Preamble
We, the Indigenous Peoples united here in Durban, South Africa, at the Indigenous Peoples' Preparatory Conference for the World Parks Congress, held 6 to 7 September 2003, would especially like to thank our Indigenous hosts, the Khoi and the San Peoples of South Africa for welcoming us to their territory; Recalling the international community’s commitment made at Rio and Johannesburg, on Indigenous Peoples vital role in sustainable development and environmental conservation, we reaffirm our vision of a respectful relationship by all peoples towards Mother Earth and our commitment to practice this respect in our terrestrial, coastal/marine and freshwater domains. Our respect for nature must not be limited to protected areas, but must encompass the earth; Taking into account the special relationship we have with our lands, territories and the resources therein, we reaffirm our holistic vision which strongly binds biodiversity and cultural identity and unites a people with its territory;

HUNGER STRIKE BY INDIGENOUS PEOPLES' REPRESENTATIVES AT THE UNITED NATIONS!
Today, November 29 th , 2004, at 11 am, we, Indigenous Peoples' delegates, declare a hunger strike and spiritual fast inside the United Nations Palais des Nations in Geneva, during this 3 rd week of the 10 th session of the Intersessional Working Group on the United Nations Draft Declaration for the Rights on Indigenous Peoples. We, Indigenous peoples' delegates from different countries, undertake this action, with the support and solidarity of Indigenous Peoples and organizations from around the world, to call the world’s attention to the continued attempts by some states, as well as this UN process itself, to weaken and undermine the Draft Declaration developed in the UN Working Group on Indigenous Populations and adopted by the UN Subcommission for the Prevention of Discrimination and Protection of Minorities in 1994. The Sub Commission text has also been endorsed and supported by hundreds of Indigenous Peoples and organizations around the world as the minimum standard required for the recognition and protection of Indigenous Peoples' rights internationally.

Respectful, open and honest communication is central to building constructive relationships between Park authorities and Indigenous Peoples living in and around Parks and protected areas in South Africa. Free and informed prior consent is crucial to respectful communication. It involves transparent consultations at the earliest stages before any undertaking is planned. It must also ensure that we understand the full implications of any proposal and that we are free to decide for ourselves which course of action we want taken.

SANP took over from the military. Then, in 1995, after the majority government elections, people returned to the area. Initially we lived in tents until we were given subsidies to build houses on 4000ha of land allocated to us on the far side of the Kai !Garib River. We could not use or visit the designated AFNP, though many of us had been born in the park and our relatives are buried there. The community receives some financial contribution from the Park, but we want to be involved in managing the Park. After eight years of negotiations we still have no formal agreement with SANP. This is very frustrating. We are interested in developing tourism and saw this as an opportunity for co-operation with the Park, but we have received no offer of a hand in friendship from management. So we have gone to the Parliamentary Portfolio committee to explain our concerns and our objectives. We now work through the Siyanda District to hold discussions with David Rooi, the Northern Cape Provincial Minister (MEC) for Land, and also officials at National level. We are calling on the MEC to de-proclaim Melkbosrand and return it to us with the objective of developing the Augrabies Falls National Park as a community controlled contract Park.
