About Us Board of Directors Staff Board of Directors WV Superintendent of Schools Dr. Steven L. Paine Dr. Steven L. Paine is West Virginia’s 25th State Superintendent of Schools, effective July 1, 2005. He joined the West Virginia Department of Education in 2003 as Deputy State Superintendent of Schools after serving as county superintendent in Morgan County, West Virginia. He has also served as principal, assistant principal, teacher, and curriculum director in Harrison, Upshur, and Morgan counties. Dr. Paine received his undergraduate degree from Fairmont State College. He furthered his education by attending West Virginia University where he received his masters in educational leadership. He has completed post-graduate studies at The Ohio State University and at Marshall University. Secretary of Education and the Arts Kay Goodwin Kay Goodwin serves as Cabinet Secretary of the Department of Education and the Arts. She holds a bachelor's and a master's degree in speech and drama. Mrs. Goodwin has served as a chairperson for the University of West Virginia System Board of Trustees and the Governor's Honors Schools where the title of Distinguished West Virginian was bestowed upon her by Governor Gaston Caperton. Other boards on which she has served include WVU hospitals, West Virginia United Health Systems, and Pressley Ridge Schools. She also served on the institutional board of advisors at WVU. She was appointed to serve on a twelve-member National Independent Commission to review the grantsmaking procedures of the National Endowment of the Arts by President George Bush. In 1996 she was recognized as the WVU Outstanding Alumna and also received the WVU President's Distinguished Service Award in 1997.

Cuts in higher education funding have undermined opportunities for economic recovery; continued under-funding for higher education will diminish services to the State performed by institutions of higher education and deny future generations of West Virginians fair opportunity for obtaining a state-supported higher education at a reasonable cost. Parity with other states and peer institutions is an accountability issue. Action : Adequately fund higher education to bring up state funding per student to national average.
