  • For the 2003-2004 school year there are 397 Library Media Specialists serving West Virginia's 786 public schools and a total of 281,591 students.
    • 361 schools in West Virginia, or 46%, do not employ a Library Media Specialist. There is an average of .5 Library Media Specialists per school. On average, there is one Library Media Specialist for every 709 students. Fewer than 37% of WV's elementary schools have a Library Media Specialist. According to test results, only 35% of WV's 4th graders could read at a proficient or better level in 2003. 94.2% of the 397 Library Media Specialists are female.
    For the 2002-2003 school year there are 404 Library Media Specialists in West Virginia's public schools (WV has a total of 793 public schools). This is up from 388 Library Media Specialists serving 818 public schools for the 2001-2002 school year.

    Rural School and Community Trust West Virginians who support small schools won another court victory in June when a Raleigh County circuit judge blocked the closing of Marsh Fork High School, concluding that the county's ten-year planning process was flawed. Judge H. L. Kirkpatrick III said Marsh Fork residents were denied "basic fairness" because they were not included on the committee "vested with the responsibility of researching and compiling the data ultimately expanded upon and utilized as justification for the closure of their own high school." "It's not surprising that these people feel disaffected and alienated from a local board that, from all outward appearances, seems to ignore them," Kirkpatrick said. "Equal representation is a fundamental principle of democracy." Attorneys for the school board were unable to identify members of the county's Comprehensive Educational Facilities Plan (CEFP) committee or say how many people served on it, stating only that the committee was "fluid."

    President Sandra M. Chapman called the regular meeting of the West Virginia Board of Education to order at 2:18 p.m. on October 8, 2003, in the Media Center at Wright Denny Intermediate School, 209 West Congress Street, Charles Town, West Virginia.
    The following members were present: President Chapman, Vice-President Barbara N. Fish, Secretary Sheila M. Hamilton, Priscilla M. Haden, Howard M. Persinger Jr., Ronald B. Spencer and ex officio David Stewart, State Superintendent of Schools. Members absent were: Delores W. Cook, Paul J. Morris and ex officio J. Michael Mullen, Chancellor, the West Virginia Higher Education Policy Commission.
    II. Welcome
    Dr. Steven Nichols, Superintendent of Jefferson County Schools, welcomed the State Board to Jefferson County.
    III. Recognition - West Virginia Achieves
    Dr. Stewart, assisted by Dr. Nichols, recognized the following Jefferson County Schools for their accomplishments under the mandates of the No Child Left Behind Act: Blue Ridge Elementary, North Jefferson Elementary, Page Jackson Elementary, Ranson Elementary, Shepherdstown Elementary, Shipley Elementary, South Jefferson Elementary, T. A. Lowery Elementary, Wright Denny Intermediate, Charles Town Middle and Jefferson High Schools.

    Two of the students each will receive $50,000 college scholarships. All others will get $1,000 scholarships. The two top winners will be announced at a Free Spirit ceremony at the National Press Club on March 24.
    The scholarship winners will be brought here to receive their awards and participate in a journalism conference which culminates with attendance at the Al Neuharth Free Spirit of the Year Award ceremony. At the event, students will have the opportunity to meet the 2003 Al Neuharth Free Spirit of the Year, Greg Mortenson, a Montana humanitarian who has dedicated his life to establishing schools in Central Asia.
    The program, funded by the Freedom Forum, began in 1999 to honor Neuharth, founder of the Freedom Forum and USA TODAY. The scholarships and conference program are designed to assist students who are pursuing journalism careers and to inspire them through conference sessions with prominent media professionals. The Close Up Foundation assists the Freedom Forum in administering the program.
    "We want to encourage these young people to become free-spirited journalists who dream, dare and do," Neuharth said.

    Berkeley Springs High School enrolls approximately 650 students in grades 9-12. Our students participate in a wide range of activities including athletics, arts, organizations, and other academic programs. The school was extensively renovated between 2000 and 2002; most buildings received overhauls, and the main building received two new wings. As a result, the science department and portions of the fine arts and health and physical education departments now occupy new facilities. During a memorial assembly held on September 11, 2002, members of the Morgan County Student Assembly presented a framed flag to Principal George Ward and a plaque to dedicate the new science and media center wing "in celebration of America, in memory of September 11, and in the promise that the spirit of hope lives on." Students at BSHS explore a wide range of opportunities during and after high school. Many participate in vocational classes and programs while attending BSHS, and through a partnership with the James Rumsey Technical Institute, prepare to enter the workforce or further vocational training after graduation. Another popular avenue for students is the assortment of honors and Advanced Placement classes that provide a springboard to college. After graduation, many of these students attend West Virginia University, Shepherd College, or another college or university.     • DePaul's College of Commerce encompasses the university's undergraduate business program, with 4,084 students, and the Kellstadt Graduate School of Business, which enrolled 1,977 students for the 2004-2005 academic year.
