§126-14-1. General.
1.1. Scope. - This policy establishes rules governing the administration and operation of the West Virginia Measures of Academic Progress (WV-MAP).
1.2. Authority. - West Virginia Constitution, Article XII, §2; W.Va. Code §§18-2E-1, 18-2E-1a, 18-2E-2, 18-2-5, 18-2E-8(c)(1),18A-3-6, and Public Law 107-110 No Child Left Behind Act of 2001.
1.3. Filing Date. - June 13, 2003
1.4. Effective Date. - July 13, 2003
1.4.1. Unless specified otherwise within the policy.
1.5. Repeal of Former Rule. - This rule repeals and replaces W.Va. 126CSR14 West Virginia Board of Education Policy 2340, The Statewide Assessment Program, filed December 17, 2001 and effective January 16, 2002.
§126-14-2. Purpose.
2.1. The purpose of this policy is to provide an operational framework to administer an effective and efficient statewide assessment program, provide procedures to protect the integrity of test data, and support the use of assessment data to improve instruction. §126-14-3. Definitions.

Monongalia County Schools Department of Special Education provides an individualized approach to educational programming for approximately 2100 students with special needs ages 3 to 21. The primary goal of the Department of Special Education is to provide a quality school environment that promotes positive learning experiences. To facilitate success, emphasis is placed on academic and social integration among all students and effective partnerships between parents and educators. This collaboration results in growth, friendships, and the "acceptance of others" that transitions into interdependent community relationships in adult life. WHAT IS SPECIAL EDUCATION? "Special Education" is specially designed instruction to meet the individual needs of eligible exceptional students guaranteed under the provisions of The Individuals with Disabilities Education Act (IDEA), Public Law 105-17, WV Code Chapter 18, Article 20, Section 5 and West Virginia Department of Education - Policy 2419: Regulations for the Education of Exceptional Students. These laws mandate that all children with special needs are entitled to a free appropriate public education in the least restrictive environment.
