- The first telephone line is installed in Wheeling (the state capital at the time) by the Central District and Printing Telegraph Co. The next year, 1880, the first exchange is established in Wheeling, with 32 subscribers. Jan. 1, 1883 - The Southern Bell Telephone Co. establishes the first exchange in Charleston. - The state's first toll (long distance) line is installed from Wheeling to Steubenville, OH and Pittsburgh, PA. May 11, 1916 Nov. 21, 1925 - Dial service is introduced to West Virginia in the Huntington office. Without dialing, all calls had to be placed manually through an operator. In fact, most phones had no dials at all. October 1956 - The Wheeling and Moundsville offices of The Chesapeake and Potomac offer "direct distance dialing" for long distance calls. Customers can place calls across the country by dialing "1" + the number. Otherwise, long distance calls must be placed manually through an operator. Dec. 2, 1973

Dr. Steven L. Paine has accepted the top position at the West Virginia Department of Education. In addition, the African American and low SES subgroups are showing great improvement. Of the 29 schools accountable for the African American subgroup, 93 percent met AYP. Adequate Yearly Progress (AYP) Alternative Certification ... Vocabulary Accountability System Each state sets academic standards for what every child should know and learn. Student academic achievement is measured for every child, every year. The results of these annual tests are reported to the public. Top Achievement Gap The difference between how well low-income and minority children perform on standardized tests as compared with their peers. For many years, low-income and minority children have been falling behind their white peers in terms of academic achievement. Top Adequate Yearly Progress (AYP) An individual state's measure of yearly progress toward achieving state academic standards. "Adequate Yearly Progress" is the minimum level of improvement that states, school districts and schools must achieve each year.

Educational Trust Superintendent's Message The mission of Ritchie County Schools is to ensure that our students have efficient access to and effective engagement in the high quality educational experiences which will prepare them intellectually and socially to become responsible, reflective, and productive citizens of the 21st century. Recent statistics demonstrate that Ritchie County Schools have established a solid foundation upon which future school improvement can evolve. Our SAT 9 achievement scores are in the top 25% among West Virginia counties and our Writing Assessment scores are the best in the state. Seventh and eleventh graders were first in West Virginia in mathematics. Our attendance rate of 95% is among the best as well. Our schools are pleasant, safe, and free of the drug and violence scourges found in too many schools across the nation. Although Ritchie County has a much appreciated and strongly supported local excess levy, a large loss in state aid resulting from decreasing enrollment is putting pressure on system budgets. Responsible decisions will continue to be necessary to optimize educational opportunities within available resources.
