has been methodical, deliberate and successful. The Setting Randolph County Vocational Technical Center is located in Elkins, W.Va., the county seat. This area in the eastern part of the state abounds with fresh air, clear streams, and "heart-stopping" downhill ski slopes. It is a place where Appalachian artists and musicians flourish. Like many Appalachian communities, Randolph County has seen a rise in unemployment, an increase in the number of children in poverty, and a decrease in the median family income. The population has remained relatively stable at 28,800. Today, most jobs are in the trade and service industries. Despite the economic downturn, the county and the state have remained committed to education as evidenced by a more than 49 percent increase in per-pupil expenditures. The vocational technical center was built as a "stand-alone" facility in 1976. In 1994, a new Elkins High School was built on the same campus. Ninety-five percent of the 800 students enrolled at the center are from Elkins High School; the other five percent are from other county high schools and attend classes at the center on a half-day basis. Ninety-nine percent of the students are non-minority. County-wide, the minority population is approximately two percent.

ARTICLE I
The provisions of the constitution of the United States, and of this state, are operative alike in a period of war as in time of peace, and any departure therefrom, or violation thereof, under the plea of necessity, or any other plea, is subversive of good government, and tends to anarchy and despotism.
ARTICLE II
The territory of the following counties, formerly parts of the commonwealth of Virginia, shall constitute and form the state of West Virginia, viz:
The powers of government reside in all the citizens of the state, and can be rightfully exercised only in accordance with their will and appointment.
All persons residing in this state, born, or naturalized in the United States, and subject to the jurisdiction thereof, shall be citizens of this state.
Every citizen shall be entitled to equal representation in the government, and, in all apportionments of representation, equality of numbers of those entitled thereto, shall as far as practicable, be preserved.
