Canadian Water Quality Guidelines
Overview
Canadian Water Quality Guidelines (CWQGs) have been subdivided into four categories: Development of Canadian Water Quality Guidelines began in 1984.
Canadian Water Quality Guidelines for the Protection of Aquatic Life
Canadian Water Quality Guidelines for the Protection of Aquatic Life help to protect all plants and animals that live in our lakes, rivers, and oceans by establishing acceptable levels for substances or conditions that affect water quality such as toxic chemicals, temperature and acidity. As long as conditions are within the levels established by the guidelines, one would not expect to see negative effects in the environment. The guidelines are based on toxicity data for the most sensitive species of plants and animals found in Canadian waters and act as science-based benchmarks for the protection of 100% of the aquatic life species in Canada, 100% of the time.
Canadian Water Quality Guidelines for the Protection of Agricultural Water Uses
Canadian Water Quality Guidelines for the Protection of Agricultural Water Uses help to protect sensitive crop species that may be exposed to toxic substances such as pesticides in irrigation water. They are based on maximum irrigation rates and the sensitivity of crops to pollutants. Similarly, the Canadian Water Quality Guidelines for Livestock Water are based on how livestock are affected by their drinking water and whether certain substances, such as toxic chemicals, accumulate in the animals' bodies.

Causes of deterioration vary: Salmon River is affected by turbidity from non-point sources; Quamichan Lake by fecal contamination from naturally high waterfowl populations; Quinsam and Elk rivers by industrial effluent; and Kootney River by declining productivity due to low phosphorus caused by a nearby dam.

    3rd World Water Forum
    Widely considered as the single most important international water meeting to date, the 3rd World Water Forum convened in March 2003 in Japan. Dealing with 38 interrelated themes pertaining to bringing safe water and sanitation to the world, this resource allows users to read numerous documents presented at the Forum, along with reading the daily newspaper produced at the meeting and its newsletter. Documents are available in PDF and Microsoft Word, and most are available in a variety of languages such as English, French, Spanish and Japanese.     The National Water Quality Management Strategy (NWQMS)
    The National Water Quality Management Strategy (NWQMS) was introduced by the Commonwealth, State and Territory Governments in 1992 as a response to growing community concern about the condition of the nation's water bodies and the need to manage them in an environmentally sustainable way (for further details visit www.daff.gov.au/nwqms ). In 1994 the NWQMS was included in the Council of Australian Governments (COAG) Water Reform Framework. The Strategy has three major elements:

    Policies
    The main policy objective of the NWQMS is, "to achieve sustainable use of the nation's water resources by protecting and enhancing their quality while maintaining economic and social development."
    Process
    The process for water quality management involves the community working with government to set and achieve local environmental values and water quality objectives for water bodies and to develop management plans for catchments, aquifers, estuarine areas, coastal waters or other water bodies. Management of water resources is mainly a State and Territory responsibility and implementation of the NWQMS will involve the Strategy guidelines, State and Territory water policies and community preferences.

    History
    GREEN was founded in the early 1980s on the belief that the study and protection of water resources is a unique learning opportunity for young people and is critical to the health of human beings and the environment. GREEN is a national network of schools and communities working together to meet critical water resource challenges through a combination of environmental education and civic action.
    GREEN builds on national academic standards and teaches elementary, middle and high school-aged youth essential skills including critical thinking, teamwork, problem solving and the application of science to real world problems. Using proven scientific methods, GREEN teaches young people to assess the quality of their local water, using water monitoring equipment and conducting classroom research to understand the health of their watershed. Their research gives them the basis for applying scientific principles to create systemic solutions to the problems they identify—in short, to bring about changes in the policies and practices governing the use of water resources. GREEN became a program of Earth Force in 1999.

    “Emerging contaminants” can be broadly defined as any synthetic or naturally occurring chemical or any microorganism that is not commonly monitored in the environment but has the potential to enter the environment and cause known or suspected adverse ecological and(or) human health effects. In some cases, release of emerging chemical or microbial contaminants to the environment has likely occurred for a long time, but may not have been recognized until new detection methods were developed. In other cases, synthesis of new chemicals or changes in use and disposal of existing chemicals can create new sources of emerging contaminants. Research is documenting with increasing frequency that many chemical and microbial constituents that have not historically been considered as contaminants are present in the environment on a global scale. These "emerging contaminants" are commonly derived from municipal, agricultural, and industrial wastewater sources and pathways. These newly recognized contaminants represent a shift in traditional thinking as many are produced industrially yet are dispersed to the environment from domestic, commercial, and industrial uses. The major goal of the Emerging Contaminants Project is to provide information on these compounds for evaluation of their potential threat to environmental and human health.     General Water Quality Cross Connection Control The Environmental Health Division acts as agents for local water utilities and the Michigan Department of Public Health enforcing the Safe Drinking Water Act of 1996, Part 14. This Act protects the municipal water supply by insuring that contaminants do not enter the potable water supply through connections with non-potable source. Such a physical connection is called a "cross connection" which may result in the backflow [reversal of normal direction of water in the piping system] of contaminants and any cause serious injury to users of the water supply. It is estimated that over 100,000 cross connections of the potable water supply occur daily in the United State. Cognizant of the hazards to the public health caused by cross connections, the Environmental Health Division utilizes Article IX, Potable Water Systems, of Wayne County's Environmental Health code to conduct its program of cross connection control. This program serves to educate and monitor facilities that, by nature of their business, create the potential for serious contamination of the potable water supply. The Division contracts with individual communities to provide the inspection, enforcement, and plan review activities for those communities’ business and public operations. Currently the Environmental Health Division serves 22 communities [over 6,500 facilities] throughout Wayne County.
