Northeast Wisconsin is blessed with valuable water resources, beautiful lakes and rivers, abundant groundwater, and frequent rainfall. We're fortunate to sit on the edge of Green Bay, Lake Michigan and the Great Lakes system, which contain 20% of the world's fresh surface water. Unfortunately, these waters face many threats from air and water pollution, wetland losses, stormwater runoff, careless land development, and unsustainable water consumption. This endangers public and wildlife health, causes economic damage, and degrades our community's quality of life. About Clean Water Action Council The Clean Water Action Council is a non-profit citizen organization, founded in 1985, working to protect public health and the environment in Northeast Wisconsin. We work to increase public awareness of the many threats to water quality, and to build support for improved management.

By 1969, however, rising incomes had led people to demand higher environmental quality, and thus attitudes had changed. Both then and now, however, water quality is one of the most difficult environmental indicators to measure. Assessing Water Quality Despite spending more than $541 billion on water pollution control since the enactment of the 1972 Clean Water Act, the United States has no adequate database for water quality. FEDERAL WATER POLLUTION CONTROL ACT (CLEAN WATER ACT)
Overview. The Federal Water Pollution Control Act, popularly known as the Clean Water Act, is a comprehensive statute aimed at restoring and maintaining the chemical, physical and biological integrity of the nation's waters. Enacted originally in 1948, the Act was amended numerous times until it was reorganized and expanded in 1972. It continues to be amended almost every year. Even prior to the enactment of the 1972 version of the Act, the Act authorized the Public Health Service to prepare comprehensive programs for eliminating or reducing the pollution of interstate waters and tributaries and improving the sanitary condition of surface and underground waters. Due regard was to be given to improvements necessary to conserve waters for public water supplies, propagation of fish and aquatic life, recreational purposes, and agricultural and industrial uses. A number of other provisions found in the current Act were adopted prior to 1972. Primary authority for the implementation and enforcement of the Clean Water Act now rests with the U.S. Environmental Protection Agency (EPA). In addition to the measures authorized before 1972, the Act authorizes water quality programs, requires federal effluent limitations and state water quality standards, requires permits for the discharge of pollutants into navigable waters, provides enforcement mechanisms, and authorizes funding for wastewater treatment works construction grants and state revolving loan programs, as well as funding to states and tribes for their water quality programs. Provisions have also been added to address water quality problems in specific regions and specific waterways.

Purpose
This program's purpose is to enable borrowers to finance wastewater facilities that meet effluent standards mandated under the Clean Water Act. Customers and Services
Any city, county, township, sanitary district, or other governmental subdivision having primary responsibility for wastewater treatment is eligible. The Public Facilities Authority (PFA) of the Minnesota Department of Employment and Economic Development provides below-market rate loans to borrowers to upgrade and construct wastewater facilities. Egypt, Environment, 7/30/2005 The Egyptian government allocated LE250 million to purge canals and the sewage system, and fight River Nile pollution.
Minister of Water Resources and Irrigation Mahmoud Abu Zeid said that 33 factories are now operating according to environmental standards set by the ministry.
He said that fighting River Nile pollution is a priority on the government's agenda.

Storm Water Pollution Prevention Plans
This guide is intended as a brief summary of the steps needed to start a storm water pollution prevention plan, not as a manual. Permittees should contact the EPA or your state environmental agency for detailed directions.
- Overview -
Storm water runoff is simply rain water or snow melt that runs off the land and into streams, rivers, and lakes. When storm water runs through sites of industrial activity it may pick up pollutants and transport them into national waterways and effect commercial fisheries, restrict swimming areas, and affect the navigability of the nation's waters. To help curb the problem of storm water runoff pollution the EPA (Environmental Protection Agency) has developed a program under the Clean Water Act. A major part of this program is the NPDES (National Pollution Discharge Elimination System) which requires industrial activities to register for a discharge permit. Many industrial activities can apply under a general permit. To find out if you can register under a general permit, contact your area office. In many states, including New York, this is accomplished by the state governmental environmental department. In New York the DEC (Department of Environmental Conservation) issues discharge permits under the SPDES (State Pollutant Discharge Elimination System) program. In New York, industrial activities must submit an NOI (Notice of Intent) to determine whether they are eligible for a general permit. If you have questions on permit regulations, or whether you are eligible under a general permit you can call the EPA's storm water hotline at 703-821-4823. In New York you can call for copies of the General Permit or NOI forms at 1-800-952-2490.
