The Wellspring Center is a three-year, federally-funded program designed to build the capacity of faith-based and community-based organizations in West Virginia. Primarily, it was developed to meet organizations "where they are" and help them as
they develop, enhance, or expand their outreach programs. The Wellspring Center works with faith-based and community-based organizations to:
  • increase their effectiveness in providing social services; assist them expand their organizations through the use of computer technology; increase their ability to create collaborations to better serve those in need; build their capacity to access resources that foster sustainability.
Mission West Virginia applied for funding after extensive work providing intermediary services to faith-based and community-based organizations throughout the state. Through this work, we discovered that many organizations are struggling to effectively fulfill their missions and needed capacity-building services. Through the Compassion Capital Fund, this need will be addressed.

FUNDING SOURCE: West Virginia Special Revenue AUTHORITY: Chapter 29, Article 1, Section 1 and Section 5 of the Code of West Virginia, Title 82, Series 2, Section 4 of the Division of Culture and History Legislative Rules. The National Historic Preservation Act of 1966, as amended (16 USC 470), National Register Program manual (NPS-49). GUIDELINES/REGULATIONS: All projects must comply with (1) All applicable Secretary of the Interior's Standards; (2) Labor standards and, when applicable, the prevailing wage rates as established by the West Virginia Department of Labor and Assurances-Construction Programs as listed on Standard Form 424D; (3) Civil Rights Act of 1964 as amended by Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act; West Virginia competitive bidding and purchasing requirements; and 18 USC 1913 regarding the use of federal funds for lobbying

PROGRAM DESCRIPTION AND HISTORY:
CURRICULUM:
The two-year program consists of thirty-eight semester credit hours. The degree awarded is a Master of Science Degree in Medical Science from Alderson-Broaddus College. The instructional utilizes the emergency medicine physician residency training model as developed for physician assistants by the Department of Emergency Medicine at West Virginia University School of Medicine. Physician assistants in the Emergency Medicine track will be taught the knowledge and clinical skills to competently deliver emergency services in all areas of emergency, especially rural areas where equipment and facilities are sometimes limited. Full-time employment in an approved hospital emergency department, urgent care etc, is required while completing graduate courses This arrangement will permit students to meet all program objectives and enable entrance into the program and emergency medicine professsion.

Women, Infants and Children (WIC) Program Bureau for Public Health, Office of Nutrition Services, of the West Virginia Department of Health and Human Resources. Executive Summary The Women, Infants and Children (WIC) Program of West Virginia has implemented a distributed database system that has greatly improved efficiency and service to the women and children of West Virginia. The United States Department of Agriculture funded the new system, designed by the staff of WIC in conjunction with their contractor, Electronic Data Systems (EDS). This system is the Storage, Transfer, Organization and Retrieval of Case Files (STORC) The WIC program, is a Nutrition and Educational Program designed for the women and infants who meet nutritional, income and residency requirements. To qualify for assistance, a family of 4 must have a nutrition risk and be within 185% of the Federal poverty level, which is $16, 050. Therefore, they can make up to $29, 693 per year to qualify. WIC personnel conduct health screening and referral for pregnant, post-partum and breast feeding women, and infants and children to age 5.

    Gaston Caperton, former governor of West Virginia, is the eighth president of the College Board, a not-for-profit membership association of more than 4,500 colleges, universities, and schools that was founded in 1900. The College Board's mission is to connect students to college success and opportunity, with a focus on excellence and equity. Since he assumed leadership of the organization on July 1, 1999, Governor Caperton has moved quickly to improve the standing and expand the reach of the College Board's SAT ,the nation's premier college admissions exam, and Advanced Placement Program (AP Under Governor Caperton's guidance, not only has the AP Program experienced significant growth but minority student involvement has continued to grow at rates faster than the overall increase of student participation. A number of graduate classes are held at several off-campus locations across the state as well as in California and Virginia. Most graduate classes are held in the early evening to accommodate the schedules of both part-time and full-time students. Many students are from Connecticut, but each year an increasing number come from other states and many other countries. Overview
The Small Library Management Training Program is an ongoing, voluntary program that provides management skills to nonMLIS library staff of small community (25,000 or less population) libraries in Texas. Since 1994 more than 350 library directors have taken part in the program, and 165 have completed the entire series.
The program has been opened up beyond Directors to include public library staff of small community libraries who do not have Master's degrees in Library and Information Science. Currently, there is a program participation limit of two library staff members per library. Each session is tailored to provide essential management skills for library professionals who are responsible for (or would like to learn more about) planning, creating and justifying budgets, hiring and supervising staff, ordering and weeding library materials, and developing policies. The program consists of five two-day workshops in five locations around the state offered over a two and one half year period. One workshop is offered at five sites every spring and fall in the following order:

About the Mid-Atlantic Region
The Mid-Atlantic regional office of the U.S. Environmental Protection Agency, is responsible for programs in Delaware, Maryland, Pennsylvania, Virginia, West Virginia and the District of Columbia. Headquartered in Philadelphia, the region has field operations and laboratories in Wheeling, W.Va., Annapolis and Ft. George G. Meade, Md., and Pittsburgh, Pa. Federal environmental programs include air and water pollution control; toxic substances, pesticides and drinking water regulation; wetlands protection; hazardous waste management; hazardous waste site cleanup; and some regulation of radioactive materials. Activities include compliance and enforcement, inspection, engineering reviews, ambient monitoring, analysis of environmental trends, environmental planning, pollution prevention, risk assessment, and education and outreach. The regional office and its partner state pollution control agencies are responsible for regulating more than 21,000 air pollution sources; 12,000 water pollution sources; and 425 hazardous waste treatment, storage and disposal facilities. Together, the agencies are responsible for the investigation of 1,500 potential hazardous waste dump sites and the cleanup of 165 sites that have been included or proposed to be on the Superfund National Priorities List.

The Office of Water Resources' mission is to preserve the physical, chemical and biological integrity of surface and ground waters, considering nature and the health, safety, recreational, and economic needs of humanity. On February 1, 2001, West Virginia's Nonpoint Source Management Plan - December 2000 Update was approved by the US Environmental Protection Agency in Region 3. This Management Plan established important long-term goals to improve water quality and short-term actions to achieve those goals. Long-term goals included the following: 1. To continue to assess the impact of the nonpoint sources on the surface and groundwaters of the state and to identify specific causes of nonpoint source pollution to evaluate the effectiveness of the implementation program.
