1. Economic Instruments and Water Pollution
Introduction
1. The environmental and economic importance of water resources has led to the introduction of statutory measures to protect the water environment. Since the end of the last century there has been an increasingly comprehensive approach to water pollution control. This involves consideration of the sources of pollution, which arises both from:
  • point sources (specific, identifiable discharges such as those from sewage treatment works and industrial processes); and
  • diffuse sources (those which are not clearly defined such as run-off from agricultural land and urban areas and pollution arising from the disposal of waste). 2. The approach to water pollution control also involves consideration of the specific characteristics of that pollution together with the nature of the receiving waters so that the impact on the local environment can be directly assessed and control can be exercised. More recently, this approach has been underlined by the development of European Community legislation in respect of water quality for which the UK is responsible for implementation, as well as other international obligations. 3. This regulatory system - including a system of consenting discharges, regulatory controls on potentially polluting activities, prosecution of pollution offences and powers to secure remediation of polluted waters - has secured significant improvements in water quality and represents a reliable and effective means of achieving environmental objectives.     What is storm water?
    Storm water is water from precipitation that flows across the ground and pavement when it rains or when snow and ice melt. The water seeps into the ground or drains into what we call storm sewers. These are the drains you see at street corners or at low points on the sides of your streets. Collectively, the draining water is called storm water runoff and is a concern to us in commercial and industrial sites as well as your neighborhood because of the pollutants it carries.

    Overcoming Agricultural Water Pollution in the European Union
    SUSANNE M. SCHEIERLING As the European Union's member countries make progress on controlling water pollution from homes and industry, their attention is turning to reducing water pollution from agriculture. Their experience shows that this can be achieved only through further integration of agricultural and environmental policies. GRICULTURAL water pollution is becoming a major concern not only in developed regions such as the European Union (EU) but also in many developing countries. The intensification of agricultural practicesin particular, the growing use of fertilizers and pesticides, and the specialization and concentration of crop and livestock productionhas had an increasing impact on water quality. The main agricultural water pollutants are nitrates, phosphorus, and pesticides. Rising nitrate concentrations threaten the quality of drinking water, while high pesticide use contributes substantially to indirect emissions of toxic substances. Increasing levels of nitrates and phosphorus in surface waters reduce their ability to support plant and animal life and make them less attractive for recreation. Policy challenges A policy for controlling agricultural water pollution needs to specify the level of water quality desired and what measures should be adopted to achieve this goal. Various problems, including incomplete information about the costs and benefits of pollution abatement, make it difficult to determine the optimal level of water quality in terms of economic efficiency. Therefore, the choice is often made based on other criteria, such as human health concerns or the protection of current uses of the water.

    Everybody needs fresh water. Without water people, animals and plants cannot live. Although a few plants and animals can make do with saltwater, all humans need a constant supply of fresh water if they are to stay fit and healthy. Of the total supply of water on the Earth, only about 3 percent of it is fresh, and most of that is stored as ice and snow at the poles, or is so deep under the surface of the Earth that we cannot get to it. Despite so much of the water being out of reach, we still have a million cubic miles of it that we can use. That's about 4,300,000 cubic kilometers of fresh water to share out between most of the plants, animals and people on the planet. Whether water is clean enough to use, or too polluted depends on many things such as where it is, whether there is enough for everyone to use, what we do with it, and how we deal with the water we have used before we let it run back to join the rivers and lakes. The Developing World In the developing world the biggest problem is the shortage of water and the lack of clean supplies. When water is very scarce people have to make good use of it. That might mean using the same source of water for drinking and cooking, a place to wash, a place to clean clothing, pots and pans and a place to let the farm animals drink as well. The same water is used by many people for many different purposes, and each time the water becomes a little more polluted.
