Pigeon River
The Pigeon River in east Tennessee has historically been degraded by discharges from a paper mill in Canton, North Carolina. A settlement agreement concluded in 1998 between Champion Paper Company, the State of North Carolina, the State of Tennessee, the United States Environmental Protection Agency, Cocke County, Tenn., City of Newport, Tenn. the American Canoe Association and the Tennessee Environmental Council resulted in strict new standards, and dramatic improvements to the quality and color of the Pigeon River. The Canton mill is now employee-owned and operated by Blue Ridge Paper Products, Inc. Much work remains to be done. The State of Tennessee is committed to providing clean water for all Tennessee citizens, and will not be satisfied until the Pigeon River runs clean and clear. The independent review process by technical experts established by the 1998 agreement will continue to drive progress towards that goal.

What is water quality?
Water is essential to human life and to the health of the environment. As a valuable natural resource, it comprises marine, estuarine, freshwater (river and lakes) and groundwater environments, across coastal and inland areas. Water has two dimensions that are closely linked - quantity and quality. Water quality is commonly defined by its physical, chemical, biological and aesthetic (appearance and smell) characteristics. A healthy environment is one in which the water quality supports a rich and varied community of organisms and protects public health. Water quality in a body of water influences the way in which communities use the water for activities such as drinking, swimming or commercial purposes. More specifically, the water may be used by the community for:
  • supplying drinking water
  • recreation (swimming, boating)

Microbiological Water Quality Guidelines for Marine and Freshwater Recreational Areas
June 2003, Ref. ME474 These guidelines will assist councils/agencies to better inform their communities of the risks related to swimming at their bathing beaches. The Ministry of Health and the Ministry for the Environment consider it very important that councils are aware of their responsibilities and that the public are informed of the health risks in a way that is consistent with these guidelines. They completely replace the 2002 version of the Microbiological Water Quality Guidelinesand all previous microbiological and bacteriological water quality guidelines. The Ministry has received very useful feedback from agencies implementing the Guidelines. That feedback has been collated into a selection of frequently asked questions Availability:
