Working Toward Independence Act Aims to Strengthen Work Requirements, Improve Federal Child Care Program
WASHINGTON, D.C.
Rep. Howard P. “Buck” McKeon (R-CA), chairman of a House subcommittee with jurisdiction over federal welfare programs, today formally introduced the Working Toward Independence Act (H.R. 4092), which reauthorizes the 1996 welfare reform law. The bill, based on President George W. Bush’s welfare reform proposal, would strengthen work requirements under the Temporary Assistance for Needy Families (TANF) program and make necessary improvements to the Child Care and Development Block Grant (CCDBG) program. “The 1996 welfare reform has been a dramatic success, but a majority of welfare recipients today are still not working for their benefits,” McKeon said. “The bill I’ve introduced marks the second phase of welfare reform. It will put even more Americans on the path to self-sufficiency.” “The only way for welfare families to become self-reliant is through productive work,” McKeon noted. “But we also recognize that states need the flexibility to ensure that welfare recipients can pursue higher education and training to improve their job skills.”

Governors complain that federal law is overly prescriptive and are willing to take less federal money in return for more flexibility. The public believes that welfare is anti-work and anti-family although polls show that the public wants welfare reformed in ways that do not penalize children. Welfare recipients find dealing with the system degrading and demoralizing; most would prefer to work . Experts note that welfare has done little to stem the growth of poverty among children. September 17, 1996 Good morning Mr. Chairman and members of the Committee. As the Commissioner of the Administration on Children, Youth and Families in the Department of Health and Human Services, I am pleased to appear before you today to provide an overview of the Department's implementation of the new welfare reform legislationthe Personal Responsibility and Work Opportunity Reconciliation Act of 1996. The Administration for Children and Families is responsible for administering several of the programs most affected by this historic legislation, including: the new temporary assistance program for needy families; the child care programs for families on welfare and other low-income working families; and the child support enforcement program. In my testimony today, I will spend much of my time addressing implementation of the Temporary Assistance for Needy Families (TANF) program, as requested by the Committee. I would like to also briefly discuss the new child care provisions and will defer discussion of the child support enforcement provisions until Thursday when you will be devoting an entire hearing to that topic. Since the legislation was signed by the President only 26 days ago, I want to focus most on the process we have undertaken to facilitate implementation. Because of the bill's early effective dates and the extraordinary interest throughout the country in moving forward on welfare reform, officials at all levels of government are very busy. At the federal level, officials from the numerous departments affected by this legislation are working together to ensure coordinated assistance to the states.

July 9th, 1996 Action Alert on Welfare Reform
The U.S. Senate will soon be taking up welfare reform legislation again and the new version is as bad as the one President Clinton vetoed in January. The new version in the Senate ( S. 1795 ) eliminates Aid to Families with Children (AFDC) as an entitlement program. AFDC would become a block grant to the states, with proposed cuts in spending of $53 billion over a 7 year period. The legislation places a five year lifetime limitation on cash assistance and requires that everyone have a job within two years after applying for AFDC eligibility. States could choose to make these time limitations even shorter. The Senate Finance committee adopted a bill which raises the required 25 hour work week to 35 hours; creates a limited exemption for parents of children under 11 who can't find child care, and imposes a 'family cap' provision [meaning that families who have more children while on welfare would be denied additional assistance, although states could "opt out" of this provision]. In addition, states can stop payments to unmarried teens if they don't remain at home and in school (even though the home environment may not be a good one) and cash grants will be given to states which reduce out of wedlock births without increasing abortions, thus giving an incentive to make abortions difficult to obtain. Welfare benefits will be denied to parents who don't cooperate in child support collection, compelling mothers to identify the fathers of their children even if it will put them at risk of violence. And poor women (and children under 13) who lose cash aid would lose Medicaid assistance as well.

Section 404(h): Use of funds for Individual Development Accounts
(1) IN GENERAL
A State to which a grant is made under section 403 may use the grant to carry out a program to fund individual development accounts (as defined in paragraph two) established by individuals eligible for assistance under the State program funded under this part.
(2) INDIVIDUAL DEVELOPMENT ACCOUNTS
(A) ESTABLISHMENT- Under a State program carried out under paragraph (1), an individual development account may be established by or on behalf of an individual eligible for assistance under the State program operated under this part for the purpose of enabling the individual to accumulate funds for a qualified purpose described in subparagraph (B). (B) QUALIFIED PURPOSE- A qualified purpose described in this subparagraph is 1 or more of the following, as provided by the qualified entity providing assistance to the individual under this subsection:
