Jay Rockefeller; Secretary Kay Goodwin of the Department of Education and the Arts, the state agency that oversees the West Virginia Library Commission; and librarians and West Virginians benefiting from library computers. Gates also joined Gov. Bob Wise and other state policymakers for a luncheon in Charleston to discuss support for libraries. Earlier in the day, Gates met with librarians and patrons during a visit to the Sissonville Public Library, a branch of the Kanawha County Public Library. “West Virginia’s public libraries are vibrant community centers, where patrons can tap into a world of educational and health information or communicate with far-away friends and relatives,” Gates said. “With 100 percent of the state’s public libraries offering free access to the Internet, West Virginia’s library system is a national model. I applaud the state’s leaders and residents for supporting their libraries and encourage them to maintain this access in the years to come.” West Virginia has many partnerships and innovative funding programs to help sustain public access computing in public libraries. A partnership with Verizon has provided expanded training and distance-learning opportunities and upgraded Internet connections in libraries across the state. The state also earmarks $9 million in lottery funding for grants-in-aid to libraries. In addition, every public library in the state participates in the federal e-rate program, which provides $2.25 billion annually in telecommunications discounts to schools and libraries across the country. The e-rate program was created in 1996 by legislation co-authored by Sen. Rockefeller.

Digital Library Project The Library of Virginia is pleased to announce the completion of Phase I of its Digital Library Project. The Project, initiated in 1995, preserves significant Virginia archival and library collections and extends access to these collections to anyone with Internet access. The Project is available online . Over 600,000 images were scanned, and 40 electronic finding aids were created to access the images as well as other materials in the Library's collection. The major components of Phase I are the Virginia Colonial Records Project, the U.S. Army Signal Corps Photograph Collection, the collection of family Bible records, and the Electronic Card Indexes Project (indexes to 36 separate archival and library collections).

— Rockefeller Announces New Round of E-Rate Funding —
WASHINGTON, D.C. Rockefeller said, "For the third year in a row, schools and libraries across the state will receive millions in new funding to access the latest technology. West Virginia has received more than $18 million in E-rate funds in the last two years, dramatically increasing the availability of Internet services and education technology in our schools. Hundreds of schools in the state have benefitted from the E-rate in its first two years, and even more assistance for West Virginia is now on the way." In the first two years of E-rate funding, West Virginia received $18.6 million, helping schools and libraries in every county pay for the cost of wiring their buildings and bringing education technology into the classroom. This year's funding announcements for West Virginia will be completed within the next eight weeks, at which point the Rockefeller office will provide specific information on funding levels for every school and county. A breakdown of the funding levels for the first two years is currently available on Senator Rockefeller's Web site: www.rockefeller.senate.gov. Nationally, the E-rate will provide schools and libraries with $2.25 billion this year. The E-rate program provides discounts for schools and libraries to pay for Internet access and telecommunications equipment that allows them to bring technology into classrooms. The largest discounts go to schools that need the help the most — particularly those in low income and rural areas.

Rockefeller-created Program "E-rate" Announces 2 nd and 3 rd Wave of Funding This Year
WASHINGTON, D.C. – Senator Jay Rockefeller (D-WV) announced today that West Virginia schools and libraries have been awarded funding assisting them in gaining access to the Internet and the World Wide Web. In 1996, Senator Rockefeller and Senator Snowe (R-ME) created what has become known as the E-rate program which provides funding to schools and libraries to help pay the subscription costs of Internet access. The most recent awards are the second and third in a series of funding this year. "Since 1998, the E-rate program has made the Internet available to students and the general public through local schools and libraries. This is particularly important in rural areas because it allows access to the same technology that wealthier school districts in urban areas have. The E-rate has helped provide Internet access to schools across the country, bringing us closer to achieving the goal of wiring every classroom to the Internet," Rockefeller said.
