It receives an annual government grant of £12m which is to be used to "promote and facilitate" the use of the Welsh language The Board is responsible for administering the Welsh Language Act and for seeing that public bodies in Wales keep to its terms. In reality it has no power to demand any action by these bodies and the board has come under attack in recent years for its inability to promote the use of the Welsh language in the private sector. Many Welsh speakers see the Board as an ineffective and bureaucratic tool in the fight to save the Welsh language. Language pressure group Cymdeithas yr Iaith Gymraeg claim that a new Welsh Language Act is needed to secure the rights of Welsh speakers and to increase its usage among the younger generation. In the winter of Rhodri Morgan the First Minister of Wales announced his decision to abolish the Welsh Language Board. This decision evoked a mixed reaction throughout Wales; welcomed by Cymdeithas yr Iaith Gymraeg but met with scepticism by others. Its future is still unknown.

Welsh Language Scheme This Scheme, prepared in accordance with the Welsh Language Act 1993, provides the Food Standards Agency with a further platform on which to continue building its commitment to putting the consumer first. The Agency recognises that a large number of its consumers are Welsh language speakers and this Scheme outlines the measures the Agency will take when conducting its business through the medium of Welsh. Since its inception, the Agency has been committed to ensuring that it will treat the English and Welsh languages on an equal basis. It recognises, particularly in Wales, that for many,Welsh is the first language spoken.The principles outlined in this Scheme apply throughout the Agency as a whole.

Introduction
  • The Welsh Language Scheme for the University of Wales Institute, Cardiff (UWIC) was approved by the Welsh Language Board in September 2003. The Scheme was prepared in accordance with the Welsh Language Act 1993 and sets out how UWIC will treat the English and Welsh languages on the basis of equality when dealing with the public in Wales Simply, this means that the public in Wales has the right to receive a service from UWIC in Welsh or English according to the public’s wishes UWIC has created a Welsh Language Unit to deal with the implementation of the Scheme and has a dedicated officer, The Welsh Language Scheme Co-ordinator, who is responsible for the Language Scheme. It is emphasised that he is available to assist and advise with any aspect of the Scheme should you require help with its interpretation or in taking steps to conform with any requirements

Geographical and language background According to the 1991 Census of Population, there were 508,098 speakers of Welsh in Wales. However, a later survey carried out in 1992 by the Welsh Office estimated that the number of speakers with some degree of fluency was 930,200: 467,300 were able to speak some Welsh, 94,900 were fairly fluent, and 368,000 were fluent Welsh-speakers (A Survey of the Welsh Language: The 1992 Welsh Social Survey). The numbers of Welsh speakers who live outside Wales is not known, although it is estimated that there are between 150,000 (extrapolated from Census data) and 450,000 (from a media survey) Welsh speakers in England. In Patagonia, Argentina, it is estimated that there are 1,000 speakers of the language. There are further unknown numbers in Scotland, Ireland, and various countries throughout the world. The percentage of the population able to speak Welsh varies according to locality: Population able to speak Welsh Clwyd Dyfed Gwent Gwynedd Mid Glamorgan Powys South Glamorgan West Glamorgan WALES Five districts within Wales have more than 30,000 Welsh speakers: Ynys Mon (Gwynedd), Arfon (Gwynedd), Ceredigion (Dyfed), Llanelli (Dyfed), and Carmarthen (Dyfed). The two districts containing the main cities of Wales, Swansea and Cardiff, have more than 17,000 Welsh speakers in each.
