Mr. Foye, a high school standout at Capital High in Charleston, West Virginia, is in his first year as a special education teacher at Aberdeen Middle School. A 2000 graduate of Marshall where he caught 33 passes and scored five touchdowns as a junior, he was a team captain in his senior year. Read the full article, Reaching Goals The Special Education program is designed to provide individualized support to students with disabilities, so that they are successful in attaining the outcomes of the general curriculum. For students with intensive needs, alternative plans are developed to help them achieve more functional goals that are defined through the IEP process. Special Education services for students with disabilities are based on students' Individual Education Programs (IEPs) and are designed to complement the general education curriculum. The alignment of IEP goals and benchmarks with the general education content standards supports the students' participation in the Maryland State Assessment program. The IEP guides the implementation of modifications and accommodations utilized to enable the students to access the general education curriculum. The IEPs for students with more intensive needs support participation in the Alternative Maryland State Assessment program.

What regulations determine the class size of special education classrooms? What is the ratio of special education students to teachers? The teacher-pupil ratio in special education is determined by each state. Some states have statewide policies on class size; some states have no policy; and a few states let the local education agency (LEA) determine class size. Staffing ratios are usually based on the disability category and educational placement of the student, with classes for children with severe disabilities usually having fewer students. Some states are reexamining their policies to better support students in inclusive settings. As they revise their policies on the teacher-student ratio, they are looking at the intensity of services needed and the amount of time required for the specially designed instruction. In his State of the Union address, President Bush laid out ambitious goals for the future, behind which all Americans can unite, and urged the Nation to move forward with the work that still needs to be done. Today, President Bush announced his Fiscal Year 2005 budget, a plan to help make America a more secure, more prosperous, and more hopeful country.
  • The President's budget addresses key priorities while restraining overall spending. The budget provides substantial increases to improve our Nation's security and win the War on Terror. It also increases funding for key priorities such as economic growth and job creation, education, and affordable health care. At the same time, the budget restrains spending in other areas of government keeping non-defense, non-homeland security Federal spending growth to less than 1% (less than the rate of inflation) and staying on course to cut the deficit in half within 5 years.
President Bush's budget is focused on
  • Winning the War on Terror by Defeating Terrorists and Their Supporters President Bush's FY 2005 budget includes $401.7 billion for the Department of Defense, a 35% increase over FY 2001 levels and a 7% increase over the FY 2004 enacted level. These funds are giving America's armed forces the tools they need to win the War on Terror, while modernizing our military to meet the emerging threats of the 21 st century. Since FY 2001, President Bush has improved the quality of life for military personnel and their families by providing pay raises of more than 21% and increasing the quality of housing and covering housing costs for personnel who choose to live off-base. His budget also includes $10.3 billion to develop missile defenses for our homeland, U.S. forces deployed abroad, and our allies.

By: AGNES DIGGS - Staff Writer Increasing numbers of students with disabilities are joining the ranks of those planning the transition from high school to colleges, universities, career and vocational schools. Their road to college is the same as everyone else's, with one difference: how they make the trip.
Laws on the books prohibit schools from discriminating against students with disabilities, but it's important that they and their families realize the rules for higher learning are a whole different ball game compared with elementary and high school. "The difference between high school and college is that they (students) need to take more responsibility," said Loretta Bohl, coordinator of Disabled Student Services at MiraCosta Community College. "We help them, but we need them to take that first step and walk through our door, make contact with us. Some parents want to do it without having the student involved, but we can't do it (that way). If the student is not engaged in the whole process, it doesn't work." Bohl said being part of the planning is an important step toward independence. "We want to teach them advocacy skills, because they're going to have to learn how to advocate for themselves anyway," she said. "So we take baby steps."

PRESIDENTS CORNER Welcome to the renewed edition of MOVING AHEAD and our ongoing efforts to revive the Brain Injury Association of West Virginia (BIAWV). We have not been dormant these past few years, only in a rebuilding stage. "Thank You" for your continued support of our organization.. We endeavor to provide informational services to survivors, their families and the professionals who serve them by offering education, support groups, advocacy and prevention services in order to deter the numbers of victims of this awful tragedy and provide a life bridge to our community. So many things have happened in the past few months that give us all a sense of hope and renewal. We have received financial support from several sources including the private sector, public grants, private donations and many individuals who have stepped up to the plate to volunteer. I want to thank all those who have helped us with these endeavors.
