The Rationale for the Conference
Current Qualitative Research
The past ten years have seen a tremendous increase in the use of qualitative research methods to answer public policy questions about poverty. Ethnographers from the disciplines of Sociology and Anthropology have long studied people living in poverty, and many of these studies have intentionally or inadvertently influenced policy debates (for example, the work of Oscar Lewis, Elliot Liebow, and Carol Stack). But recently, qualitative research methods have attained a new prominence in studies of poverty and welfare reform. Works like Kathryn Edin and Laura Lein's Making Ends Meet (New York: Russell Sage Foundation, 1997) showed the value of qualitative interviews for understanding the complex livelihood strategies of families receiving AFDC. Other works, such as Katherine Newman's No Shame in My Game (New York: Knopf, 1999) documented the complicated multigenerational family structures within which poor families share resources. Qualitative researchers have provided insights into how caseworkers interpret and enact welfare policy and into the dynamics of service provision. Still others clarify how poor families negotiate, and actively construct, many aspects of their neighborhood environments.

A Brookings panel of experts today discussed New York Times reporter Jason DeParle's new book, American Dream: Three Women, Ten Kids, and A Nation's Drive to End Welfare , which looks at the human impact of the 1996 welfare reform law. In his book, DeParle follows three poor mothers living in Milwaukee and provides an intimate and detailed portrait of their lives, their children, and their romantic partners as they encounter the effects of welfare reform. DeParle's case study provided the panelists with an opportunity to address some of the successes and shortcomings of the 1996 law. Jodie Allen, managing editor for finance and science at , called the bill "a huge ocean liner" and added that, eight years out, "you can find grounds for both optimism and pessimism." "It hasn't worked as well as the advocates said it has," said Rep. Charles Stenholm (D-Tex.), "nor as bad as the pessimists said it would."

Abstract

In the early stages of research on the impact of welfare reform, most research focused on caseload reduction, employment outcomes, and barriers to employment. Even in research that examined the impact of welfare reform on children, the emphases centered on infants, preschoolers, and children at the grade school level. Issues concerning the impact on children in middle childhood and early adolescence were not considered a crucial area for research (Brooks, Hair, and Zaslow, 2001). We argue below, however, that children in late middle childhood and early adolescence are likely to face significant challenges in the wake of welfare reform. Our arguments are based on the premise that adolescence is a developmental epoch characterized by rapid physical, intellectual, and socioemotional growth and change, which is frequently accompanied by turbulence, perplexity, and confusion. Hence this research was undertaken specifically to examine potential effects of welfare reform on children in late childhood through adolescence. The research described below uses the Survey of Program Dynamics to examine the links between outcomes for adolescents, source of income, mother?s employment, and welfare reform. Specifically, the research examines how poverty status and family welfare receipt during middle childhood interact with current poverty status and welfare receipt during adolescence to influence a range of outcomes for adolescents. The outcomes that are examined include both parent reports and the set of indicators that are available in the 1998 adolescent self-administered questionnaire.
