Last week’s welfare reauthorization activity: (updated the week of November 19, 2004)
    May 14, 2004
Both the House and Senate passed legislation extending current welfare law and funding through June 30, 2004. The Senate also began debate on its amendment to H.R. 4 , the House-passed bill to fundamentally change welfare and reauthorize it for five years.
    November 17, 2003
Because Congress enacted a short-term extension of the 1996 welfare law which will continue until the end of March, no further legislative action on welfare is likely this year.
    Week of October 3
The House and Senate agreed on a six month extension of current welfare law and policy and President Bush signed it into law. Senate Republican leaders said it was likely that the Senate would not take action on a larger reauthorization package until next year. The Census Bureau released new data showing that poverty increased and median income fell for the second year in a row in 2002. However, the increase in poverty most strongly affected formerly middle-class families in the Midwest, reflecting the ongoing crisis in manufacturing jobs. To read the entire Census report, click here
    Week of September 26
The House passed H.R. 3146, which will extend current welfare funding and policy for six months. The previous extension is set to expire at the end of September. The extensions are necessary because the 1996 welfare reform law expired at the end of 2002, but Congress and the President have not yet agreed on a five-year reauthorization of the law. The White House Health Care Interdepartmental Working Group
In January, 1993, the White House Health Care Interdepartmental Working Group was created as part of President Clinton's health care reform initiative. The Interdepartmental Working Group was composed of participants from both the public and private sectors, including academics, health care professionals, state and federal officials, and public policy advocates. The Working Group studied existing national health care systems, and developed various proposals for health care reform. These recommendations were presented to the Task Force on National Health Care Reform chaired by First Lady Hillary Rodham Clinton. The information and proposals provided by the Interdepartmental Working Group enabled the Task Force to advise the President on the formulation of a comprehensive national health care reform package.

October 28, 1997 INTERIM STATUS REPORT ON THE IMPLEMENTATION OF WELFARE REFORM IN CALIFORNIA AND SANTA CLARA COUNTY - INFORMATION ONLY REPORT IN BRIEF With its strong economy, Santa Clara County is probably in a better position than most California counties to make welfare reform work but there are a number of obstacles to success for both the County and recipients. Local welfare reform is still in the very early stages of implementation and it is too early to tell what the long-term impacts will be on Santa Clara County and specifically on Sunnyvale. However, in general, the situation for welfare recipients in Santa Clara County is better than was expected a year ago primarily because: 1) the drastic federal and state benefit reductions anticipated a year ago have not taken place; 2) an effective agency collaborative effort led by the County; 3) and a strong Santa Clara County economy. Although some Sunnyvale legal immigrant residents permanently lost their eligibility for food stamps as of August 31, 1997, most of the 2,102 Sunnyvale residents receiving family welfare assistance will not face the possibility of permanently losing their eligibility for benefits until 2003. Altogether 5,783 Sunnyvale residents receive some form of public assistance (such as the California Work Opportunity and Responsibility to Kids - which replaced Aid to Families with Dependent Children or AFDC, Medi-Cal, county general assistance, food stamps and refugee assistance) - a 16% decline since October 1996.
