Head of Welsh Language Services: Ifor Gruffydd The role of the University's Welsh Language Scheme Facilitator falls into 4 main categories: - A manager of Welsh language issues, and specifically, the University's new Welsh Language Scheme which was approved and became operational on 1 August 2004;
- The University's Translation Service comprises of an external team of qualified translators, which provides a speedy, effective and high quality service. Advice on translation matters may be obtained from the Facilitator;
- Co-ordination of Welsh medium provision within the institution. The University aims to put in place a range of measures which will enable it to focus on a realistic policy for the development of education through the medium of Welsh;

The Welsh Consumer Council is currently aiming to explore some of the prevailing questions and issues affecting adult Welsh learners. The specific objective of the study is to investigate the attitudes of consumers currently learning Welsh with the intension of reviewing current available language provision. The WCC also aims to identify prevailing barriers within the learning process and conduct a review of the available opportunities for using Welsh outside of the classroom.     The Welsh Consumer Council's Welsh Language Scheme was developed to comply with the Welsh Language Act 1993 and received the approval of the Welsh Language Board on 28 February 1998. The Welsh Consumer Council adopts the principle that in the conduct of public business in Wales, it will treat the Welsh and English languages on the basis of equality, with both languages enjoying the same status and validity. The law requires us to draw up a Welsh Language Scheme. This will detail how we will deliver services to Welsh language users. The scheme includes services operating in Wales, and those covering Wales but located elsewhere. The DRC is committed to fulfilling its duties under the Welsh Language Act. The second draft of the DRC's Welsh Language Scheme is currently with the Welsh Language Board for comment. We expect that this will form the basis for the consultation version of the Scheme. We already put the bulk of the principles and procedures of the Scheme into practice in our work.

      Welsh Language Scheme
      The current NMGW Welsh Language Scheme, in place since 1997, states that we have adopted the principle that, in the conduct of public business, we will treat the Welsh and English languages on a basis of equality. The NMGW Bilingualism Working Group oversees the delivery of the Scheme and monitors our progress in responding to the provisions and spirit of the Welsh Language Act, 1993. Over the last few years, the Welsh Language Board has been very positive in its feedback regarding our considerable success in terms of:
      • Compiling a list of staff who can communicate bilingualy Encouragement, training and support for acquiring bilingual skills Bilingual Reception and service points Bilingual telephone handling guidelines Answerphone service Correspondence Corporate publications Saleable publications Promotional literature Web presence External and internal signage Exhibitions, events and educational activity Monitoring progress
      In order to build on our success and reflect our strong support for the Welsh Assembly Government's own strategy, Iaith Pawb: National Action Plan for a Bilingual Future, work has also begun on a new NMGW Communications Skills Strategy.
