SETTLEMENT WITH MICROSOFT RECEIVES FINAL APPROVAL Attorney General Darrell McGraw announced today the final approval of a settlement reached with Microsoft Corporation in June, 2003. The settlement requires Microsoft to offer the State $19.7 million in value which can be redeemed by West Virginia consumers and businesses.
After a hearing February 10, 2004, Boone County Circuit Judge E. Lee Schlaegel granted final approval today of the settlement. The settlement becomes effective August, 2004, which is approximately sixty days after the end of the appeal period.

WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that West Virginia schools and libraries have been awarded funding assisting them in gaining access to the Internet and the World Wide Web. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program which provides funding to schools and libraries to help pay the subscription costs of Internet access. The most recent awards are the second and third in a series of funding this year. "Since 1998, the E-rate program has made the Internet available to students and the general public through local schools and libraries. This is particularly important in rural areas because it allows access to the same technology that wealthier school districts in urban areas have. The E-rate has helped provide Internet access to schools across the country, bringing us closer to achieving the goal of wiring every classroom to the Internet," Rockefeller said. Rockefeller-created Program "E-rate" Announces 1 st Round of Funding This Year
WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that schools and libraries are being awarded funding to assist them in obtaining and preserving access to the Internet. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program so that schools and libraries across America would have access to the Internet. These awards are the first in a series of funding to be announced this year. "Since 1998, the E-rate program has made Internet service available to the general public through libraries and schools. The state has benefited tremendously from this funding in the past, and I will continue to ensure the availability and flexibility of this program. VIII. Logan, West Virginia
The Tech-Prep consortium based in Logan, West Virginia, was formed in fall 1990 by administrators at the two campuses of Southern West Virginia Community College (SWVCC) and the Logan and Mingo county vocational schools. These individuals also served at the start as the consortium's steering committee. Early development of the Tech-Prep concept involved the two county vocational schools, three comprehensive high schools and five junior high schools in the two county school systems, and a four-year state college. In 1992, the consortium expanded to include three more junior high schools. Five businesses and two trade associations have also been active enough in supporting and contributing to development of Tech-Prep to be considered members of the consortium. In the Logan and Mingo economies, the dominance of coal mining and high unemployment divide the nonfarm work force of about 30,000 into three strata. The mining industry, which employs 20 to 30 percent of the work force in the two counties, pays well; people who have jobs in coal mining are generally in the upper-income stratum. Other sectors of the economy offer less attractive wages and account for a middle stratum. The unemployed form a substantial low-income group; unemployment rates were 14 percent in Logan County in 1992 and 11 percent in Mingo County. As a result of this wage and employment pattern, overall per capita income in the two counties is roughly comparable to the statewide average, but per capita income for the employed is among the highest in the state.

Education
The early schools in West Virginia were financed by subscription, with the exception of a few schools supported by various religious organizations. In 1863 the state constitution established a free public school system. A new constitution, passed in 1872, made provision for a system supported by state funds. At that time, state funds were also appropriated for teacher training in normal schools. In 1890 the West Virginia legislature approved a plan for the grading of rural schools, known as the Wade Plan, which gained wide acceptance in rural schools throughout the country. Until state aid for high schools began in 1908, private academies were responsible for secondary education in the state. The 20th century saw the consolidation of rural schools and the general upgrading of education, particularly vocational education. The state system of public education is supervised by a state board of education and a state superintendent of schools.
