Following the creation and expansion of the domestic food assistance programs in the second half of the 20th century, severe hunger, which had been a significant national problem, has become rare. The food assistance programs were developed in several steps. Concerns about the nutritional status of young men drafted for service in World War II led to the enactment of the National School Lunch Act in 1946. The Food Stamp Program was established on a pilot basis in the early 1960s, and extended nationwide in the early 1970s

    PROJECT PURPOSE

The Interdisciplinary Community Health Fellowship Program (ICHFP) was supported by the W.K. Kellogg Foundation and administered by the American Medical Student Association Foundation (AMSA). The ICHFP, over the course of three-and-a-half years, created an alliance to foster action-oriented partnerships between communities, academic institutions, and students to create a healthier future for communities in different geographic areas. PROGRAM DESCRIPTION
Community organizations applied for the grant and worked with academic institutions to form an ICHFP team of health professional students. Each team was comprised of at least two community representatives, five students (one medical, one nursing, one public health and two students from two other disciplines), five faculty members and one community health setting representative. The teams represented at least thirteen individuals of varying backgrounds and experience. The program strived to empower communities and encouraged the ICHFP team to determine current health issues, identified a specific health need in a particular community, and developed and implement methods of improving the health of its members. The academic institution established deeper relationships with community leaders and community organizations and participated in developing new methods of learning, teaching and facilitating the provision of community service.

Women are winning the battle of the sexes where good health and nutrition is concerned. It seems that men attach less importance to health when selecting their diet compared with women. Nutritional concerns for men relate to over consumption of foods and beverages, rather than a shortage of nutrients as seen in women.

    POSITION STATEMENT
It is the position of the American Dietetic Association, the Society for Nutrition Education, and the American School Food Service Association that comprehensive nutrition services must be provided to all of the nation's preschool through grade twelve students. These nutrition services shall be integrated with a coordinated, comprehensive school health program and implemented through a school nutrition policy. The policy should link comprehensive, sequential nutrition education; access to and promotion of child nutrition programs providing nutritious meals and snacks in the school environment; and family, community, and health services' partnerships supporting positive health outcomes for all children. #
    Environment
The American Dietetic Association (ADA), the Society for Nutrition Education (SNE), and the American School Food Service Association (ASFSA) recognize the importance of school-based nutrition services, including policies that link nutrition education, child nutrition programs, a healthy school environment, and community involvement promoting healthful eating and physical activity. Looking for creative ways to get nutrition information to parents of at-risk children, the West Virginia Department of Education last year joined forces with the state's Department of Health and Human Resources. The combined effort resulted in some appealing strategies. One of those strategies was the "Ted-E-Gram"a colorful 3-by 6-inch card which featured a cartoon teddy bear character, Theodore E. Bear ("but most folks call me Ted"). One one side was a nutrition message from "Ted"; on the flip side, some easy-to-use, good-tasting, and nutritionally sound recipes.

    TDC Competency Development Project
The TDC is beginning work to draft a set of "competencies" for SEA/LEA project managers. Described by professional literature as "a cluster of related knowledge, attitudes, and skills that affects a major part of one's job, role, or responsibility," comptencies correlate with performance on a job and can be measured against standards. For the TDC, it is important to note that competencies can be improved through training and development. Once developed, competencies would enable SEA/LEA (HIV/CSHP) project managers to:
    • better understand the competencies needed for carrying out project tasks within the agency better understand staff professional development needs select appropriate professional development activities utilize professional development activities for continuous improvement
In addition, competencies could be used by:
    • TDC members to collect information on the needs of SEA/LEA staff attending TDC events TDC members to develop and tailor TDC events to meet the developmental needs of SEA/LEA staff attending them CDC project officers to discuss professional development selections and outcomes with SEA/LEA managers
Over the coming months, the TDC will engage in a process that will result in the development of draft competencies to be piloted in the Summer/Fall 2001. As part of this process, a 15-member working group, composed of LEA and SEA managers and TDC members, will convene in February. This group will develop a draft document that will be sent to a broader audience for review.

Vending Machines in Schools Current as of March 1, 2005. Debates have ensued regarding soda and food vending machines in elementary, middle/junior and high schools. Some states have introduced and enacted legislation to replace existing food and drinks of minimal nutritional value for healthier options or to restrict student access to the machines. As of January 2004, Arkansas is the only state that has passed legislation banning vending machines in elementary schools. This is not just a state issue, however. Some cities and local schools districts have taken the lead and enacted policies to ban or replace certain foods and beverages in vending machines or restrict student access to the machines. The Centers for Disease Control and Prevention's School Health Policies and Programs Study (SHPPS) 2000 survey concluded that 43% of elementary schools, 89.4% of middle/junior high and 98.2% of senior high schools had either a vending machine or a school store, canteen, or snack bar where students could purchase competitive foods or beverages. Competitive foods are defined by the U.S. Department of Agriculture (USDA) as foods offered at school other than meals served through USDA school meal programs-school breakfast, school lunch and after school snack programs. According to the USDA, competitive food policies exist in many states and include laws that restrict access to food and beverage vending machines, school canteens and stores at certain times during the school day or limits access to foods with minimum nutritional value.
