Welfare Reform: A Special Report
INTRODUCTION
Effective Oct. 1, welfare as the nation knew it for the past six decades ended. President Clinton signed historic legislation Aug. 22, which ended the federal guarantee of cash assistance to the poor and turned welfare programs over to the states. "I hope this day will be remembered not for what it ended, but for what it began," Clinton said at a White House ceremony, with three former welfare recipients at his side. With the stroke of a pen, the new law not only impacts recipients of welfare . Top state officials from across the country say they have little idea how to implement many key components of the law. The District of Columbia filed a request early, which the president approved, for exemption from some of the tough terms of the bill. Large disparities have always existed in welfare payments to states, and under the new federal reform legislation, no two states will have the same resources with which to meet the new requirements. This uneven payment system poses difficulties that never existed before and could help determine whether welfare reform succeeds or fails.

The book tracks repeated failures to "reform" welfare from 1935 to 2001, including the current crisis over reauthorization of TANF (Temporary Assistance to Needy Families) in the face of an economic downturn. "TANF didn't work well, even by government standards, without a recession," Goldberg said.

On September 30, 2004, both the House and the Senate passed clean extensions of the current TANF program through March 2005. This means that we now have some time to build support for a five-year reauthorization of the program in the new Congress, including the changes advocated by the faith community. The measure passed by the House last year (HR 4) will die with the adjournment of the current Congress, as will the measure reported by the Senate Finance Committee. In-Depth Research The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) began life as H.R. 3734 in the House of Representatives. This main purpose of this bill was to repeal Title IV of the Social Security Act of 1935, and the program then known as Aid to Families with Dependent Children (AFDC). This is the only program from the 1935 Social Security Act to ever have been repealed. Popularly, the bill was known as "welfare reform" legislation. The main reform introduced by the bill was the end to AFDC as a categorical entitlement and its replacement by a time-limited benefit program, tied to a work requirement. The new program is known as Temporary Aid to Needy Families (TANF). H.R. 3742 was one of several versions of the legislation that had been introduced in the House starting in early 1995. H.R. 3742 was the version that finally prevailed in the House, passing the House on July 18, 1996 by a vote of 256-120.

The critics of welfare reform were wrong. That doesn't mean we should get even tougher on poor families.

One million children Even so, the experience of the 1990s allows policymakers to draw only limited inferences about future reforms. Although welfare reform has succeeded in its current form, in our view legislators should now leave it alone, rather than trying to fix what is not broken. Did Hardship among Single Mothers and Their Children Decline? If official poverty rates among female-headed families with children declined in the years following welfare reform, why might social scientists question whether hardship declined? One reason is that official poverty rates ignore noncash benefits such as food stamps and Medicaid, the major healthcare program for low-income families. In fact, unmarried female heads were less likely to get food stamps and Medicaid in the late 1990s than in either the 1980s or the early 1990s, even though they often remained eligible. (As we shall see, however, other federal and state programs to help these families became more generous during the late 1990s.) Another reason for not taking changes in the official poverty rate at face value is that poverty estimates are based solely on income and family composition, and are not adjusted for work-related

Welfare Reform/Welfare-to-Work
In 1996, President Clinton signed into law the The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (P.L. 104-193) , a welfare reform plan that requires work in exchange for time-limited assistance. A new system of block grants to states for Temporary Assistance for Needy Families (TANF) was created, changing the nature and provision of welfare benefits in America. Moving people from welfare into work is now one of the primary goals of federal welfare policy. The Balanced Budget Act of 1997 , signed by President Clinton in 1997 helps to achieve that goal by authorizing the U. S. Department of Labor to provide $2 billion annually in Welfare-to-Work grants to states and local communities to create additional job opportunities for the hardest-to-employ recipients of TANF. Low basic skills are among the most common barriers to employment for TANF clients. Research has shown that recipients with work barriers are less likely to find jobs, have lower earnings on average, and are more likely to lose assistance because of a sanction for program noncompliance than families without barriers. The law that created TANF expires on September 30, 2002. Congress is currently considering legislation to reauthorize the program, which will set the nation's welfare policies for the next five years. Congress is also considering some modifications to the rules and funding of the TANF program, including the rules that apply to adult education and training opportunities.

Counterfeit Compassion
Republicans offer real help to the poor, and Democrats try to shut them down.

Despite growing and substantial evidence that the 1996 welfare-reform legislation is the most successful social-policy change in generations, liberals in Congress appear stuck in a time warp, bludgeoning efforts to build on its successes with the same discredited paradigm the law changed eight years ago. Welfare reform's track record is astounding: The new policy argued for cash payments to the poor, without any obligation to work or seek training; fostered government dependency; undercut marriage; and promoted illegitimacy. This counterfeit compassion created a welfare culture, trapping women and children on a treadmill of false hopes with no escape. Since 1996, according to the Heritage Foundation , welfare rolls have been cut in half, the employment rate of disadvantaged single mothers has nearly doubled, and poverty rates for blacks and children of single mothers are now at their lowest points in U.S. history. All this despite the whining Cassandras on the left, who warn that reform would force millions into poverty. What has welfare reform taught us? First, merely throwing money at the problem is counterfeit compassion. Second, a growing economy and a robust jobs environment can significantly help welfare recipients find meaningful employment. Third, encouraging marriage and lowering illegitimacy are critical variables in ending welfare dependency and lowering poverty levels.
