An Innovative Approach to Welfare Reform
by Jeff Lubell and Barbara Sard For 1999, the President and Congress have created a promising new program to help states achieve their welfare reform objectives. Designed to help families for whom the lack of stable, affordable housing is a barrier to employment, the Welfare-to-Work Voucher Program will provide 50,000 Section 8 housing vouchers to families attempting to make the transition from welfare to work. These vouchers can be used to help families move to areas with better job opportunities or transportation networks or to provide incentives for families on welfare to secure and retain employment. In conjunction with state and local welfare agencies and local entities administering Department of Labor (DOL) welfare-to-work grants, public housing agencies (PHAs) will compete for the vouchers in a competition administered by the U.S. Department of Housing and Urban Development (HUD). Winners of the competition will receive an allocation of new Section 8 housing vouchers, which will carry the standard administrative fee. Applicants will have substantial flexibility to design programs that meet local needs and support local welfare reform strategies. Applications for the welfare-to-work voucher program are due April 28, 1999. To obtain a copy of the request for proposals (termed a Notice of Funding Availability, or NOFA) and an application kit, contact HUD at 1-800-955-2232. WELFARE REFORM INITIATIVE The Center for Public Policy and Administration at the University of Utah has launched the Welfare Reform Initiative: The Impact of Welfare Reform on the Charitable Sector in Utah (WRI), a multi-year effort involving both research and community partnership building. The goal of WRI is to help Utah's charitable sector organizations both faith-based and nonfaith-based respond effectively to state and federal welfare reform legislation, and thereby, assist those who are served by these organizations. The Center for Public Policy and Administration's purpose is to help Utah's public and nonprofit organizations accomplish their work by offering services that expand organizational knowledge and effective use of resources. In line with this mission, WRI will assist charitable organizations by providing information and tools that will improve service provision.
WRI involves comprehensive research combined with community collaboration among organizations concerned with welfare recipients. An advisory group, assembled by the Center and comprised of key leaders from the University, government agencies, nonprofit organizations, religious organizations, and others, will advise and facilitate the research, be apprised of findings as they develop, make recommendations, and implement steps to disseminate findings. MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES SUBJECT: Government Employment for Welfare Recipients
Since I signed the historic welfare reform law, I have urged businesses, nonprofit organizations, and religious groups across the Nation to help make its promise of opportunity real by offering jobs to welfare recipients. We are making great progress, but there is more to do. And today, I take action to ensure that the Federal Government, as the Nation's largest employer, contributes to the greatest extent possible to this national effort.
I therefore direct each of you, as head of an agency or department, to use all available hiring authorities, consistent with statute and prior executive memoranda, to hire people off the welfare rolls into available job positions in the Government.
In particular, I direct you to expand the use of the WorkerTrainee Program and other excepted service hiring authorities. The Worker-Trainee Program allows agencies to quickly and easily hire entry-level persons for up to 3 years, with the ability to convert the appointment to career status if the employee has performed satisfactorily. Though recently underutilized, the program allows agencies to bypass complex Federal personnel hiring rules and procedures to bring people into the junior grades of the work force.
I further direct you, in recognition of the different characteristics of the various agencies' work forces, to prepare an individualized plan for hiring welfare recipients and to submit that plan to me within 30 days. This plan should have three principal components:

    INTRODUCTION
    In his March 8, 1997 memorandum , President Clinton reiterated his commitment to providing employment opportunities to welfare recipients and directed the heads of the federal government's executive departments and agencies to lead by example and move people off the welfare rolls into federal jobs using available hiring authorities.     The Changing Nature of Welfare
    The Personal Responsibility and Work Opportunities Reconciliation Act (PRWORA) of 1996 fundamentally changed the American welfare system. This federal legislation replaced the Aid to Families with Dependent Children program (AFDC) with the Temporary Assistance for Needy Families (TANF) program. As its name implies, TANF stresses that welfare should be a transitional experiencenot a source of long- term support. PRWORA grants states wide latitude in designing their TANF programs. In California, the Thompson-Maddy-Ducheny-Ashburn Welfare-to-Work Act of 1997 replaced AFDC with the California Work Opportunity and Responsibility to Kids program, or CalWORKs. CalWORKs is a "work first" program that provides support services to move recipients from welfare to work and self-sufficiency. It also gives the counties increased flexibility in designing their welfare programs.
    Evaluating CalWORKs
    The legislation required an independent, comprehensive statewide evaluation of the CalWORKs program. The evaluation has two parts. The first part will track the process of CalWORKs implementation, and the second will explore the impact of CalWORKs on current welfare recipients and their transition to self-sufficiency, and on possible future recipients.

    Olympia - Oct. 6, 2003 - Gov. Gary Locke today announced the federal government has awarded Washington state's WorkFirst program more than $8.7 million in performance bonuses. WorkFirst helps residents on welfare find and keep jobs while supporting their families. "WorkFirst is a national leader and exemplifies what a welfare reform program should do," Locke said. "With these latest awards, WorkFirst has earned more than $32 million in performance bonuses for its success and effectiveness in helping families on welfare get and keep jobs and earn a living."     A panel studying ways to change the welfare system needs your help. Over the next two weeks, the state's Welfare Reform Task Force will seek suggestions from eastern North Carolinians at public hearings. The group met Monday in Raleigh and will hold meetings in Wilmington and Greenville on Jan. 3 and Jan. 5 to hear suggestions on how the state can help welfare recipients get the education, job training and skills needed to move into the work force. Gov. James B. Hunt Jr. established the task force in September to develop recommendations on welfare reform. Hunt said he will use the suggestions as a basis for legislation to present to the General Assembly in late January. The task force is comprised of 32 North Carolinians from businesses, social services, government agencies and welfare recipients. ``We have to find ways to end the cycle of poverty, so that families on welfare can learn to stand on their own two feet,'' Hunt said in a statement announcing the public meetings. ``Many of the families on welfare want to work. They want to buy homes and send their children to college. But the system discourages them from pursuing those dreams. ``It's time to change that,'' Hunt said. Tonight, the welfare task force will continue its work in Durham. In this order, the President directs each Federal agency to prepare an individualized hiring plan detailing how the agency intends to recruit and hire welfare recipients. The agency welfare recipient hiring plans are to be submitted to the President by April 7, 1997. Each agency's plan is to describe, in detail, how the agency intends to recruit and hire qualified welfare recipients. The description is to include a proposed local outreach program that builds upon the Government's existing nationwide employment information systems to bring Federal job opportunities to the attention of welfare offices, State and private employment offices, nonprofit organizations and others who work with welfare recipients on a regular basis. In addition, the plan is to describe, in detail, how the agency will assist welfare recipients in keeping their jobs and performing well after they are hired.

TANF reauthorization provides an important opportunity to do so.
    Nationally, it is estimated that 900,000 to 1.3 million children in the United States experience homelessness each year. The U.S. Conference of Mayors reports an increase in demand for shelter for families with children in many communities across the country. They further report that the high cost of housing in many communities is leading to increases in the length of time families remain in shelters before returning to independent, permanent housing. While many of the families experiencing homelessness have one or more wage earners, virtually all are financially eligible for TANF cash assistance and/or support services.
