About Recruiting, Retaining, and Supporting Qualified Teachers
This latest volume in the Harvard Education Letter Spotlight Series provides a tool kit for principals and administrators seeking to improve the quality of classroom teaching in an era of increasing accountability. The No Child Left Behind Act of 2002 mandates that all teachers be "highly qualified" by 2006, although the criteria for meeting this standard are vague at best. Meanwhile, half of the nation's teachers are expected to retire by the end of the decade, and turnover among new teachers is high: 30 percent leave their jobs within three years and 50 percent leave within five. The book provides an overview of the historical and cultural factors that shape teaching as a profession and frame the debate over its future. It goes on to examine efforts to rethink the preparation of teachers and principals; to outline hiring practices that help administrators identify talented candidates and ensure a good fit with their schools; and to assess a variety of strategies for supporting new teachers and providing growth opprotunities for experienced ones. Specific strategies addressed include:
  • Induction programs Career ladders for teachers School-based coaching

    Policy Brief
October 2000 Ensuring Quality Teachers Through Alternative Certification Programs by Carol Ruckel To address this concern, a growing number of states have begun to turn to alternative certification programs, also known as licensure programs. Today, 115 alternative programs exist in over 40 states (Feistritzer, 2000). In addition, more than 250 colleges and universities are currently involved in some type of alternative teacher preparation (Basinger, 2000). Market forces also have played an important role in the development of alternative certification programs. For example, military cutbacks following the Gulf War led to the Troops to Teachers program, providing new candidates to ease the teacher shortage. Former military personnel are considered particularly fit for employment in our nation’s urban schools, where teacher recruitment and retention have proved especially challenging. With increasing reliance on alternative teacher certification to rebuild the teaching workforce, it has become more critical than ever to examine how school districts and state policymakers can ensure that nontraditional programs produce quality teachers. Region's teachers achieve National Board Certification
Ten teachers in the ESD 112 region are among 235 teachers statewide to achieve National Board Certification in 2004. They are: Christina Bird Macaya , Camas School District; Jessica Crowe , Vancouver School District; Molly Daley , Evergreen School District; Janet Dondelinger , Evergreen School District; Katy Dutra , White Salmon Valley School District; Kristie Neshyba , Evergreen School District; Lisa Szkodyn , Evergreen School District; Candice Talbott , Vancouver School District; Erika Thompson , Evergreen School District; and Georgine Tomayer , Hockinson School District. Teachers are seeking this prestigious validation of their knowledge and skills in greater numbers, and Washington is leading the nation in supporting and retaining teachers throughout the rigorous process. Even with the ninth highest candidate volume in the country, Washington boasts the highest retention rate of any state in the nation. There were 472 candidates in the Class of 2004 who completed all of the requirements, including the creation of a portfolio of work documenting their success in the classroom and on-line testing. "We’ve developed a system in Washington that supports teachers while they’re going through the certification process, and it’s paying dividends for our students," said Terry Bergeson, state superintendent of public instruction. "These teachers become more capable in the classroom and more confident about their ability to inspire kids to learn and achieve."
