CHSRP's research projects have grown out of its early and groundbreaking analysis of the Personal Responsibility and Work Opportunity Reconciliation Act of 1996. Specific research topics include:

- A Constitutional Crises - Website Established March 2002 Welfare reform has been one of the centerpieces of President Bush’s domestic agenda since the onset of his administration. This was evident in the creation of key legislation and supporting executive orders designed to place government money into the hands of “faith-based” charity organizations. This legislation, if enacted, would liberally empower religious charities with the authority to administer government funded welfare programs. Prior to the September eleventh terrorist attacks, this legislation had successfully passed the House of Representatives by a relatively narrow margin and was consequently forwarded to the Senate for consideration ( source Priorities in Washington shifted dramatically after September eleven and the legislation was consequently sidelined for the time being, but eventually it will come under review again. The probable long run impacts of this "faith-based" legislation make it some of the most provocative law making that has ever been proposed.

The nonpartisan Urban Institute publishes studies, reports, and books on timely topics worthy of public consideration. The views expressed are those of the authors and should not be attributed to the Urban Institute, its trustees, or its funders. INTRODUCTION No one likes the current welfare system. Governors complain that federal law is overly prescriptive and are willing to take less federal money in return for more flexibility. The public believes that welfare is anti-work and anti-family although polls show that the public wants welfare reformed in ways that do not penalize children. Welfare recipients find dealing with the system degrading and demoralizing; most would prefer to work . Experts note that welfare has done little to stem the growth of poverty among children. In all but two states, welfare benefits (including food stamps) are insufficient to move a family above the poverty line In short, the current indictment against the welfare system has four particulars:
