West Virginia regulations specify that all Licensed Massage Therapists must keep their education current by completing a series a Continuing Education courses each year in order to continue their licensure. Every therapist must complete a minimum of 25 hours of Continuing Education courses during each licensure period (2 years). Of this 25 hours, at least 1 hour must be in professional ethics.
Six (6) CEU's can be carried over from the previous licensing period with one (1) included in the six (6) carried over in Ethics. Continuing education units "carried over" are the units that you had earned from the last period totaling over twenty-five (25).
The West Virginia Massage Therapy Licensure Board follow the same guidelines as the NCBTMB except as a 2 year license instead of the national 4 year. WV Designs

Health Education
West Virginia State Board of Education Policy (2003) requires instruction in health education for students by level, K-2, 3-4, and 5-8, but does not specify amounts of instruction. The policy also requires students to complete 1 unit in health education in order to graduate from high school.
Policy , Health Content Standards and Objectives for West Virginia Schools, (2003) provides a suggested curriculum framework that includes the topics of nutrition, physical activity, tobacco use, drug and alcohol use, injury, and sexual activity.
Students in West Virginia are not required to pass a statewide exam covering health education topics at any point in grades K-12.
HIV, STD, and Pregnancy Prevention Education
West Virginia State Board of Education Policy (1989) requires students in grades 6-12 to receive instruction in the prevention of AIDS, either by integrating it into health education or into other programs. The state does not require schools to follow a specific curriculum, but HIV, STD, and pregnancy prevention are thoroughly integrated within the suggested curriculum framework of Policy . Famous Cases West Virginia Board of Education v. Barnette, 319 U.S. 624 (1943) Mr. Justice JACKSON delivered the opinion of the court. Following the [ Gobitis ] decision, the West Virginia legislature amended its statutes to require all schools therein to conduct courses of instruction in history, civics, and in the Constitution of the United States and of the State "for the purpose of teaching, fostering and perpetuating the ideals, principles and spirit of Amercanism, and increasing the knowledge of the organization and machinery of the government." The Board of Education on January 9, 1942, adopted a resolution containing recitals taken largely from the Court’s Gobitis opinion and ordering that the salute of the Flag become "a regular part of the program of activities in the public schools," that all teachers and pupils "shall be required to participate in the salute honoring the Nation represented by the Flag; provided, however, that refusal to salute the Flag be regarded as an Act of insubordination, and shall be dealt with accordingly." The resolution originally required the "commonly accepted salute to the Flag" which it defined. Objections to the salute as "being too much like Hitler’s" were raised by the Parent and Teacher’s Association, the Boy and Girl Scouts, the Red Cross, and the federation of Women’s Clubs. Some modification appears to have been made in deference to these objections, but no concession was made to Jehovah’s Witnesses. What is now required is the "stiff-arm" salute, the saluter to keep the right hand raised with palm turned up while the following is repeated: "I pledge allegiance to the Flag of the United States of America and to the Republic for which it stands; one Nation, indivisible, with liberty and justice for all."

Facts of the Case
The West Virginia Board of Education required that the flag salute be part of the program of activities in all public schools. All teachers and pupils were required to honor the Flag; refusal to salute was treated as "insubordination" and was punishable by expulsion and charges of delinquency.
Question Presented
Did the compulsory flag-salute for public schoolchildren violate the First Amendment?
Conclusion
In a 6-to-3 decision, the Court overruled its decision in Minersville School District v. Gobitis and held that compelling public schoolchildren to salute the flag was unconstitutional. The Court found that such a salute was a form of utterance and was a means of communicating ideas. "Compulsory unification of opinion," the Court held, was doomed to failure and was antithetical to First Amendment values. Writing for the majority, Justice Jackson argued that "[i]f there is any fixed star in our constitutional constellation, it is that no official, high or petty, can prescribe what shall be orthodox in politics, nationalism, religion, or other matters of opinion or force citizens to confess by word or act their faith therein."
