WELFARE REFORM: Myths vs. Facts The federal Family Support Act of 1988 sought to transform Aid to Families with Dependent Children (AFDC) from a program that makes it possible for single mothers to stay home with their children into a mandatory work and training program. The controvers ial legislation was just the first of a series of welfare reforms that seek to dictate the behavior of women on public assistance. Some states now deny additional benefits for children born to women on welfare. Others cut benefits to families who fail t o see a doctor, keep kids in school or pay rent on time. In the name of fraud prevention, some states now fingerprint welfare mothers. And in the White House and the Capitol, the current welfare debate centers around how best to impose a two-year limit on participation in the program. As a candidate, Bill Clinton promised to "end welfare as we know it." Advocates and women on public assistance would also like to change the system "as we know it" so that AFDC could be both a decent safety net and a means of escaping poverty. But it is clear that the current reform debate has less to do with practical improvements and more to do with limiting the length of time a client can be in the program, and making that period as difficult as possible.

The American Youth Policy Forum site visit to Madison and Milwaukee, Wisconsin centered around the theme of "Workforce Development System Building and Welfare Reform," and was designed to provide participantsCongressional aides, Executive Branch officials and representatives of other national organizationsthe opportunity to witness first-hand the innovative reforms currently being implemented in the state of Wisconsin. The visit was broken into two segments, one on the development of Wisconsin's school-to-work system, and the other on the state's broader workforce development and welfare reform initiatives. Forum participants first spent a full-day at "Skills for the Future," a national school-to-work conference hosted by the Center for Education and Work at the University of Wisconsin-Madison. Afterwards, participants met a number of state and local officials instrumental in developing the legislation and implementation of the workforce development strategy. Following the conference and seminars, site visits to one-stop job training and career centers were conducted to demonstrate how the broad reforms are playing out in practice. The wide range of components of the workforce development strategy are all connected through the economic development plan. The underlying philosophy is that all pieces of the workforce development system should build on and connect to one another as a person progresses through the stages of education and life. The school-to-work system is built on a foundation of partnerships among all sectors of the business and education communities, as well as the welfare reform initiative, Wisconsin Works (W-2), which seeks to end the welfare entitlement by requiring all Wisconsin residents to work before receiving benefits.

In the summer of 1996, Congress passed and the President signed the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996." radically transforming the nation's welfare system. Here, we link to sites that permit you to keep track of the ongoing implementation of welfare reform in the states and the continuing national discussion of the issue. we also provide an online copy of the bill, congressional debate surrounding it, and some of its legislative history. The Institute for the Study of Civic Values is playing an important role in the implementation of welfare reform in Philadelphia. Program Description
The Alternative Work Experience Program: Unemployed Parents Initiative (AWEP-UP)
is a model program for people on public assistance which combines on-the-job-training through community service experience in non-profit organizations with a seminar which helps participants prepare to find work, deal with life problems which make it difficult to find and keep a job, learn to work with people from different backgrounds, develop conflict resolutions skills, build critical thinking skills, understand the economics of the Philadelphia area, and foster a sense of citizenship. AWEP-UP also provides counseling and support services for program participants. The program works closely with the agencies which host AWEP-UP interns to ensure that the experience benefits both the intern and the agency. AWEP-UP provides its participants with current work experience which could lead to employment, helps them build job specific skills, and the critical thinking and people skills essential to become productive employees, and empowers them to become more effective citizens.

Welfare Reform on the Web: Issue 73 (August 2005)
The future of the Welfare State is being hotly debated both within the UK and abroad. Social research institutions, think tanks, pressure groups, charities and professional associations have contributed to the debate alongside government opposition politicians and the media. Comment and analysis is found in a wide range of research reports, government consultation and policy papers, academic and trade journals and quality newspapers. Welfare Reform Digest aims to help social policy practitioners and researchers to keep up to date with this flood of literature. We systematically scan the quality press, the British Library's intake of social science books and government publications, and a wide range of trade and academic journals to identify relevant material. We then produce full bibliographic references with detailed abstracts to give both the flavour of the cut and thrust of the debate and an overview of the research literature. The first, pilot, issue covered material scanned from mid June to mid July 1998. The second issue comprised material scanned in March 1999, and new data is now added on a monthly basis.
