    NOTICE: The project that is the subject of this report was approved by the Governing Board of the National Research Council, whose members are drawn from the councils of the National Academy of Sciences, the National Academy of Engineering, and the Institute of Medicine. The members of the committee responsible for the report were chosen for their special competences and with regard for appropriate balance. The National Academy of Sciences is a private, nonprofit, self-perpetuating society of distinguished scholars engaged in scientific and engineering research, dedicated to the furtherance of science and technology and to their use for the general welfare. Upon the authority of the charter granted to it by the Congress in 1863, the Academy has a mandate that requires it to advise the federal government on scientific and technical matters. Dr. Bruce Alberts is president of the National Academy of Sciences. The National Academy of Engineering was established in 1964, under the charter of the National Academy of Sciences, as a parallel organization of outstanding engineers. It is autonomous in its administration and in the selection of its members, sharing with the National Academy of Sciences the responsibility for advising the federal government. Ontario Works, the province's new welfare program, claims to represent the most fundamental changes to social assistance in a generation. But is it working? Has it really helped more people leave welfare for work? Does Ontario Works offer people a 'hand up'? Or is welfare reform simply about reducing social assistance caseloads without regard to whether people are being made better off? This report – the first of two - starts to answer these critical questions. It looks at welfare reform from the perspective of the people who are experiencing it, using information collected from focus groups of Ontario Works participants across Ontario, supplemented by information from community agencies, advocates and selected in-depth interviews with individual recipients. Our second report will examine Ontario Works using administrative data on the operation of the program. Ontario Works has lived up to few of its promises. While many people have left social assistance because of Ontario's strong economic growth, little, if any, of this can be directly attributed to the Ontario Works employment programs. Those who remain on assistance—still a very large number of people—are living in increasingly desperate circumstances. For this group, there is substantial evidence that Ontario Works is hindering rather than helping them find work at all, let alone preparing them for a real escape from poverty. For most of our informants the promised "hand up"—meaningful training, employment supports, transportation and childcare—have never materialised.

Welfare reform needs to be comprehensive in analysis, but targeted and flexible in its implementation. We seek a new approach which promotes the greater responsibility and offers more concrete help to families in leaving poverty behind through productive work and other assistance. We advocate for welfare reform which;
  • protects human life and human dignity (we, therefore, oppose family cap and child exclusion measures which encourage abortion without addressing the fundamental contributors to illegitimacy); strengthens family life; encourages and rewards work; preserves a safety net for the vulnerable builds public/private partnerships to overcome poverty; invests in human dignity and poor families.
For the Catholic community, the measure of welfare reform is whether it will enhance the lives and dignity of poor children and their families. The target of reform ought to be poverty, not poor families. The goal of reform is reducing poverty and dependency, not cutting resources and programs.

Workers' Compensation: A Background for Social Security Professionals
from Social Security Bulletin, Vol. 65 No. 4 (released May 2005) This article provides a brief history and background of workers' compensation programs for occupationally injured and ill workers in the United States. It presents the basic principle involved in workers' compensation and briefly discusses the disability benefits to which workers are generally entitled. It also discusses why there are settlements in this disability program and the availability of information about the amounts paid in workers' compensation cases for obtaining an offset for Social Security Disability Insurance benefits paid to the worker. Finally, the article explains the rationale behind the public policy on coordination of Disability Insurance and workers' compensation in the new paradigm of disability and return to work. The Demography of New York: Families and Work
Thomas Hirschl, Associate Professor, Rural Sociology
Cornell University, College of Agriculture and Life Sciences This paper addresses several key demographic trends affecting children and families in New York, and how these trends intersect with the welfare reform bill signed by President Clinton several months ago. This reform is intended to move families from welfare to employment, and it stipulates that a fixed percentage of the county caseload must find work or the states or counties will face financial penalty. A potential problem with the plan is that unless recipients improve their educational status, it will be difficult for them to find steady work. Before turning to this question of work and welfare, I will first review recent trends in family structure. The family is the main source of support for children, and the welfare system was initially set up to support families. Examination of the family status of children in New York state from 1970 to 1990 (Figure 1) shows a decline in married couple families and a subsequent increase toward single parent families. There are two factors that could explain this shift. First, some would contend that the rise in single parent (mostly female headed) households is actually caused by the availability of welfare assistance. The evidence for this position is weak, but it is hard to completely discount. Second, there has been a radical disappearance of jobs that pay adequate wages for individuals with less than a high school. Unless one has at least a high school diploma (and better yet, a college degree), it is extremely difficult to earn enough to support a family. Consequently certain men are not in a financial position to support a family, and women decide to "go it alone."

Executive Summary This study projects the impacts of welfare reform on tenant incomes and resulting rent revenues at eight public housing authorities (HAs) in four states. These HAs were chosen for their geographic and economic diversity as well as for contrasts in the welfare reform systems implemented by the four states, the major elements expected to influence the impacts of welfare reform. By 2002, virtually all housing authorities and their residents will be affected by welfare reform. The impacts will be generated by those residents who receive TANF benefits and who are required to seek employment according to the welfare reform programs enacted by the states. These residents are referred to here as "mandated public housing residents;" there are non-public housing TANF recipients also "mandated" under reform programs and they are clearly differentiated in this study. Welfare reform impacts on public housing tenant incomes and HA rent revenues can be expected to vary considerably, depending in large part on: who and how many households are mandated, their potential for finding employment, their contributions to rent revenues and on the mitigating actions taken by the HAs, such as charging minimum rents. Changes in HA rent revenues can impact the federal budget, since the estimated need for operating subsidies is currently linked to such revenues under the public housing Performance Funding System (PFS).

Labour’s welfare reform: Progress to date Since 1997, the Government has pursued a number of inter-related policies aimed at reforming the welfare system for people of working age, getting more people into work and reducing poverty. Joseph Rowntree Foundation research had identified many of the needs of targeted groups, and the Foundation has been involved in commenting on reform plans and tracking progress. This Foundations , written by Donald Hirsch with Jane Millar, is a round-up of what JRF has had to say about welfare reform and related issues since the late 1990s, and provides an assessment of the progress made.
  • While welfare-to-work programmes had been around well before 1997, their results had been patchy and they had not been sustained. The New Deal together with tax credits underpinning financial incentives to work have been by far the most systematic and sustained efforts to move people into jobs attempted to date. Barriers to work have included not just insufficient financial incentives but practical difficulties such as making the transition to work, accessing and paying for childcare and getting practical advice. Much has been done to overcome these barriers, and the Government has rightly recognised that carrots rather than sticks are most appropriate. Employment rates have risen, especially for lone parents. However, further progress requires recognition that people with the least immediate chance of entering the labour market have diverse needs, and may require many types of support and opportunity other than going straight into a job.
